PRESENTATION
Lynn Winterstein, Manager of Corporate Promotions and Economic Development
and Hubie Basilio, Corporate Event, Promotion and Graphic Design, introduced
the applications of the new City graphic.
Jerry Bance, President and Jan Burton, Past President of the Pickering Lions Club
presented a $10,000 cheque to Mayor Arthurs as the 1st instalment of their three
year, $30,000 commitment to the Pickering Waterfront.
DELEGATIONS
Mike Bewsh, 1066 Longbow Dr., addressed Council requesting a reduction in the
speed limit on Longbow Drive from 50 kph to 40 kph. A survey was undertaken
of tl1e number of children living on the street, over 50 children under the age of
10, 20 - 25 children between the ages of 11 and 16. Numerous accidents have
occurred as a result of speeding along this street and parked cars have been hit. A
reduction in speed limit and more police presence is requested.

The following persons addressed Council with respect to the Notice of Motion
regarding the Greater Toronto Airport Authority (GTM):

a) Joan Moritsugu, representing the Grèenwood Ratepayers Association, urged
Council to challenge and oppose GT AA's request for party status at the OMB
Hearing. She further requested that Mayor Arthurs reconvene a Stakeholders
Forum as soon as possible for early October prior to the election.
b) Stephen Frederick, representing VOCAL, stated their appreciation of
Council's support over the past years. He stated that the GTAA has no legal
standing in Durham Region and has no claim over Federal lands. The GT AA
directly challenges position and authority of Pickering. He encouraged
Council to support the motion before them and bring this issue back before
Council prior to the election.
c) Angie Jones, R. R. #5, Claremont, suggested caution when inviting the GTM
to attend a meeting with Council. She stated that Council would be inviting
them to participate in something they do not belong in. The Region of
Durham should be notified accordingly and should not allow the GTM to
participate in their process.

WHEREAS the Greater Toronto Airport Authority (GTAA) has requested party status at
the Ontario Municipal Board hearings on the matter of an application by Club Link
(Cherry Downs); and
WHEREAS the GTAA has declared to Board officials that it has an interest in the
proposed airport to be built in Pickering; and
WHEREAS the GT AA does not have any jurisdiction nor authority to represent these
lands that are owned by the Federal Government; and
WHEREAS the Federal Minister of Transportation has stated to the City of Pickering and
its Stakeholder Group that no proposal exists for an airport on its lands at this time; and

WHEREAS the GT AA has requested intervention at these hearings by letter to the
Provincial Minister of Municipal Affairs and Housing;
NOW THEREFORE the Council of the Corporation of the City of Pickering hereby
directs its legal officials to oppose such status at these hearings and further that the
Minister of Municipal Affairs and Housing be advised of this objection; and
THAT Pickering Council hereby requests that the Federal Minister of Transportation
confirm that the GT AA claim to have an interest in a proposed airport in Pickering has no
basis and further that staff from Transport Canada advise the OMB accordingly.

WHEREAS there has been a great deal of concern with respect to speeding upon
Longbow Drive; and
WHEREAS the majority of speeding is occurring by parents who are taking their
children to school and as such, the problem has the potential to be deterred with signage,
a reduction of the speed limit and better enforcement; and
WHEREAS speeding concerns across the municipality are a large concern,

~OW THE~FORE the Council of the Corporation of the City of Pickering hereby
dIrects the CIty Clerk to prepare a by-law for the next Council meeting to reduce the
speed limit on Longbow Drive to 40 kilometres per hour; and

THAT the Council of the Corporation of the City of Pickering express the deep need for
enforcement of speeding in interior streets to the Police Services Board and to the Chief
of Police and request that this issue be prioritized in future planning.

