That Report ENG 17-13 of the Director, Engineering & Public Works regarding a proposed amendment to the municipal traffic by-law (By-law 6604/05) for the removal and addition of stopping restrictions around schools be received; . 2. That the attached draft by-law be enacted to amend Schedule "1" to By-law 6604/05 to provide for the regulation of stopping on highways or parts of highways under the jurisdiction of the Corporation of the City of Pickering, specifically to remove stopping restrictions on streets in the vicinity of three catholic schools that have been closed, and to address parking and stopping concerns on Oklahoma Drive between Eyer Drive and Hillcrest Road. Executive Summary: Effective September 2013, the Durham District Catholic School Board closed three elementary catholic schools in Pickering. Stopping restrictions on streets in the vicinity of the closed schools are no longer required, and therefore, Engineering & Public Works staff recommends that the municipal traffic by- law, By-law 6604/05, be amended to remove these stopping restrictions, which include the following: • both sides of Duberry Drive in front of the closed St. Anthony Daniel Catholic School • both sides of Meadowview Avenue by the closed St. Marguerite Bourgeoys Catholic School • both sides of Eyer Drive in front of the closed Our Lady of the Bay Catholic School • In addition, in response to concerns from area residents regarding restricted traffic flow • and vehicle access on Oklahoma Drive, specifically during the peak arrival and dismissal times for Fairport Beach Public School, staff completed a review and recommends that By-law 6604/05 be amended to include stopping restrictions on the south side of Oklahoma Drive between Eyer Drive and Hillcrest Road from 7:30 am to 4:30 pm Monday to Friday. Report ENG 17-13 December 2, 2013 Subject: School Zone No Stopping Restrictions Amendment to By-law 6604/05 Page 2 Financial Implications: The acquisition and installation of no stopping signs and posts on Oklahoma Drive can be accommodated within the Roads Current budget. The existing no stopping signs being removed can be reused where appropriate. Discussion: School closures by the Durham District Catholic School Board, and concerns from residents regarding traffic on Oklahoma Drive by Fairport Beach Public School has prompted staff to review and propose changes to the municipal traffic by-law, By-law 6604/05. The review included the removal of stopping restrictions around the three closed schools and addition of stopping restrictions on Oklahoma Drive by Fairport Beach Public School. Proposed Removal of Stopping Restrictions at Three Closed Catholic Schools Locations The Durham District Catholic School Board has closed three elementary schools in Pickering and have made other program and boundary changes. These changes came into effect September 2013 and are as follows: • St. Anthony Daniel Catholic School has been closed and students have been directed to St. Wilfred Catholic School • St. Marguerite Bourgeoys Catholic School has been closed and students have been directed to St. Elizabeth Seton Catholic School • Our Lady of the Bay Catholic School has been closed and will be demolished and the planning for a new Catholic school in the same location will begin. Students from Our Lady of the Bay Catholic School have been directed to Father Fenelon Catholic School (formerly Holy Redeemer Catholic School) Stopping restrictions that currently exist at these three school locations are no longer required, therefore, Engineering & Public Works staff recommends that By-law 6604/05 be amended to remove these stopping restrictions. The stopping restrictions to be removed are as follows: • Stopping restrictions on both sides of Duberry Drive in front of the closed St. Anthony Daniel Catholic School • Stopping restrictions on both sides of Meadowview Avenue by the closed St. Marguerite Bourgeoys Catholic School • Stopping restrictions on both sides of Eyer Drive in front of the closed Our Lady of the Bay Catholic School Report ENG 17-13 December 2, 2013 Subject: School Zone No Stopping Restrictions • Amendment to By-law 6604/05 Page 3 Father Fenelon Catholic School on Liverpool Road will eventually be closed and students will be directed to the new catholic elementary school where Our Lady of the Bay Catholic School currently sits. The new school opening is anticipated for September 2015, at which time stopping restrictions will be recommended on Eyer Drive based on the layout of the new school. The draft by-law amendment to Schedule 1 of By-law 6604/05 for the deletion of stopping restrictions on portions of Duberry Drive, Eyer Drive and Meadowview Avenue can be found in Attachment 1. Stopping Restrictions are Proposed on the south side of Oklahoma Drive by Fairport Beach Public School Concerns from area residents were brought to the attention of Engineering & Public Works staff regarding restricted traffic flow and vehicle access on Oklahoma Drive, specifically during the peak arrival and dismissal times for Fairport Beach Public School. Oklahoma Drive operates east-west from West Shore Boulevard to Whites Road and extends to Rosebank Road via Granite Court. Oklahoma Drive is classified as a collector road with a posted speed limit of 40 km/h. In response to these concerns, staff investigated Oklahoma Drive in the vicinity of Fairport Beach Public School during these peak times and found that vehicles were parking on both the north and south side of the street for the pick-up and drop-off of students to the school. Vehicles parking on both sides of the street reduced the travelled roadway to a single lane, thereby restricting traffic flow. By-law 6604/05 has provisions to restrict vehicle stopping within 30 metres of a school crosswalk. Signs are currently present for this restriction on Oklahoma Drive at Eyer Drive. However, to resolve the restricted traffic flow issues, the Engineering & Public Works Department recommends that By-law 6604/05 be amended to reflect the addition of stopping restrictions on the south side of Oklahoma Drive from 30 metres east of Eyer Drive to Hillcrest Road from 7:30 am to 4:30 pm Monday to Friday. Staff discussed the proposed stopping restriction with the principal of Fairport Beach Public School and the principal was supportive of the restrictions. The draft by-law amendment to Schedule 1 of By-law 6604/05 for the proposed stopping restrictions on Oklahoma Drive can be found in Attachment 1. The proposed stopping restrictions on Oklahoma Drive are illustrated in the attached sketch (Attachment 2). In order for the stopping restrictions to be effective, they must receive regular enforcement.
