(D ADOPTION OF MINUTES Meeting of November 12, 2001 (ID MATTERS FOR CONSIDERATION 1. PLANNING & DEVELOPMENT REPORT PD 42-01 LIVERPOOL ROAD SOUTH AREA DETAILED REVIEW FINAL REPORT OFFICIAL PLAN AMENDMENT APPLICATION OPA 01-001/P (CITY INITIATED: LIVERPOOL ROAD SOUTH AREA DETAILED REVIEW IMPLEMENTATION) AMENDMENT 6 TO THE PICKERING OFFICIAL PLAN INFORMATIONAL REVISION 8 TO THE PICKERING OFFICIAL PLAN LIVERPOOL ROAD WATERFRONT NODE DEVELOPMENT GUIDELINES Referred to the January 21st Council Meetine with direction to staff to orovide a reoort to Council with an alternate version showine the deletion of A1. -. 1. Stan Stein, representing Pickering Harbour Company, complimented staff and the consultants on the tremendous amount of work they have done on the study, but suggested certain changes which would ensure the Harbour Companies support of the document. He suggested that 'residential uses be permitted' rather than 'allowed'; that an additional schedule be provided to identify sub-areas similar to the map on Page 7; that 35 metres from the edge of Frenchman's Bay be revised to 31 metres; that a maximum density of 55 units per net hectare 'may be considered' be revised to 'will be permitted; that Item (f)(ii) be revised in the third bullet to read 'a significant public benefit is achieved in the form of provision of a publicly accessible pedestrian promenade from Liverpool Road westerly to the waters edge of Frenchman's Bay; that Item (k) be revised to add 'except for new boat display and sales; that Item (1) be revised by removing 'the Great Lakes Nautical Village' and replacing it with' A Nautical Theme; and that Item (m) be deleted entirely. Planning Committee Meeting Minutes Monday, November 26, 2001 7:30p.m. Chair: Councillor McLean - 2. David Steele, 966 Timmins Gardens, advised that PACT members have not had enough opportunity to review the report and also stated that the Official Opinion submitted by PACT has not been included in this report. He further advised that PACT have no objections to townhouses or commercial/retail space. He stated the unfairness that after spending four years on the Waterfront Task Force and one year on this process that they have not had an opportunity to comment on this report. 3. Jacqueline Smart, reiterated the comments of David Steele and advised that she also has not had enough time to review this document and provide comments. She requested that this document not be adopted until interested parties have time to review. 4. Richard Ward, Orono, advised that this is a study which can be amended as it is not etched in stone. The proposal being put forward by Pickering Harbour Company is a positive one. 5. Paul Kelland, 921 Grenoble Blvd., questioned certain aspects of the report such as the cost to residents of the sanitary sewer constraints, as well as will adequate parking be provided or will payment-in-lieu of parking be received. He suggested that more time is required for proper review and forwarding of comments. 6. Paul White, 507 Cliffview Road, remarked on the shortness of time given to residents to review and respond to the report. He stated that with Council, consultants and staff working together, this will be done right but changes are needed. Parking is a concern and off-street parking is required. He also suggested that cars be blocked from close proximity to the lake. - 7. Sylvan Trepanier, Monica Cook Place, stated that it appears that decisions are fast tracked, but there is no rush for approval. The City should be able to put constraints on way development is developed. 8. Jill Adams, Commerce St., stated her support of the comments made by Jacqueline Smart and requested the opportunity to read the report and forward comments to staff. 9. Bill Laws, Wharf St., congratulated Council on the great job done at the Waterfront but stated his concern with parking. He advised that the marina is private property and residents should not park there. 10. John Earley, 810 Helen Cres., questioned if the extension of Commerce St., west of Front Street will be a public thoroughfare. 11. A resident of Wharf Street, stated her support of Pickering Harbour Companies submission and the division of East Shore Marina. She stated her concern with the rights of the residents to view and access the lake. 12. Betty Metcalfe, complimented the work at the Liverpool Waterfront but stated her concern that residents will have to accept what developers want. She requested more time for residents, PACT and PESCA to review and respond to report. - 2. PLANNING & DEVELOPMENT REPORT PD 36-01 DRAFT PLAN OF SUBDMSION APPLICATION SP 2001-03 974582 ONTARlO LIMITED (GLENBROOK HOMES) FORMERLY G. & A. HILTS) PART OF LOT 22, RANGE 3, B.F.C. LANDS ON THE EAST SIDE OF LIVERPOOL ROAD AND SOUTH OF WHARF STREET Lost See Recommendation #1 Planning Committee Meeting Minutes Monday, November 26,2001 7:30p.m. Chair: Councillor McLean - 1. Sylvan Trepanier, Monica Cook Place, questioned how Committee can move on this item when the Liverpool Road South Area Detailed Review is not complete. He requested that this item be deferred until after the January 21st, 2002 Council meeting. 2. Gary Peck, representing the applicant, advised that this application complies with both the Official Plan and the Official Plan Amendment. The units to be built would convert to commercial. He further advised that there is not enough sewer capacity to allow restaurants or coffee shops. This development would create a catalyst for the area. LANDS ON THE EAST SIDE OF LIVERPOOL ROAD AND SOUTH OF WHARF STREET That Draft Plan of Subdivision SP 2001-03 submitted by Mr. 1. Winters of Glenbrook Homes, on lands being Part of Lot 22, Range 3, B.F.C., City of Pickering, to permit the establishment of three development blocks to support 17 townhouse dwelling units providing minimum construction criteria to readily accommodate retrofit to accept commercial uses within the ground floor of those units, and to create a fourth development block within the rear of the subject lands to support vehicular access, vehicle parking and seasonal boat storage, be NOT APPROVED. þ.. -
