A Meeting of the Pickering Town Council was held on Monday, May 4, 1998 at 7:30 p.m.

Council with respect to Compo sting Awareness Week being May 4 - 10, 1998.
She outlined various programs being carried out both locally and across the GT A
during this week.

That consideration of Town Solicitor's Report L 42/98 regarding the proposed new Municipal
Act be deferred for two weeks.

That the Ministry of Municipal Affairs and Housing be advised that the Council of the
Corporation of the Town of Pickering has stated that it has concerns about the proposed new
Municipal Act but due to the short period of time given to consultation, that further comments
from the Council will not be forthcoming until after its regular Council Meeting of May 19, 1998.

BY-LAWS
That Councillor Ryan seconded by Councillor Brenner took leave to introduce by-laws of the
Town of Pickering:
By-law Number 5237/98
Being a by-law to amend By-law 2359/87 regulating parking, standing and stopping on highways
and on private and municipal property.
By-law Number 5298/98
Being a by-law to authorize the execution of a Development Agreement and related
documentation respecting the development of parts of Lots 21 and 22, Concession 1, Pickering
(OPB Realty (pickering Centre) Inc.)
By-law Number 5299/98
Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended by By-laws 2622/87
and 4646/95, to implement the Official Plan of the Town of Pickering District Planning Area,
Region of Durham, in Part of Lot 32, Range 3, B.F.c., being Part of Lots 1 and 2, Plan 350, in
the Town of Pickering. (A 5/97)
By-law Number 5300/98
Being a by-law to amend By-law 3261189 temporarily closing roads for recreational purposes
(Old Taunton Road).

THIRD READING:
Councillor Ryan seconded by Councillor Brenner moved that the report of the Committee of the
Whole on By-law Numbers 5237/98, 5298/98, 5299/98 and 5300/98 be adopted and the said by-
laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the
seal of the Corporation be affixed thereto.

OTHER BUSINESS
1.
The following matters were discussed prior to the regular meeting:
a)
Councillor Ryan stated that he is getting complaints about persons hitting
golf balls in parks.
b)
The General Manager distributed a memo dated May 4, 1998 regarding
grass fire incidents along the CPR right-of-way. He was authorized to
send a letter and invoice to attempt to recover costs from CPR.
c)
The General Manager distributed a memo dated April 23, 1998 from the
Director of Parks and Facilities providing an update on the relocation of
the Food Bank.

CONFIRMATION BY-LAW
By-law Number 5301198
Councillor Brenner seconded by Councillor Ryan moved for leave to introduce a By-law of the
T own of Pickering to confirm those proceedings of the Council of the Corporation of the Town
of Pickering at its meeting held on the 4th day of May, 1998 and that the same be now finally
passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

TOWN OF PICKERING
That the Executive Committee of the Town of Pickering having met on April 27, 1998, presents
its seventh report to Council and recommends:
1.

That Zoning By-law Amendment Application A 1198 on behalf of the
United Church of Canada, to allow residential development on the subject
lands being Part of Lot 31, Concession 2, and Part of Lot 31, Concession
3, Town of Pickering, be APPROVED, as revised, subject to the
conditions outlined in Appendix No. I to Planning Department
Recommendation Report Number 12-98.

PICKERING RURAL STUDY

That Town Council receive the "Pickering Rural Study: Final Report"
dated April 1998, provided as Appendix No. I to Planning Report 8/98, in
fulfillment of policy 3.20 of the Pickering Official Plan which identifies a
Rural Study Area on the west side of the West Duffins Creek, and indicates
Council shall eliminate the Study Area boundary upon completion of a
Rural Study; and
That Town Council concur with the conclusions of the "Pickering Rural
Study: Final Report" dated April 1998, that no changes be made to the
urban/rural boundary as currently identified in the Durham Official Plan and
the Pickering Official Plan, and that minor additions be made to the
ecological system boundary identified in the Pickering Official Plan; and
That Town Council direct staff to initiate an appropriate Amendment to the
Pickering Official Plan to remove the Rural Study Area west of the West
Duffin Creek identified on Schedule I-Land Use Structure, delete
policy 3.20, and expand the "Open Space System-Natural Areas" on
Schedule I to reflect updated information regarding existing natural
features.
3.
USE OF THE P ART LOT CONTROL
PROVISIONS OF THE PLANNING ACT

That Legal Services Report L 50/98 regarding the use of the Part Lot
Control provisions of the Planning Act be received; and
That staff be directed to advise Dixie Woods Estates that the creation of
the four additional units must be processed through Part Lot Control and
not by land severance application and not by way of a plan of subdivision.
