That the Council of the Corporation of the City of Pickering does not support Alternative
2, identified in the letter by McCarthy Tetrault dated February 1,2000, respecting Ontario
Municipal Board (OMB) Case No. PL990551, OMB File No. 0 990092, Township of
Uxbridge, which proposes a servicing alternative of a force-main connection to the York
Durham Sewer System at Pickering routed southward along Brock Road, as Pickering's
approved Official Plan does not propose or support development on municipal sanitary
sewers (i.e. connected to the York Durham Sewer System) in the Rural Area, north of the
Hamlet of Brougham.

WHEREAS the Federal Government announced in its Budget Year 2000 presentation its
ongoing commitment to the environment; and
-
WHEREAS the budget document committed $125 million to establish two funds
encouraging innovation and best practice technologies to improve air, water and soil
quality and protect the environment; and
WHEREAS the Federal Government has requested the Federation of Canadian
Municipalities to administer and approve funding requests; and
WHEREAS the City of Pickering has budgeted, and has available, $325,000 for storm
water management for Frenchman's Bay and Petticoat Creek; and
WHEREAS storm water management is a high-priority item endorsed by
conservationists, community associations, residents and Council;
BE IT THEREFORE RESOLVED that the City of Pickering prepare a formal request
and, upon endorsement by the City Council, forward a request to the Federation of
Canadian Municipalities for matching funds in the amount of $325,000.

WHEREAS by Resolution passed on February 21, 2000, the Council of the Corporation
of the City of Pickering has endorsed the comments of the Peer Review Team on the
Atomic Energy Control Board (AECB) Final Scope document in the report dated
February 11, 2000, which recommends three options for the City, including the option of
the City to make a formal request to the Minister of the Environment for an independent
Panel Review; and
WHEREAS Council asked for a full Environmental Assessment (EA) under the former
"Federal Environmental Assessment and Review Process Guidelines Order" (EARP-
GO), which was in place before the Canadian Environmental Assessment Act (CEAA)
came into force in 1995, and this request was supported by the City of Oshawa, the City
of Toronto, Dan McTeague, MP, as well as 200 plus letters sent to the AECB; and
WHEREAS the AECB refused to initiate a full EA and renewed the licence of the
Pickering Nuclear Generating Station at that time; and
WHEREAS in a referendum in November 1997, 87% of Pickering voters supported the
question: "Are you in favour of the Ontario Government holding a full public review
under the Environmental Assessment Act of Ontario prior to any decisions being made to
restart the Pickering "A" Nuclear Generating Station?"; and
-
WHEREAS municipalities which supported this request to the Province included the
Towns of Whitby and Ajax, Township of Uxbridge and the Regional Municipality of
Durham and the Province refused to undertake an EA; and
WHEREAS the AECB has established a screening process under the Canadian
Environmental Assessment Act which fails to address key issues as requested by
Pickering and it's Peer Review Team as offered by the AECB and offered in reply to the
Final Scope as required under the Act; and
WHEREAS the AECB is not providing adequate time for an intervener review of the
draft screening report (only 45 days in schedule, when 90 days should be the bare
minimum); and
WHEREAS the AECB has refused to request a panel review on the basis that the level of
public concern expressed so far does not warrant it;
BE IT RESOL VED that the Council for the Corporation of the City of Pickering hereby
requests the Honourable David Anderson, Federal Minister of Environment, to initiate an
Independent Panel Review under the Canadian Environmental Assessment Act to
conduct a full Environment Assessment with the public hearings on the proposed restart
of the Pickering "A" Nuclear Generating Station; and
FURTHER that the Minister of Environment be asked to include the following items in
the Terms of Reference for the Panel Review:

. Issues documented by the City's Peer Review Team in:
i) Report to Council CAO 14-99, "Draft Scope of Assessment Comments to AECB"
dated November 30, 1999.
ii) "Comments on the AECB Final Scope document" dated February 11, 2000.