WHEREAS the ability to ask residents questions through a referendum process is critical
to grass roots, direct democracy; and
WHEREAS the Province of Ontario through its legislation the "Direct Democracy
Through Municipal Referendums Act, 2000" proclaimed to encourage local democracy
through the creation of binding referendum questions that have uniform criteria; and
WHEREAS municipalities are entities of the Provincial Municipal Act and as such, every
municipal issue could be perceived as having a provincial interest; and
WHEREAS the Province of Ontario is systematically disallowing referendum questions
on the basis that they have a Provincial interest in the issues being brought forward; and
WHEREAS the Act has created impossible criteria for a referendum resuhs to be
recognized; and
WHEREAS referendum questions are the most effective way for residents to express
their views on local issues; and

WHEREAS Pickering has utilized referendum questions in the past to gauge public
opinion on issues such as an environmental review of the Pickering Nuclear Generating
Station, casinos and Provincial downloading;
NOW THEREFORE the Council of the Corporation of the City of Pickering hereby
expresses to the Province of Ontario its firm belief that the Direct Democracy Through
Municipal Referendums Act, 2000, is depriving the municipality of its democratic right
to ask important questions to its public on issues that will greatly impact the future of
Pickering; and

THAT the Corporation of the City of Pickering formally request, through a letter drafted
by the Clerk, that the legislation be repealed as it is undermining local democracy and
failing in its stated goals to promote local participation in the municipal political process;
and

THAT the Corporation of the City of Pickering request that the Association of
Municipalities of Ontario (AMO) act on behalf of local municipalities in calling for the
Act to be repealed; and
THAT municipalities in Ontario be encouraged to pass similar motions calling for the
Act to be repealed; and

Councillor Ryan seconded by Councillor Holland moved that the report of the Committee

5740/00, 5741/00, 5742/00, 5743/00 and 5744/00 be adopted and the said by-laws be
now read a third time and PASSED and that the Mayor and Clerk sign the same and the
seal of the Corporation be affixed thereto.

1.
Councillor Brenner introduced a motion concerning the adoption of a Checklist
Approach to the proposed operation ofthe Stakeholders Forum.

2.
Councillor Brenner commented on the high level of ridership on Pickering Transit
and advised of the History of Transit publication which will be distributed on
Friday, September 22, 2000 at Customer Appreciation Day at the Pickering GO
Station.
3.
Councillor Brenner introduced a motion for October 2nd concerning M.M.Dillon's
Report on Firefighting Capabilities in Pickering.

4.
Councillor Brenner gave notice of a motion regarding obtaining royalties from
407 Consortium.
5.
The following items were discussed prior to the regular meeting:

a) The Chief Administrative Officer distributed correspondence concerning
negotiations with Miller Waste Systems and explained the details still to be
finalized.
b) The Chief Administrative Officer also distributed correspondence received
. from Reble, Ritchie, Green & Ketcheson concerning Municipal Referendum
Questions on Ballots, and correspondence received from the Town of Ajax
concerning asset valuation.
c) Councillor Pickles requested and received clarification concerning the funding
for the Time Present, Time Past Book. A grant of $5,000 from the
Millennium Account has been approved, along with a further $5,000 loan to
be drawn upon as required.
d) Mayor Arthurs advised that a former Pine Ridge High School student is an
Olympic hurdles participant.

finally passed and that the Mayor and Clerk sign the same and that the Seal of the
Corporation be thereto affixed.

PROPOSAL TO CITY OF PICKERING TO ADD A THIRD
ICE SURFACE TO DON BEER ARENA
That Report OES #11-00 be received by Council and that:
1. Staff be directed to proceed with design and construction drawings for an
additional indoor ice surface at Don Beer Arena;
2. Council authorize an expenditure of up to $215,000 for professional services
related to the design development and construction drawings;
3. Staff be directed to provide project costing and financing at the time of the
2001 Budget deliberations;

4. Staff be authorized to meet with the Pickering Ice Rink Committee to discuss
project fundraising programs with $1.5 million to be raised in less than a 10
year períod by the Committee;
5. The appropriate officials of the City of Pickering be given authority to give

OPERATIONS & EMERGENCY SERVICES REPORT #15-00
FRENCHMAN'S BAY WATERSHED REMEDIATION PLAN
TERMS OF REFERENCE .
1. That Council receive Report OES 015-00 on the Frenchman's Bay Watershed
Remediation Plan - Terms of Reference.
2. That staff be authorized to proceed in partnership with the TRCA, the
Waterfront Coordination Committee and the University of Toronto to issue
the Terms of Reference and a Request for Proposal to undertake the various
components of the Frenchman's Bay Watershed Remediation Plan.
3. That additional sources of funding be pursued by staff, such as grants fÌ'om
Provincial or Federal Governments such as NSERC through the University of
Toronto, and contributions from interested stakeholders, such as Ontario
Power Generation.
4. That the purchase of a rain gauge and two stream flow gauges with associated
appurtenances, installation and data collection services be approved, in order
to commence background data collection and monitoring.

