WHEREAS The Learning Partnership, in conjunction with several municipalities within
the GTA, have established the Kids Can Vote Program; and
WHEREAS the primary objectives of the Kids Can Vote Program are to create an
informed electorate, increase adult voter turnout, develop lifetime voting habits in youth,
and educate students about civics and democracy; and
WHEREAS both the Durham District School Board and the Durham Catholic District
School Boards have representatives on the Kids Can Vote Program committee; and

WHEREAS the next Municipal Elections are scheduled for November 13, 2000;
NOW THEREFORE the Council of the Corporation of the City of Pickering hereby
directs the Clerk to contact The Learning Partnership and take the necessary steps to
participate in the Kids Can Vote Program with voting to be scheduled during the first
Advance Vote, Saturday, November 4, 2000; and
THAT the Clerk determine an appropriate question to be included on the Kids Can Vote
ballot.

WHEREAS recent outbreaks of contaminated water in Walkerton and in private wells in
Pickering and across the Province has heightened concern over the safety of drinking
water in the Province of Ontario; and
-
WHEREAS every resident in Pickering, Durham Region and Ontario should expect that
safe drinking water is available in the same way that health care and other vital services
are deemed to be universal; and
-
WHEREAS the Province of Ontario currently does not offer assistance or communication
to residents whose private wells are contaminated with potentially lethal bacteria; and

WHEREAS the Province of Ontario, through the Ontario Realty Corporation (ORC),
failed to respond adequately to address problems with contaminated water on its lands
leased to residents of Pickering; and
WHEREAS there is a lack of confidence in the quality of drinking water in the Province
of Ontario that can only be addressed through decisive action and not blame,

NOW THEREFORE the Council of the Corporation of the City of Pickering calls upon
the Province of Ontario to establish safe and clean drinking water as a universal right for
all residents in the Province of Ontario; and
THAT in examples where private wells are contaminated, the Province of Ontario,
through the Ministry of the Environment, immediately notify adjacent property owners
and affected municipalities and act to decontaminate water with dangerous levels of
containments; and
THAT the Province of Ontario require ORC and/or its property management company,
Del Management Solutions, and the Federal Government require the Project Site
Manager of the Pickering lands to conduct regular and consistent testing of wells on lands
it holds in Pickering and that the results be shared fully with the tenants and the Durham
Region Health Officer; and
THAT this motion be distributed to;

WHEREAS Frenchman's Bay is a truly unique environmental feature along the Lake
Ontario Waterfront and has a long history of being used for maritime enjoyment and
trade; and
WHEREAS the Corporation of the City of Pickering encourages the use of Frenchman's
Bay for water activities as stated in the Waterfront 2001 Taskforce and through the
Millennium Ad-Hoc Committee and Waterfront Coordinating Committee; and
WHEREAS use and enjoyment of Frenchman's Bay is greatly impeded by the various
sunken barges and remnants of old docks which litter the Bay; and
WHEREAS a poor harbour entrance and heavy siltation make it impossible for many
larger boats to enter Frenchman's Bay; and
WHEREAS the rusting barges in the Bay may have adverse environmental impacts that
need to be considered, and
WHEREAS Frenchman's Bay is owned privately by the Pickering Harbour Company
and the City has made repeated overtures to the Harbour Company to have the barges and
remnants ofthe old docks at the former Keen Kraft Marina Co. Limited removed; and
WHEREAS the Waterfront Coordinating Committee has identified the entrance to
Frenchman's Bay, navigability in the Bay and the environmental health of Frenchman's
Bay to be issues of top priority; and
-
WHEREAS various staff with the Corporation of the City of Pickering are working
towards creating a computer model of water and sediment flows within Frenchman's
Bay, and
WHEREAS the Council of the Corporation of the City of Pickering has, in numerous
motions, stated its dedication to seeing the health of Frenchman's Bay restored,
NOW THEREFORE the CAO in coordination with other City staff confirm the
responsibility of the Pickering Harbour Company to maintain navigability of
Frenchman's Bay as it pertains to other matters, including but not limited to dredging and
to the maintenance of the harbour entrance and report back to Council no later than the
beginning of October, 2000; and
THAT the Corporation of the City of Pickering, once officially confirming the Pickering
Harbour Company's responsibility, formally request the Department of Fisheries and
Oceans (DFO) intervention in having the barges and remnants of old docks at the former
Keen Kraft Marina removed as they represent a navigational hazard to boaters in
Frenchman's Bay; and
THAT the Toronto and Region Conservation Authority (TRCA) be requested to
investigate the environmental impact of the rusting, sunken barges in Frenchman's Bay
and to report back to the City of Pickering with its findings; and

