MINUTES
1
A meeting of the Local Architectural Conservation Advisory Committee was held on Tuesday,
August 29, 1995 at 7:00 p.m. in the Pickering Civic Complex.

1. McPherson\Campbell House
The committee heard the findings of the assigned committee members on future options for use
of the house.
• Community Use (Louise)
Louise was unable to contact possible community groups which may be interested in
using the house. David and Catherine were aware of examples of groups using such
properties and provide contacts (Richmond Hill, Vaughan/Klienburg) to Louise for
follow-up.
• Sale (Andy)
Andy spoke with three real estate agents regarding the marketability of the Campbell
house. The consensus of the agents was that the property even with condition/restrictions
on the deed would be marketable.

• Lease (David)
David spoke with the MTRCA, Markham and Richmond Hill. There are many long-
term examples of authority or town owned dwellings being leased for private residences
on the usually monetary lease basis. There are also several examples of present leases
or leases being negotiated on the principle of restoration work to the property in leu of
monetary compensation. The advantages of such arrangements were covered in the
Campbell House report. It is noted that such arrangements would likely require that they
be long term (20 years), be very favourable compared to housing market circumstances
(purchase or lease of typical homes), and potential lessees would likely be experienced
in the restoration or trade business to best manage work and costs.
The possibility of issuing a press release and/or notice was discussed as a means of advising the
public of information on the property, the committees position (recommended designation), and
to seek parties interested in uses/proposals for the property.
Given that the committee supports that the Campbell House has historical significance and was
worthy of preservation, the nature of the committees recommendation to council was discussed.
It was noted that the recommendation should note the committee's motion of the previous
minutes to seek its designation, identify the committees suggested long-term options (community
use, lease or sale for residential use) for retaining and restoring the house on its present site, and
suggest that a notice seeking initial expressions of interests for use of the Campbell House be
placed in the town page of the local newspaper. A copy of the Campbell House report should
be attached. Reference might also be made of the new proposed town policy on page 81 of the
Official Plan. Council/town staff should also be reminded that the structure requires immediate
minor work to secure it for the short-term. This work includes patching of the roof, securing
windows and doors, and removing raccoons and capping the chimney. David will draft a letter
to be attached to the minutes of this meeting for the committee's consideration at the next
meeting.
Dennis noted that the Pickering Museum board expressed an interest in using the Campbell
House for storage and display of museum materials.

That a committee representative enter into discussions with the museum board to consider
restoring the Campbell House for shared use as a display and storage facility for Pickering
Museum and Heritage Pickering materials.

Campbell House to September 15th.

2. Cook House

The report entitled "The Monica Cook Estate, Independent Evaluation" be immediately provided
to the proponent (Greenbaum\Evans).

Although Enrico intends to phone the proponent to arrange for immediate pick-up of the report,
the committee also directed that a letter be mailed to the proponent with the report attached and
inviting the proponent to make a presentation to the committee at our next meeting. David will
draft the letter to be sent out immediately.

Enrico noted that he recently visited the house and that the proponents representative explained
that the house stood in the path of the proposed road. It was also noted that the proponent
expressed a willingness to erect a placque regarding the Cook house/history.
3. Thank-You
The Chair, on behalf of the Committee, recognized and thanked Catherine Treadway for her
interest and excellent work regarding the Campbell House. The committee welcomes and
appreciates her on-going and future assistance.
4. Future Meetings
The Regularly scheduled meeting is confirmed for September 12, 1995, 7:00pm.
