Celebre welcomed the new member as well as the guests in attendance. Introductions were made. 2.0 Approval of Minutes Moved by W. Jamadar That the minutes of the January 22, 2015 meeting of the Heritage Pickering Advisory Committee be approved. Carried 3.0 Orientation D. Shields, City Clerk appeared before the Committee to conduct an orientation session. She provided an overview on the Procedural By-law, City Policy as well as the draft Terms of Reference for the Committee. Ms. Shields highlighted some of the revisions this year, such as committee composition, rules for delegations and the Page 2 Item / Ref # Details & Discussion & Conclusion (summary of discussion) Action Items / Status (include deadline as appropriate) requirements for holding events, as well as speaking to the media. She outlined the role of Committee members, explaining reporting procedures and discussed the formation of sub- committees. She also noted the change in policy with respect to having a Facilitator as opposed to Chair and Vice-Chair to conduct meetings. Delegations Rob Quig, Vice-President, Whitevale Residents’ Association appeared before the Committee to outline their concerns with respect to the proposed demolition of 15 properties in Seaton. He noted the Association is very concerned with respect to these properties, as well as other properties owned by the Province located on the Seaton lands, stating they are a valuable asset to the heritage landscape. He noted that while they recognize some of the issues, concessions were made through amendments which reduce the amount of protection for these homes. He stated that the OMB hearings provided some protection, which is only beneficial if the homes remain. Mr. Quig stated the Association was seeking experience and guidance from the Heritage Pickering Committee on how to become involved, asking that the Committee look into the issues and understand the facts when submitting recommendations to Council. 4.0 New Business 4.1) 485 Whitevale Road Gordon Willson was in attendance as the owner of 485 Whitevale Road, to respond to any questions regarding the minor variance application which was going forward to the Committee of Adjustment on March 11, 2015. C. Celebre provided an overview of the minor variance application, which had been forwarded to Committee members for information purposes. She outlined the application process, noting she would provide City Development with any comments the Members may have. A brief discussion period ensued and the general consensus of the Committee was in support of the application to permit the residential use. The Committee also stated that they would like to see the building occupied and the residential use was appropriate as this was its original use. Sawchuck provided Committee members with an overview of Architectural Styles. Through the aid of a power point presentation, he guided the members on how to recognize the various architectural styles which will be beneficial when working on properties for the register. He explained the identifying features for each architectural style, providing photos, which proved helpful in identifying the various features which would classify the architectural style category. M. Sawchuck explained the difficulties in identifying certain structures, as one building could have features from more than one architectural styles category. Members were provided with copies of an introductory guide to identifying building styles. The members noted it would be helpful to have the photos as well. M. Sawchuk noted he would compress the file and forward out to members. M. Sawchuck to action 5.0 Business Arising From Minutes 5.1) 2105 Work plan C. Celebre provided members with a copy of the updated work plan for 2015. She provided a quick overview of additional items, explaining the added priorities section. She informed the Members that the City had retained a heritage consultant to prepare background heritage assessment reports on the ten properties in Seaton that are proposed for demolition. Once they are received she would present the recommendations to the Committee. C. Celebre noted further discussion on the work plan would take place at the next meeting, noting it will continue to be placed on all future agendas. 5.2) Draft Terms of Reference Members were provided with the draft Terms of Reference, which had been prepared by the Clerks’ Division for all Advisory Committees. It had been noted during the orientation that members could add items to the terms of reference, but could not delete any items. Celebre requested members to review the draft Terms of Reference and bring forward any additions for Committee approval at the next meeting, as this would be going forward to Council in April.
