SUBJECT: Plummer Street
Amendment of Parking By -law 2359/87
RECOMMENDATION:
1. That a by -law be enacted to amend Schedule 'B' of By -law 2359/87 regulating parking
restrictions and prohibitions on certain highways.
ORIGIN:
Investigation by City Staff at the request of local business owners and Ward Councillors
AUTHORITY:
Municipal Act, R.S.O. 1990, chapter M.45, section 210.123
FINANCIAL IMPLICATIONS:
The manufacture and installation of "no- parking" signs costing approximately $700.00 can be
accommodated within the Roads Operating Budget, 2320 -2409, Highway Aids.
EXECUTIVE SUMMARY:

BACKGROUND:
In response to concerns expressed by local business owners and Ward Councillors, Staff of the
Municipal Property & Engineering Division have recently reviewed the effects of on -street
parking along Plummer Street. Concerns suggest that a large number of heavy vehicles park
along Plummer Street to access various convenience services of the area including a Bank and a
Coffee Shop. The presence of this on- street parking is reported to create vehicular turning
movement conflicts and is also responsible for premature shoulder deterioration and poor ditch
drainage along Plummer Street.
Plummer Street is a local road that provides access to various industrial and commercial type
properties. This type of zoning and land use characteristically attracts a high volume of heavy
vehicles to the area, which are used primarily for the transport of goody and services to and from
their destination. Reviews of the area by Staff confirm that the reported on- street parking does
create an environment of increased collision potential and has resulted in the shoulder and ditch
deterioration, requiring increased maintenance. These observations resulted in the posting of no-

parking signs along both sides of Plummer Street for 30 metres west of Brock Road in March 30,
2000, in conformance to a general condition of the parking by -law to help alleviate sightline
visibility and traffic movement problems. Given the size of the heavy vehicles involved the 30
metre restriction has proved inadequate.
As a means to further improve traffic movement safety in the area, it is recommended that the
attached draft by -law be approved. The by -law, as proposed, will effectively prohibit "parking"
along the south side of Plummer St. between Regional Road #I (Brock Road) and Salk Road and
also along the north side of Plummer Street between Regional Road #1 (Brock Road) and 72
metres west of Brock Road. It is believed that these conditions will improve safety by clearing
the throat of the Brock Road at Plummer Street intersection and also by increasing sightline
visibility distances for turning movements at or near the intersection of Regional Road #1 (Brock
Road) and at the various commercial property entrances along Plummer Street.
It must be noted that in order for the conditions of the recommended by -law to be effective they
must be regularly enforced.

regulating parking, standing and stopping on
highways and on private and municipal property.
WHEREAS, pursuant to the Municipal Act, R.S.O. 1990, chapter M.45, sections 218.52, 210.73,
210.123 -126, 210.131, 310, 314.7 and 314.8, the Council of the Corporation of the City of
Pickering enacted By -law 2359/87 regulating parking, standing and stopping on highways and on
private and on municipal property;
NOW THEREFORE, the Council of the Corporation of the City of Pickering HEREBY
ENACTS AS FOLLOWS:
1. Schedule B to By -law 2359/87, as amended, is hereby amended by adding thereto the
following items:
