A meeting of the Local Architectural Conservation Advisory Committee
was held on Tuesday, February 25, 1992 at 7:00 p.m. in the Public
Works Board Room at the Pickering Civic Complex.

1 . Proposed Development at Whites Road and Finch Avenue
Ron Halliday, part owner of the lands at the northeast corner of
Whites Road and Finch Avenue, Ted Cicierua, agent for the owner
and Catherine Rose, Manager, Policy Division of the Planning
Department were in attendance to discuss the proposed
development at this location.
Anna Willson asked when land is accumulated for development,
what does the developer do with respect to existing houses and
buildings. Ted Cicierua responded that draft plan of
subdivision for the subject lands was designed for the existing
house to be in the park in order for it to have potential to be
used for something like a day care centre, etc. The house could
not be used for residential purposes because it would be
architecturally incompatible with houses built in the future.
Ted Cicierua stated that he has received comments from other
agencies and the public which resulted in a need for a school
site and larger park which may mean that there will not be
enough room to retain this house.

Ted Cicierua stated that the house could not be offered for sale
on the market because it would have to be extensively renovated
and this would not be cost effective.
Anna Willson suggested that if doors and windows were installed
on the house and lights put in, it would look as though the
house was occupied and would cut down on vandalism.
Ted Cicierua stated that the trees on the east side of the
current driveway will be saved.
Kim Thompson asked if there could be a co-operative effort
between the Town, the school board and the developer to save the
house and make it part of the park or school .
Catherine Rose identified three issues that the Committee should
consider:
1 . Short Term Maintenance - possibly LACAC could send a letter
to the area community association to request that they look
at the house on a daily basis.
2. Long Term Use - is a residential use preferable for this
building or can is be used for another purpose.
3. Long Term Ownership - if the Committee feels that the Town
should own this building, then it should seek Council 's
agreement to own it.
2. Heritage Permit Application by C. Keffer
Mr. and Mrs. Keffer were in attendance and stated that they
wanted to address each of the conditions of approval that were
imposed by LACAC at its February 4th meeting.
He agreed that the keystones over the windows would be removed
from his plans.
Mr. Keffer agreed that stucco could be put on the front of the
building on the understanding that the stucco would be patched.
Siding would be put on the other three sides and he wants to use
vinyl or aluminum siding. It was pointed out to Mr. Keffer that
the Whitevale Heritage Guidelines provide for wood siding only
and that LACAC will not recommend the use of vinyl or aluminum
siding.

Mr. Keffer asked why a roofline higher than 25 feet is not
acceptable to the Committee when it is permitted in the Zoning
By-laws and Heritage Guidelines. Anna Willson responded that a
roofline higher than 25 feet is not historically appropriate for
Whitevale and the Committee will only recommend a 25 foot
roofline.
Mr. Keffer confirmed that there would be lattice work above the
window at westerly end of the building on the second floor.
Mr. Keffer requested a raised design to break up the roofline at
the front of the building but the Committee stated that it will
only recommend a straight roofline.
Mr. Keffer agreed that the colour of the treatment at the front
of the building should match the treatment at the sides and rear
of the building.
The Committee pointed out to Mr. Keffer that he could use six
over six wood siding on the front of the building in place of
using stucco.
Moved by Konrad Zeh, seconded by Brian Hern that Condition #2 of
the motion passed on February 4, 1992 to accept the fourth
conceptual plan submitted by C. Keffer be amended to add the
word "wooden" before the word "horizontal " so that the condition
will now read "that the front of the building facing the street
be stuccoed and that wooden horizontal siding be permitted on
the two sides and back of building only."

3. Altona Mennonite Application for Grave Stone Restoration
Moved by Kim Thompson, seconded by Enrico Pistritto that the
application submitted by the Altona Mennonite Church and
Cemetery for grave stone restoration be approved.
Lost
The Secretary was directed to send a letter to the Altona
Mennonite Church advising them that LACAC is concerned about the
labour costs and that consideration should be given to the use
of volunteer labour. It was felt that if the community is
involved it would take more pride in the project. The Altona
Mennonite Church is to be encouraged to resubmit its application
after investigating the use of volunteers.

4. Heritage Publishing House
The Committee asked the Secretary to see if there is a copy of a
book in the library published by the Heritage Publishing House.
5. Adoption of Minutes
Moved By Enrico Pistritto, seconded by Kim Thompson that the
Minutes of the February 4th, 1992 meeting be adopted.

6. Other Business
Kim Thompson reported that Heritage Week was very successful and
Anna Willson thanked her and Brian Hern for their efforts in
making it a success.
7. Next Meeting
The next meeting is to be held on Thursday, March 26, 1992 at
7:00 p.m. at the Pickering Civic Complex.
8. Adjournment
The meeting adjourned at 10:09 p.m.
