Statutory Public Information Meeting Minutes

The Manager, Current Operations, provided an overview of the requirements of the Planning Act and
the Ontario Municipal Board respecting this meeting and matters under consideration there at.

ZONING BY-LAW AMENDMENT APPLICATION A 12/01

Tyler Barnett, Planner I, provided an explanation of the application, as outlined in Information
Report #29-01.

Ward Jardine, 1885 Clements Road, Units 210 & 211, questioned why the location restriction,
noting that if there is such a restriction, then the City are also stating that this is an unfavorable
business. He advised that he has a business which will be directly affected by this use. His
concerns are for the safety of the women and children attending his classes and the adverse affect
this business will have. He asked for consideration of the other area businesses.

Daniel Cudizio, Land Use Planner, representing Runnymede Development, advised that he had
forwarded two letters of concern and objection to the Planning Department. He was present to
answer any questions.

Det. Sgt. Peter Naumgecki, Durham Regional Police, stated that body rub parlours are a growing
concern in the Region and a number of complaints have been received. This type of business
will discourage customers to other units and will affect the parking. Concerns include unsanitary
condition of interior, used needles, used condoms and used kleenex disposed of outside,
prostitution, theft, video taping of customers and the use of run away adolescence. The City of
Toronto, York Region, Peel Region and Durham Region are all experiencing problems with
body rub parlours. He stated their opposition to any amendments to the zoning by-law which
would allow for this type of use.

Michael Andrigetti, representing the applicant, stated that this is a pennitted use, but
understanding the concerns have requested that an approval be received for the interior of the
units and restrictions on signage could be considered. They have substantial investment in this
property and would not allow anything to jeopardize their investment.
