That Councillor Johnson seconded by Councillor Dickerson took leave to introduce by-
laws of the Town of Pickering:
By-law Number 5236/98
Being a by-law to authorize the execution of a Development Agreement and related
documentation respecting the development of Block 24, Plan 1366, Pickering,
(Metropolitan Toronto Habitat for Humanity).
By-law Number 5238/98
Being a by-law to dedicate part of Block 176, Plan 40M-1630 (Part 1, Plan 40R-17926)
and Parts of Lot 7, Plan 282, Pickering (parts 4 and 11, Plan 40R-17926) as public
highway (Lawson Street).
By-law Number 5239/98
Being a by-law to authorize the General Manager to execute Employment Contracts on
behalf of the Corporation of the Town of Pickering.
By-law Number 5240/98
Being a by-law to authorize the execution of a Subdivision Agreement and related
documentation respecting the development of Part Lot 31, Concession 1, Pickering
(Woodsmere Properties Limited - 18T-96009).
By-law Number 5241/98
Being a by-law to establish a fee for information relating to properties in the Town of
Pickering.
By-law Number 5242/98
Being a by-law to establish an honourarium for Members of the Committee of Adjustment.
THIRD READING:
Councillor Johnson seconded by Councillor Dickerson moved that the report of the
Committee of the Whole on By-law Numbers 5236/98, 5238/98, 5239/98, 5240/98,
5241/98 and 5242/98 be adopted and the said by-laws be now read a third time and
PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be
affixed thereto.

By-law Number 5243/98
Councillor Johnson seconded by Councillor Holland moved for leave to introduce a By-
law of the Town of Pickering to confirm those 24th day of March, 1998 and that the same
be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the
Corporation be thereto affixed.

its fifth report to Council and recommends:

ZONING BY-LAW AMENDMENT APPLICATION A 21/97

That Zoning By-law Amendment Application A 21/97, submitted by L.
Firman and M. Teschner, on lands being Part of Lot 22, Concession 2,
Town of Pickering, to change the zoning on the subject property from the
current" A" - Rural Agricultural Zone to an appropriate zoning which will
permit development of the subject lands for detached residential dwellings
on lots with minimum frontages of 12.0 metres be APPROVED subject to
the conditions set out in Appendix No. I to Recommendation Report No.
6-98; and
That the request by L. Firman and M. Teschner to permit the creation of 6
lots fronting Liverpool Road through the Durham Land Division
Committee rather than draft plan of subdivision be APPROVED AS
REVISED to permit the creation of 5 lots with minimum 12.0 metres
frontage, subject to the conditions set out in Appendix No. I to

subject lands from "SD" - Semi-Detached Dwelling Residential Zone and
"A" - Rural Agricultural Zone to an appropriate zoning which will permit
the development of three detached dwellings on F emcliff Circle, two with
frontages of 12.0 metres, and one with a frontage of 9.0 metres, be
APPROVED subject to the following condition:

That the applicant make satisfactory arrangements with the Town
for an appropriate contribution to the costs of constructing the

That Town Council recommend to the Region of Durham, that
Draft Plan of Subdivision 18T -97006 submitted by the Estate of
Violet E. Swan on lands known as Part of Lot 28, Concession 2,
Town of Pickering, be APPROVED AS REVISED subject to the
conditions outlined in Appendix No. I to Recommendation Report
9-98, as revised to delete the proposed school site.
2.
That Zoning By-law Amendment Application A 11/97 to allow
residential development and conserve open space lands, be
APPROVED to implement Draft Plan of Subdivision 18T -97006,
subject to the conditions outlined in Appendix No. II to
Recommendation Report 9-98, as revised to delete the proposed
school site.

3.
That, in light of the recommendations on Draft Plan of Subdivision
18T-97006 and Zoning By-law Amendment Application A 11/97,
(a)
"Informational Revision 3" to the Pickering Official Plan,
deleting the references to a Detailed Review Area, a Future
Public Elementary School and a Future Separate Elementary
School for the Amberlea Neighbourhood, as set out in
Appendix No. III to Planning Report No. 9-98 as revised,
be ADOPTED by Town Council; and
(b)
Town Council request Regional Council to resolve Deferral
19 to the Pickering Official Plan, by deleting the policy
11.13 (b) dealing with the [possible establishment of a high
school in the Amberlea Neighbourhood, and approving this
part of the Town's Official Plan.

AUTOMATED VOTE TABULATING EQUIPMENT

That Clerk's Report CL 13-98 respecting the rental of automated vote
tabulating equipment be received; and
That the option to purchase such equipment from Global Election Systems
Inc. as set out in Paragraph 5 of their Agreement dated February 28, 1997
not be exercised.
