1.0 Welcome
C. Celebre welcomed everyone to the meeting.
2.0 Approval of Agenda/Minutes
Moved by J. Calder That the following two items be added to the agenda;
1) 1200 Whitevale Road 2) 1255 Whitevale Road Carried
Moved by K. Borisko That the minutes of the April 15 and April 22, 2015 meetings of the Heritage Pickering Advisory Committee be approved, as amended.

3.0 Business Arising from Minutes
3.1) 2015 Work Plan updates C. Celebre provided updates on the 2015 Work Plan as follows:
Recommendations provided by Heritage Pickering
regarding the demolition of structures in the Seaton Urban Area were considered and approved by Council in May, including the extension for the commenting deadline for four of the properties
Four additional reports to come forward to Committee in July with recommendations to be provided to Council in September
Consultant is currently undertaking site visits and
background research for ten remaining properties
Brochure is ongoing
W. Jamadar will advise Members of any upcoming seminars offered through the CHO
M. Sawchuck noted a need to reassign duties from previous members no longer on the Committee regarding
the Register
Updated members on the City’s Amanda system noting it has provided more awareness with inspectors investigating properties
“Hole in the Wall” was added as an item for future discussion C. Celebre also stressed the importance of members
attending meetings when recommendations are being
considered, as more properties come forward for consideration.
4.0 New Business
4.1) 3117 Gladstone Street Update
Discussion ensued with respect to the above property. C. Celebre informed members that the applicant had been provided with the Committee’s comments and was willing to comply with
respect to the windows. Concerns were noted and questions
raised regarding any City procedures in place should the applicant not comply or resubmit revised plans. It was also questioned whether approval would be granted prior to the applicant amending the plans. C. Celebre advised that the plans
would be redlined to include the changes to the size of the front

Gladstone Street to permit an addition to the rear of the building,
and replacement of six existing windows along the rear and side elevations and the restoration of the front windows; 2. That all replacement windows and new windows on the
proposed addition shall be wood casement windows with
simulated divided lites as proposed by the owner; and 3. That the front windows be restored to a window opening roughly 2’6” wide X 4’6” high and the windows shall be wood construction with simulated divided lites as proposed by the
owner. Carried 4.2) Heritage Assessment – 498 Whitevale Road
C. Celebre provided an overview of the heritage consultant’s recommendations as well as staff’s analysis and recommendations.
Moved by J. Calder 1. That Council object to the demolition of the house located at 498 Whtievale Road; and
2. That Council designate 498 Whitevale Road under Part IV of the Ontario Heritage Act. 3. That Council request that the property be managed in
compliance with the Standards & Guidelines for Conservation of
Provincial Heritage Properties. Carried
4.3) Heritage Assessment – 650 Whitevale Road
C. Celebre provided an overview and explanation of the location of the above property.

building to the City;
3. That prior to demolition, exterior or interior heritage features be salvaged and any interested heritage organizations, the City or other interested parties be able to coordinate the salvage of
any materials; and,
4. That a commemorative plaque be located in the proposed trail head site. Motion Lost
Discussion ensued and it was noted that while both 498 and 650 Whitevale Road appear to be in poor condition, it was felt that 650 Whitevale Road should also be considered for potential community use such as the trail head. Questions were raised
regarding land use once the structure is gone, as well as whether the developers would be contributing to the cost. Moved by J. Calder
1. That Council object to the demolition of the house located at 650 Whitevale Road; and 2. That Council designate 650 Whitevale Road under Part IV of the Ontario Heritage Act.
3. That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of Provincial Heritage Properties.
Carried 4.4) Heritage Assessment – 615 Whitevale Road
C. Celebre provided an overview of the heritage consultant’s
comments and recommendations as well as staff’s regarding the above property, noting this was on the list of properties for heritage evaluation.
Discussion ensued with respect to the designation of properties
while still under Provincial ownership. C. Celebre explained the City’s position on proceeding with designations while still under Provincial ownership.

615 Whitevale Road 2. That Council request that the property be managed in compliance with the Standards & Guidelines for Conservation of
Professional Heritage Properties; and,
3. That Council designate 615 Whitevale Road under Part IV of the Ontario Heritage Act.

Discussion ensued with questions raised regarding the balance of properties along the Whitevale Corridor. C. Celebre noted the remainder would be looked at, but not this year.
5.0 Correspondence
5.1) Email from Deborah Linton Correspondence was received for information from Deborah
Linton expressing her pleasure that the property located at 1450
Whitevale Road is being saved. It was questioned whether she could be contacted for any photos that she may have.
6.0 Other Business
6.1) 1200 Whitevale Road
C. Celebre informed members that a request had just been
received from Del Management Solutions, advising of their intent to remove an outbuilding located at 1200 Whitevale Road. She provided members with photos of the property and noted that the heritage consultant had been retained to do an evaluation report
and also to review the condition of the outbuilding to determine
any potential heritage significance or any items which might merit salvaging. This was being done in order to provide a response to Del prior to a full heritage evaluation report on the property. She informed Members that Del would like to lease the property,
and therefore was anxious to remove the outbuilding.
Discussion ensued and the Committee was in agreement with the consultant’s recommendations as well as staff’s. Due to the fact that no features were found that would merit salvaging, and

Status (include deadline as appropriate) given the condition of the outbuilding, the Committee was in agreement with staff’s recommendations.
Moved by W. Jamadar That the Heritage Pickering Advisory Committee does not object to the demolition of the outbuilding located at 1200 Whitevale
Road.
Carried 6.2) 1255 Whitevale Road
C. Celebre provided members with photos of 1255 Whitevale Road, as submitted by C. Sopher for discussion purposes. Discussion ensued with C. Celebre noting that an evaluation of the property had been completed in 2004. It was noted that the
property is worthy of having a consultant look into this again. C. Celebre will inquire if a consultant can provide an assessment of the property. 6.3) Log Homes
Discussion ensued regarding log homes located on the southeast corner of Brock Road and the Fifth Concession. C. Celebre advised that the Pickering Museum Village Advisory Committee were also looking into these and noted the possibility
of working with them in order to pursue possible evaluation. 6.4) Discussion took place with respect to obtaining quorums at meetings. It was suggested that a motion be brought forward in
order to proceed at future meetings when a quorum has not been
obtained. The following points were discussed;
When no quorum exists by 7:30, attendance is taken and
the meeting is adjourned in accordance with City Policy
When no quorum exists and with consent of the members present, the meeting can continue for discussion purposes only
When no quorum exists and recommendations are required in a timely manner, the following was approved by the Committee;

1. That when no quorum exists and a time sensitive item is
on the agenda the existing Committee members may; (a) Discuss the item and make recommendations, in principal; and
(b) Circulate the recommendations to members of the
Committee by email for a response; 2. That Committee members must respond within one week of the email;
3. That the approved recommendation be included in reports to Council as required; and 4. That the recommendations made in principal be formally approved at the next Heritage Committee meeting.
Carried 6.5) Discussion ensued with respect to the need for a summer meeting. It was the general consensus to continue with the date
of our regular meetings, being the fourth Wednesday, July 22nd.
7.0 Next Meeting/Adjournment
