Regular Meeting of May 5, 1997
Special Meeting of April 28, 1997
DELEGATIONS
Jill Foster and Ralph Sutton, Co-Chairs of the Safe Neighbourhood Task
Force made a presentation to Council of the Report of the Task Force.
They thanked the many members of the Committee, various groups who
provided input and staff who were involved in the preparation of the
document.
The following persons addressed Council with respect to the Rouge Hill
Library Branch:
a)
Janice Frampton, 1810 Post Drive stated that she is not in support
of the construction of a new library. It was her understanding that
the Central Library was constructed in order that the subsidiary
branches would eventually close. She would rather see the funds
used to benefit all of the Town.

Rick Sergison, 998 Vistula Drive stated that a new library is not
. . required. The funds should be used to improve our present transit
system. All buses should come to the central terminus and then a
shuttle to the GO Station. Sunday transit should be considered.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Pickering
expresses its concern with the use of silicone based fire stops at the Pickering Nuclear
Generating Station and other nuclear generating plants in Ontario; and
THAT Ontario Hydro be requested to present as part of its June, 1997 licence hearing for
the Pickering Nuclear Generating Station an action plan to address and rectifY this safety
risk; and
THAT the Federal Government intervene to ensure that standards for CSA fire protection
are applicable to existing nuclear generating stations.

WHEREAS the current and past condition of Salem Road between the Fifth Concession
and Highway #7 has been in a deplorable state; and
WHEREAS the community presented a petition to the Department of Public Works in
1996 addressing their desire to have the road improved; and
WHEREAS Salem Road has a cemetery, a trucking company, a number of homes and
now a nine hole golf course being opened in 1997; and
WHEREAS there is a very sharp decline hill and entrance with no sidewalks for pedestrian
traffic; and
WHEREAS the dust and debris and ditches are in very poor condition for area residents to
contend with; and
WHEREAS any improvement to this road is not scheduled until the year 2000 in the Five
Year Capital Forecast;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
directs staff to prepare a by-law to authorize the lowering of the speed limit on Salem
Road between the Fifth Concession and Highway #7 to 60 kilometres per hour.

WHEREAS damage ftom trespass and illegal dumping is occurring on environmentally
sensitive MTRCA wetlands at the southwest corner of Frenchman's Bay;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
directs the staff of the Town of Pickering to enter into discussions with the MTRCA to
work co-operatively to come up with a plan to have the Town of Pickering become an
agent on behalf of the MTRCA to enforce and prosecute trespass and property damage on
environmentally sensitive areas owned by the MTRCA; and
THAT staff report back to Council in one month on the progress of discussions with the
MTRCA; and
THAT a copy of this resolution be forwarded to Andy Wickens of the MTRCA.

WHEREAS the Town of Pickering Public Library Board has recognized the need to
replace the Rouge Hill Branch Library within its Five Year Plan 1995-1999 and this
remains a high priority in its current Five Year Plan 1997-2001; and
WHEREAS the Public Library Board has specified the East Woodlands Park as the
preferred site for the western Library Branch; and
WHEREAS Council has allocated the amount of $651,770 in the 1997 capital budget for
the Public Library to commence construction of the western Library Branch; and
WHEREAS circulation at the present Rouge Hill Library Branch has increased by almost
6% in 1997 and new users of the Branch have increased by 10%;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
confirms the East Woodlands Park as the Town preferred site for the western Library
Branch; and
THAT the Town provide assistance in relocating the existing users of the present building
located in the East Woodlands Park; and
THAT Council hereby directs the Director of Parks and Facilities to undertake a review of
relocating the ball diamond in the East Woodlands Park to another appropriate site.

1.
Councillor Brenner advised that a Notice of Motion would be brought
forward. in . two weeks concerning recommendations ftom the meeting
regarding 925 Bayly Street.
2.
Councillor Brenner advised that a Notice of Motion would be brought
forward in two weeks concerning a request for an investigation into the
Pickering Nuclear Generating Station.