MUNICIPAL PROPERTY & ENGINEERING REPORT #22-00
PUBLIC WORKS OFFICIALS WITHIN DURHAM REGION
"WHO DOES WHAT" COMMITTEE
SERVICES REVIEW STAGE I REPORT
1. That Report MPE 22-00 regarding the "Who Does What" services review be
received for information; and
2. That the "Who Does What" Services Review Stage I Report, May 2000, under
separate cover, be received for information; and
3. That the recommendations within the "Who Does What" Service Review
Stage I Report be received for information and the Region of Durham be so
advised; and
4. That the City of Pickering recommend to Regional Council and all local
Councils in Durham that prior to any consideration of service realignment
changes (preliminary or otherwise and including review of water and sewer,
etc.) with Durham municipalities that the prerequisite business case analysis
be undertaken and provided as the basis for all recommended changes. Such
analysis include the identification of the operational cost efficiencies which
will result together with the former and proposed service provider including
capital expenditure responsibilities and an analysis of human resource
considerations.
5. That Council endorse Pickering's participation in the preparation of Stage II
Terms of Reference to determine business cases and implementation strategies
for the service delivery concepts identified in the Stage I Report, subject to
acceptable Terms of Reference and cost sharing plans.

CULTURE & RECREATION REPORT #09-00
PICKERING RECREATION COMPLEX & DON BEER ARENA
RIGHT TO SELL ADVERTISING SPACE
That Report CR 09-00 regarding the right to sell advertising space at the
Pickering Recreation Complex and Don Beer Arenas be received; arid that
1. The proposal in reply to RFP 4-00, submitted by Futuresign Multimedia
Displays for the right to sell advertising space in the Pickering Recreation
Complex and Don Beer Arenas be accepted, subject to receipt of appropriate
WSIB coveragel documentation.
2. A by-law be enacted to authorize the execution of an Advertising Agreement
pursuant to which Futuresign Multimedia Displays will be permitted to sell
advertising space on the rink boards and other devices at the Pickering
Recreation Complex and Don Beer Arenas for a five year term.
7.
PROCLAMA TIONS
That Mayor Arthurs be authorized to make the following proclamations:
"United Way Week" - Sept. 10th to Sept. 17th, 2000
"Terry Fox Run Day" - Sept. 17th, 2000
"Breakfast For Learning Week" - Sept. 25th to Oct. 1st, 2000

CONSUMER'S GAS COMPANY LTD.
PROPOSED NATURAL GAS PRICE INCREASE
WHEREAS the Consumer's Gas Company Ltd. has applied to the Ontario Energy
Board for a further rate increase of approximately 19% to take effect October 1 st,
2000; and
WHEREAS this increase follows a previous increase of 11 % earlier this year; and
WHEREAS it is expected that this increase will see the average Ontario home
heated by natural gas face a yearly increase in their consumption bills of
approximately $430.00; and
WHEREAS in the City of Pickering and elsewhere throughout the Province of
Ontario there are thousands of seniors living on a fixed income; thousands upon
thousands of honest, hard-working people who are only just able to subsist,
financially, in their own homes; thousands upon thousands of renters whose
landlords rely on gas for heating and cooking who will flow-through this increase
in the form of higher rents; and thousands upon thousands of businesses who rely
exclusively on natural gas to heat their places of employment and can ill afford
another commodity increase;
BE IT THEREFORE RESOLVED that the City of Pickering make an oral and
written presentation in opposition to this rate increase before the Ontario Energy
Board; and

FURTHER the City urges the Association of Municipalities of Ontario to also
enter a written submission on behalf of all Ontario municipalities and their
residents in opposition to this rate increase; and

FURTHER that this response also be forwarded to all MPP's in Ontario and in
particular the Premier of Ontario, the Minister of Energy for Ontario, the Prime
Minister of Canada and the responsible Federal Minister of Energy and MP Dan
McTeague.
