DELEGA TIONS
Louise Boehlar, 889 Antonio Street, addressed Council with
respect to the provision of a Youth Park in the 1997 Budget. She
questioned the expenditure of the moneys, stating that she
believed the money would be divided between the Youth Park and
other youth programs, e.g. indoor and outdoor basketball courts
in all Wards.
Rita McDonald, representing the Take Back the Night Committee,
addressed Council with respect to its annual walk to be held on
September 18th. This is Pickerings 3rd Annual Walk which is a
peaceful, candlelit walk taking place around the world. She
requested Council's support and approval.

display sign, approximately 15 feet high with a 30" x 120" LED display panel
complete with a modem, surge protection and the Town of Pickering and Rotary
Club of Pickering official logos on the face of the support structure; in the amount
of$43,495 including GST plus $214 for connection of the modem for a total cost
of $43,709 BE APPROVED.
That the location for the tree standing LED display sign shall be the northeast
quadrant of Kingston Road and Liverpool Road, subject to Regional approval
being received.
That the responsibility and operation of the tree standing LED display sign be
assigned to the Department of Culture and Recreation, after installation.
That this amount be charged to Account No. 3264-2132-6181 and to be funded
from Community Facilities Reserve Fund Account 4225.

Councillor Ryan, seconded by Councillor Johnson moved that the report of the Committee
of the Whole on By-laws Numbers 4956/97, 4957/97, 4961/97, 4962/97, 4963/97,
4964/97,4965/97,4966/97,4967/97,4968/97,4969/97 and 4970/97 be adopted and the
said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the
same and the seal of the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Johnson advised that the Ajax/Pickering General
Hospital TV Auction will take place this weekend, April 11, 12
and 13.
2.
Councillor Dickerson commented on the two MTRCA articles
placed on the Community Page of the News Advertiser bearing
Councillor Senis' name.
3.
Councillor Brenner expressed his and Councillor Ryans
appreciation to the General Manager and the Acting Director of
Public Works for the quick response regarding contacting the
Region of Durham about the traffic concerns with respect to 925
Bayly Street.
4.
Councillor Ryan advised that the decorations hanging in the
Council Chambers were placed there for the Second Annual
Pickering Race Relations Forum which took place on March 26th,
1997.

5.
Councillor Senis responded to Councillor Dickersons comments
regarding the two MTRCA articles placed on the Community
Page of the News Advertiser.
6.
Mayor Arthurs advised that Jude Hodgins, a resident of the Town
of Pickering, has recently been awarded the Women Who Make A
Difference Award.
7.
The following matters were discussed prior to the regular meeting:
a. The Interdepartmental Team distributed and summarized a
report regarding basement apartments in houses.
b. The General Manager distributed information concerning an
odour problem at Harwood Mall in Ajax, the Durham Board
of Education's Draft Policy on School Closure, and a memo
from Mr. R. Taylor, 1997 United Way Chairman concerning
Donation Solicitation ftom the Private Sector.
c.
The General Manager reported that Inspector John Hamilton
is now responsible for #25 Division of the Durham Regional
Police Services and that #25 Division will be closed at
midnight.

d. The General Manager reported that the Fire Prevention
Division is now located in the Public Works area and that staff
will be studying the space needs at the East Shore Community
Centre.
e. The General Manager reported that he will be reviewing the
operating departments which may result in some
reorganization.

Councillor Johnson seconded by Councillor Dickerson moved for leave to introduce a By-
law of the Town of Pickering to confirm those proceedings of the Council of the
Corporation of the Town of Pickering at its meeting held on the 7th day of April, 1997
and that the same be now finally passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.

That the Council of the Town of Pickering advise Milt Farrow, Special
Advisor, of the following comments respecting his Discussion Paper
entitled "Developing the Framework for the Greater Toronto Services
Board":
a)
That if a GTSB-type body is created at this time, it not become
another level of government and it not have taxation powers, but
rather, it be a coordinating body only (i.e. a "GT A Partnership");
b)
That all GT A municipalities be represented on the Partnership, on a
representation by population basis;
c)
That the Partnership establish its own chair, agendas, procedures,
action plans and implementation strategies; and
d)
That the Province provide appropriate administrative support to the
Partnership, and establish a formal Cabinet liaison.
2.
That the Council of the Town of Pickering advise Milt Farrow that it
requests the opportunity to review and comment on his final report on the
GTSB before it is submitted to the Province.

3.
That the memorandum of the Deputy Director of Planning on the Greater
Toronto Services Board dated March 24th, 1997, and a copy of the March
24th staff presentation notes on the GTSB be forwarded to Milt Farrow
and other interested GT A municipalities for information.
