SPECIAL COUNCIL MEETING
-
A Special Meeting of the Pickering City Council was held on Monday, April 10th, 2000
at 7:30 p.m.

DELEGATIONS
1.
The following persons addressed Council with respect to the Rouge Park
Neighbourhood Study:
a) Dan Casselman, representing the Rouge River Restoration Committee, stated
his elation with Council's actions on the passing of the Notice of Motion
concerning the Rouge Park Neighbourhood Study. It is exactly what his
Committee were looking for and they could not have worded it better. He
once again outlined the four recommendations put forward to Council at a
previous meeting.

b) Glen DeBaeremaker, representing Save the Rouge Valley, thanked Council
for passing the Motion and stated that the marriage of the study and the
motion is excellent. This motion increases protection of the environment and
assists current landowners. He requested that this motion and study be
forwarded to Janet Ecker, M.P.P. He feels sure she will follow the direction
of Council.
c) Pierre Boiron, representing Map Realty Ltd., stated that Amos Ponds are not
involved and their consultants guarantee that Amos Ponds will not be
affected by their development. In answer to some of the questions asked he
stated that they must adhere to the Neighbourhood Plan; they would be
willing to sell the property at market value, no one presently maintains Amos
Ponds and their corporation would, and A2 on the plan should be blackened
out. He further stated that they have reduced the height of the apartment by
20% from 12 stories to 10.

d) Agnes Rusza, 465 Rougemount Drive, advised that she was speaking on
behalf of herself and five area residents. They are all in support of the study
and balanced development in the area. She urged Council to wrap up the
process by approving the study.
e) Jack Shukla, 966 Essa Crt., congratulated Council on adopting the motion.
He advised that some of the private lands included in the Official Plan are
developable. There is not enough land in the area to swap with Map Realty
but consideration should be given by the City to swap other City owned lands
with this developer.
f)
Ian Glynwilliams, representing the Rouge River Restoration Committee,
thanked Council on behalf of the Committee. He also thanked all the
volunteers who participated in distributing the woodchips.
g) Bruce Flattery, 2475 Altona Road, stated his pleasure with what Council had
passed but advised that the OMB may agree with Map Realty Ltd. which
means they must continue to fight. ORC did not participate in any study,
therefore, it is not clear what they think. It is clear though that the ORC are
not willing to talk nor are they willing to consider any other sale options.
h) Doug McLaughlin, 562 Cattail Crt., thanked and congratulated Council on
their efforts. He stated his concern with resident and pet population increase,
increase of road network in area and an increase in mountain bikes. He
questioned the appropriateness of fencing around the wetlands and also how
development can be stopped if it is allowed in the Official Plan.
i)
Laurie Humphries, 2026 Altona Road, stated her concern that all residents,
owners or tenants, are not notified of redesignation of these lands. She
advised that they have invested a lot of money in their home but are hesitant
to invest more when they are not sure what is happening to their property.
She also stated her support ofthe acquisition of the Beare Estate.
j)
Paul Savel, representing the Altona West Community Association, stated his
hope that the Altona Road widening would happen prior to any further
development in the hope that this would alleviate some of the increased
traffic concerns. He stated his environmental concerns with the Map Realty
development being planned so close to Amos Ponds. He stated his support of
the motion and the study.
k) Janice Freund, 1915 Spruce Hill Road, stated that she hoped land swapping
would become a viable option in Pickering.

Christopher Amos, 400 Westwood Drive, D5, Cobourg, long time resident of
the area, gave a history of the Beare Road Estate lands, the wetlands and
Amos Ponds.
m) Jocelyn Barber, 450 Finch Ave., spoke of the relevance of the Minutes of
Settlement. She stated that the motion put forward by Councillors Dickerson
and Pickles does not take into consideration the residents in the area. Little
or no consultation took place with the residents concerning the
Neighbourhood Study. She requested that Planning staff be directed to
revisit the concerns regarding through roads, access and land assembly.
n) Jacquie Sharp, 323 Finch Ave., advised that she lives next door to the Robin
Hood Inn. She wishes to sell her home and has many interested parties but
all have a concern for what is planned in the area. She questioned if
consideration had been given to swapping their lands with Map Realty for the
Beare Road Estate lands.

0) Angie Jones, R. R. #5, Claremont, congratulated Council on protecting the
further 16% of the provincially owned lands. She requested that clarification
be sought on what is meant by environmental purposes.
p) Otto Stock, 1960 Woodview Ave., requested that an acceptable report be
developed. Requesting a further 16% of the lands creates more of a buffer
zone for the residents.

