SUBJECT: Amendment of Parking By -law 2359/87
Portion of Shrouds Lane fronting Highbush Public School
RECOMMENDATION:
That a by -law be enacted to amend Schedule 'A' and Schedule 'B' to By -law 2359/87
regulating parking restrictions and prohibitions on certain highways.
ORIGIN:
Request for traffic review by Principal and Community Council of Highbush Public School.
AUTHORITY:
Munlclpal Act, R.S.O. 1990, chapter M.45, section 210.123
FINANCIAL IMPLICATIONS:
The manufacture and installation of regulatory no- stopping and no- parking signs costing
approximately $750.00 can be accommodated within the Roads Operating Budget, 2320 -2409,
2000 Special Projects account.

BACKGROUND:
In October of 1999, a letter of concern was received from the Principal of Highbush Public
School which outlined a number of traffic related problems on the school driveway and on
Strouds Lane fronting the school property. In response to this correspondence, Staff of the
Municipal Property & Engineering Division met on -site with the Principal and other school
officials to observe these problems and in general, evaluate traffic movement operations. The
site visit confirmed the typical levels of congestion and pedestrian crossing hazards typically
associated with the high volumes of parent vehicle traffic accessing the property within a short
time frame during the morning and afternoon peak periods. Staff observations prompted
discussion with the school officials into such areas as relocating the existing school crossing,
further encouraging parents to walk to school with their children, regulating on -site traffic
movements, implementing a Kiss -N -Ride Program and also the passing of Municipal By -laws to
prohibit on- street stopping/parking in the areas of concern.
As a result of these discussions with the school officials an agreement was reached to relocate the
school crossing from the west approach of the Strouds Lane/Femham Street intersection to the

east approach. This change was implemented in November, 1999, and has greatly improved the
safety of pedestrians accessing the school, as on -site hazards between vehicle and pedestrian
movements have been eliminated. Further to the relocation of the school crossing, it was also
recommended that "No Stopping" and "No Parking" prohibitions be implemented on Strouds
Lane in the areas of concern. Since the conditions of the recommended By -law involve a number
of residences along Strouds Lane, a survey of local residents was undertaken to determine the
impact. The survey results proved very favourable with only one resident voicing opposition to
the By -law solely due to his belief that the by -law will not get an adequate level of Municipal
Enforcement following its implementation.
As a means to better regulate traffic movement operations and pedestrian crossing safety on
Strouds Lane fronting Highbush Public School, it is recommended that the attached draft by -law
be approved. The by -law, as proposed, will effectively prohibit "stopping" along the north side
of Strouds Lane between 28 metres east of Femham Street and 188 mctres west of Femham
Street. The by -law amendment also proposes to prohibit "stopping" along the south side of
Strouds Lane from Femham Street to 28 metre.% cast of Fernham Street and to prohibit "parking"
from Femham Street to 25 mctres west of Fernham Street. The proposed zone along the south
side of Strouds Lane will improve stop sign visibility for eastbound motorists as well as
sightlines for those vehicles and pedestrians completing movements from the one -way school
driveway exit and the relocated school crossing.
If approved, these by -laws must receive regular enforcement to be effective.

Being a by-law to amend by -law 2339187
regulating parking, standing and stopping on
highways and on private and municipal property.
WHEREAS, pursuant to the Municipal Act, R.S.O. 1990, chapter M.45, sections 218.52, 210.73,
210.123 -126, 210.131, 310, 314.7 and 314.8, the Council of the Corporation of the City of
Pickering enacted By -law 2359 /87 regulating parking, standing and stopping on highways and on
private and on municipal property;
NOW THEREFORE, the Council of the Corporation of the City of Pickering HEREBY
ENACTS AS FOLLOWS:
1. Schedule A to By -'aw 2359 /87, as amended, is hereby amended by adding thereto the