3.
Councillor Brenner advised that Transportation Day will be held the
beginning of June, May 23rd will be the launching of 'Break Down The
Barriers' at the Rougemount Co-op, and Crime Stoppers on Wheels will
take place at 1 p.m. sharp on May 30th.
4.
Councillor Dickerson advised that a Notice of Motion would be brought
forward in two weeks concerning radar control being put into the hands of
the municipalities.
5.
Councillor Johnson advised that the Public Works Committee met with the
Durham Regional Police three weeks ago with respect to speeding and
traffic.
6.
Councillor Johnson advised that the Central Lake Ontario Conservation
Authority 1997 Budget has been approved. Copies were previously
distributed to Council.
7.
Councillor Johnson advised that a Car Wash will be held on Sunday in
support of the Manitoba flood victims. He also advised that the Whitevale
Spring Festival will be held on Saturday.

8.
Councillor Senis requested a report on Council's Communication and
Dinner Allowance.
9.
Councillor Senis advised that a Community Challenge Event will be taking
place on Friday, May 23rd, ftom 1 p.m. to 4 p.m. at Pine Ridge Secondary
School.
10.
The following matters were discussed prior to the regular meeting:
a.
The General Manager advised that the tender for Franklin Street
would be coming forward next week.
b.
The General Manager advised that the Durham Region Public
School Board are moving forward with an offer concerning the
Westcreek School.
c.
The General Manager distributed information concerning the
Inftastructure Program, the GT A Coordinating Committee Meeting
of May 9, 1997, a thank you letter concerning the Canadian Legion
Senior Curling Championships, Notifications of
Pickering/Darlington Events, and correspondence concerning the
Hydro Corridor Park. .

Councillor Ryan requested that the Municipal Law Enforcement
Officer review a concern he had received regarding election signs.
e.
Councillor Johnson stated his concern with respect to the
information being included on the WebSite.

APPROVED on the condition that the Ontario Realty Corporation agrees
to make appropriate arrangements to ensure that:
a)
the West Duffin and Petticoat Creek valley corridors, as well as the
wetland complex north of Taunton Road, and west of Altona Road
remain in public ownership;
b)
the valley corridors of the headwater tributaries to Petticoat Creek
and adjacent woodlots be protected through means of Conservation
Easements;
c)
land severance applications are consistent with the intent of a
conceptual lotting pattern that may be endorsed by Pickering Town
Council; and
d)
protection be provided for the proposed roads which have been

That Town Council endorse the Conceptual Lotting Pattern included as
Appendix I to Planning Report 13/97, to be used as general guidance for
the submission and review of land severance applications associated with
the disposal of Provincially owned lands within the Provincial Agricultural
Assembly.
EAST DUFFINS AREA - CONSULTANT'S PHASE I FINAL REPORT
AND MODIFICATIONS TO THE COUNCIL ADOPTED OFFICIAL PLAN

THAT Town Council endorse the "Phase I Final Report - East Duffins
Area", prepared by Templeton-Lepek Limited, dated May, 1997, as the

architect and engineers for the purpose of providing construction drawings

Transportation capital funds totaling approximately $30,000.00 towards
this aforementioned construction, in order to offset the shortfall in funding
resulting from the final approved MTO subsidy for this project.

WHEREAS the people of southern Manitoba have been inundated with the threat
of flooding in recent days; and
WHEREAS daily news reports have broadcast disturbing images of the hardship
and destruction to property; and
WHEREAS all Canadians are concerned for the well-being of residents of
southern Manitoba experiencing hardship due to the flooding of the Red River; and
WHEREAS many residents of the Town of Pickering have expressed an interest in
providing aid and comfort to the victims of the flooding in southern Manitoba; and
WHEREAS the Town of Pickering has considerable resources to lend to the aid
and relief effort;
NOW THEREFORE BE IT RESOLVED that the Town of Pickering Council
direct the General Manager through his office to make available the resources of
the Town wherever possible to aid in the relief effort through the use of fire halls,
community centres, and the Pickering Municipal Building as drop-off depots for
food and clothing, etc., and
FURTHER that this resolution be forwarded to all municipalities in the G.T.A.