THAT the City Clerk make these requests of DFO and TRCA in writing to the
appropriate departments responsible, and

COMMENTS ON THE TOWN COUNCIL-ADOPTED OFFICIAL PLAN

That City Council endorse Report No. PD 36-00 as the City of Pickering's
comments on the Town Council-Adopted Ajax Official Plan and proposed
enabling amendments to the Durham Regional Official Plan (OP A 2000-
003/D);
2.
That City Council request that the Region of Durham include within its
Durham Mobility Study, a preliminary review of the need and
appropriateness of a Clements Road extension from Westney Road in the
Town of Ajax, to the Ajax/Pickering municipal boundary;
3.
That City Council recommend to the Region of Durham that it defer
consideration of the omission of a Clements Road extension in the Ajax
Official Plan, and deletion of a Clements Road extension from the Durham
Regional Official Plan, pending completion of the Durham Mobility
Study; and
4.
That the City Clerk be directed to forward a copy of Report No. PD 36-00
to the Town of Ajax and the Region of Durham.

CULTURE AND RECREATION REPORT #07/00
TRILLIUM FUNDING REQUIREMENTS FOR THE PINERIDGE ARTS
COUNCIL "HOME PLACE" PROJECT
That Report CR 07-00 regarding the Trillium Foundation funding requirement for
the PineRidge Arts Council "Home Place" project be received; and
1.
That Council acknowledge to the Trillium Foundation that the "Home
Place" project at Alex Robertson Park will be permitted to remain at that
location for a period of five years, such acknowledgement to be provided
by way of resolution; and
2.
That in the event a sublicense agreement is required by the Trillium
Foundation, Council approve a new sublicense agreement between the
City of Pickering and the PineRidge Arts Council, such sublicense
agreement to be to the satisfaction of staff and the City Solicitor.

CORPORATE SERVICES REPORT #16-00
RECREATION COMPLEX - FIBRE OPTICS COMMUNICATIONS
CONNECTIONS
That Report CS 16-00 of the Director, Corporate Services & Treasurer regarding
fibre optics communications connections to the Recreation Complex be received;
and that
1.
The Director, Corporate Services & Treasurer be authorized to undertake
to arrange for the installation of fibre optic cabling between the Civic and
Recreation Complexes including connections in both locations and re-
cabling in the Recreation Complex with the total cost not to exceed
$70,000.00.
2.
The cost of the work authorized under Recommendation 1 above be
charged to the Contingency Account of the 2000 Current Budget of the
City of Pickering.
3.
The appropriate officials of the City of Pickering be given authority to
give effect thereto.

CORPORATE SERVICES REPORT #17/00
2000 FINAL PROPERTY TAX BILLING FOR COMMERCIAL, INDUSTRIAL
AND MULTI-RESIDENTIAL PROPERTIES (BILL 79)
That Report CS 17-00 of the Director, Corporate Services & Treasurer regarding'
2000 final property tax billing for commercial, industrial & multi-residential
properties (Bill 79) be received for information; and
1.
The Director, Corporate Services & Treasurer be authorized to issue the
final 2000 tax bills for commercial, industrial and multi-residential
properties with a due date of October 13th, 2000.
2.
The Director, Corporate Services & Treasurer be authorized to make any
changes or undertake any actions necessary, including altering the due
date, in order to ensure the tax billing process is completed.
3.
The necessary by-law attached to Report CS 17-00 be read three times and
approved.
4.
The appropriate staff of the City of Pickering be given authority to give
effect thereto.

MAYOR'S REPORT #02/00
OSHA W A COUNCIL PROPOSAL
"MADE IN DURHAM GOVERNANCE SOLUTION"
1.
That Report to Council MO 02-00 concerning a proposal submitted by
The Berkeley Consulting Group to Oshawa Council to undertake a "Made-
in-Durham Governance Solution" be received.
2.
That the City of Oshawa be advised that Pickering Council endorses The
Berkeley Consulting Group study in principle, subject to Council
confinning a specific financial contribution at a later date, prior to the
commencement of the study, once additional details on the cost-sharing
formula are available.