. Alternatives to restarting the Pickering "A" station, including renewable energy
supplies, industrial co-generation, conservation programs and other related energy
policy options;
. The full consequences of a severe nuclear accident at the Pickering station on public
health, the ecosystem and the economy; and
-
THAT a copy of this resolution and the letter addressed to the Minister of Environment,
be copied to all municipalities in the GT A, with a request for each municipality to write
the Minister of Environment to support the City of Pickering's request; and
THAT Dan McTeague, MP. Pickering/AjaxlUxbridge, also ask his colleague in
Parliament, the Minister of Environment, for a Panel Review on this matter, on behalf of
his constituents in the City of Pickering.

By-law Number 5637/00
Being a by-law to establish the dates of the Advance Polls for the regular election to be
held in 2000.
THIRD READING:
Councillor Brenner seconded by Councillor Johnson moved that the report of the
Committee of the Whole on By-law Numbers 5631/00, 5632/00, 5633/00, 5634/00,
5635/00, 5636/00 and 5637/00, be adopted and the said by-laws be now read a third time
and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation
be affixed thereto.

OTHER BUSINESS
1.
Councillor Johnson extended his regrets advising that, due to a previous
engagement, he would be unable to attend the Race Relations Event to be held on
March 21 st, 2000 in the Civic Complex Council Chambers.
2.
Councillor Johnson advised that the Ajax/Pickering General Hospital TV Auction
would be taking place on March 24th, 25th and 26th.
3.
Councillor Johnson advised that the Japanese National Women's Hockey Team
will be playing an exhibition game at the Recreation Complex on March 29th.
4.
Councillor Dickerson commented on a previous motion which was forwarded to
the Federation of Canadian Municipalities concerning National Grocers. He
advised that this motion will be coming forward on the FCM Conference in
London.
5.
Councillor Holland gave notice of a motion which would be coming forward
concerning the future of Upper and Lower Tier Governments.
6.
Councillor Holland spoke briefly of the passing of Stan Muir and his active
involvement in the community.
7.
Councillor Pickles gave notice of a motion coming forward on April 10th
concerning the Rouge Park Neighbourhood Study.
8.
Mayor Arthurs advised of the opening of the new Bay Store at the Pickering
Town Centre.

By-law Number 5638/00
Councillor Johnson seconded by Councillor Brenner moved for leave to introduce a By-
law of the City of Pickering to confinn those proceedings of the Council of the
Corporation of the City of Pickering at its Regular Council Meeting of March 20, 2000,
and that the same be now finally passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.

FOR PADDLING FACILITY ON WEST SPIT OF FRENCHMAN'S BAY
That the request of the West Rouge Canoe Club to extend its lease agreement with
the Toronto and Region Conservation Authority for the period November 1, 1999 to
October 31, 2000, to accommodate a temporary compound on the west spit of
Frenchman's Bay for the storage, within trailers, of canoes and kayaks associated
with the club's paddling facility, be supported by Council.

CLERK'S REPORT #10/00
YEAR 2000 MUNICIPAL ELECTION
ADVANCE POLLS AND USE OF VOTE TABULATING EQUIPMENT
That Clerk's Report CL 10-00 regarding the Year 2000 Municipal Election be
received; and
1. That the draft by-law to establish Advance Polls on Saturday, November 4,
2000 and Wednesday, November 8, 2000, between the hours of 10:00 a.m. and
8:00 p.m. be enacted; and
2. That the bid submitted by Global Election Systems for the rental of 33 vote
tabulators as set out in Cooperative Request For Proposal Q 73-99 at a cost of
$94,385.10 including applicable taxes be approved; and
That the Mayor and Clerk be authorized to execute the applicable lease agreement.
5.
PROCLAMATION

WOMENS' WORLD HOCKEY CHAMPIONSHIP

That the letter from Bill Williamson dated March 20, 2000 regarding an exhibition
game of the Womens' World Hockey Championship at the Recreation Complex on
March 29, 2000 be received; and
That a grant in the amount of $490.00 be made to offset the ice costs for this event
and the rental of the evening meeting rooms for a banquet; and
That this grant be charged to Account 2195 (Grants to Organizations and
Individuals).