RESOLUTIONS
Resolution #57/00
Moved by Councillor Pickles
Seconded by Councillor Dickerson
WHEREAS the City of Pickering has prepared the Rouge Park Neighbourhood Study;
which involved public consultation, and input from an Advisory Committee;
WHEREAS the Rouge Park Neighbourhood Study includes provisions and planning
designations to maintain and enhance the protection and preservation of sensitive and
important environmental features, functions and wildlife habitat; and
WHEREAS the Rouge Park Neighbourhood Study area comprises some 160 hectares of
land, of which 120 hectares is already or proposed by the study to be designated within
land use categories of the Pickering Official Plan that prohibit development, including 48
hectares (40% of the 120 hectares), within the Rouge Park; and

WHEREAS the Ontario Government, through the Ontario Realty Corporation (ORC),
owns approximately 50% (or 80 hectares) of the lands in the study area, of which 84%
(or 67.2 hectares) have been or are proposed by the study to be designated "Open Space
System - Natural Area" and therefore not to be developed, and the remaining ORC lands
designated in the Official Plan for development constitute approximately 12.8 hectares
(16 %); and
WHEREAS the Rouge Park Alliance and a number of residents have requested that
additional provincially owned lands be protected, in public ownership, to further enhance
wildlife habitat and the Rouge- Duffins Wildlife Corridor;
NOW THEREFORE the City of Pickering requests that the Ontario Realty Corporation
participate in discussions with the City of Pickering, the Rouge Park Alliance, the
Toronto Region and Conservation Authority (TRCA), the Rouge River Restoration
Committee, and other interested landowners in the Rouge Park Neighbourhood towards
protecting the remaining 16% of provincially owned lands that enhance wildlife habitat
and corridor functions; and
FURTHER that these discussions investigate the opportunity to convey ownership of
ORC lands to the TRCA for conservation purposes, and,

FURTHER that the City Clerk be directed to provide the Ontario Realty Corporation, the
Rouge Park Alliance, the Rouge River Restoration Committee and the Toronto Region
and Conservation Authority with a copy of this resolution and that they provide a
response as to their participating in these aforementioned discussions.

That Council receive as background information the "Rouge Park Neighbourhood
- Phase I Report" and "Rouge Park Neighbourhood - Phase 2 Report", prepared
by the Planning and Development Department, and the consulting firm of XCG
Consultants Ltd. in conjunction with ESG International Inc. (the documents were
previously distributed under separate cover);

That Council adopt the "Rouge Park Neighbourhood Environmental Master
Servicing Plan", prepared by XCG Consultants Ltd. in conjunction with ESG
International Inc., attached as Appendix I to Report No. PD 07-00, as the City's
strategy for natural resource conservation and stormwater management within the
Rouge Park Neighbourhood.

3.
That Council adopt the "Rouge Park Neighbourhood Development Guidelines",
attached as Appendix II to Planning Report No. PD 07-00, as the City's strategy
for urban design, major street layout, and public facility sitting within the Rouge
Park Neighbourhood;
4.
That Council adopt "Informational Revision No.7 to the Pickering Official Plan",
attached as Appendix III to Report No. PD 07-00;
5.
That Council direct staff to hold a Statutory Public Information Meeting to
discuss potential amendments to the Pickering Official Plan required to
implement the recommendations of the Rouge Park Neighbourhood Study, as
generally set out in Appendix IV to Report No. PD 07-00;
6.
That Council request the Region of Durham consider the redesignation of Finch
Avenue west of Altona Road, and Townline Road south of Taunton Road, ITom
Type 'B' Arterial Roads to Type 'c' Arterial Roads, during preparation of the
Region of Durham Transportation Masterplan Study;
7.
That Council request the Ministry of Natural Resources and other appropriate
agencieslpartners, prepare a "Rouge- Duffins Wildlife Corridor Management
Plan", and establish funding for the maintenance and restoration ofthe Corridor;
8.
That Council request the Ontario Realty Corporation transfer all non-developable
properties within the Rouge Park Neighbourhood to an appropriate public
authority with a conservation mandate; and
9.
That Council direct that the City Clerk forward a copy of Report No. PD 07-00 to
the Canadian Pacific Railway, Durham Catholic District School Board, Durham
District School Board, Interprovincial Pipeline, Ontario Hydro Services Company
Inc., Ontario Realty Corporation, Ministry of Natural Resources, Region of
Durham, Rouge Park Alliance, and the Toronto Region Conservation Authority.
