MINUTES
A meeting of the Local Architectural Conservation Advisory
Committee was held on Tuesday, September 12, 1995 at 7 : 00 p.m. in
the Pickering Civic Complex.

1. Minutes of Previous Meetings
Moved by Henry
Seconded by Andy
That the minutes of the previous meetings, August 1 and August 29,
1995, be approved.

2 . Cook House
The report entitled "The Monica Cook Estate, Independent
Evaluation" and covering letter from the Committee was received by
Murray Evans and Louie Greenbaum (Urban Land Management) .
Mr. Greenbaum gave a brief presentation noting the development plan
and explained that the house stood in the path of the proposed
road. He noted that the report was inconclusive regarding the
historical and architectural origins of the house, and expressed a
willingness to erect a commemorative entranceway, placque, and
possibly support the street be named, in respect of the Cook
house/history.
The option of moving and preserving the main block of the building
to a lot within proposed plan of subdivision was discussed. It was
noted that the limited size of the main block and the difficulties

associated with constructing aesthetically pleasing extensions to
present structure, present building standards, and marketability of
such as residence, or cost of relocating, made preservation appear
impractical .
Therefore, although the preference of the committee would otherwise
have been to preserve the residence on-site, the discussion shifted
to possible relocation and\or appropriate commemoration.

That the Committee request that the landowner place appropriate
advertisements seeking the sale and relocation of the Cook house.
These advertisements, for placement in a local newspaper, the
Toronto Star, and a real estate newspaper, will be drafted by the
Committee and reviewed with the developer. The Committee further
requests the landowner draft a proposal for a commemorative package
for consideration by the Committee. If no buyer comes forward
(after a limited period of time to be identified in the
advertisements) and if the proposal for a commemorative package is
acceptable, the Committee will not object to the demolition of the
Cook residence.
CARRIED
This approach appeared agreeable to Urban Land Management who
agreed to draft a proposed commemorative package for the
Committee' s consideration at its next meeting. Kim will take the
lead on drafting the advertisements.
3 . McPherson\Campbell House
Further to the previous meeting, David' s draft letter to Council
was discussed. A few changes were recommended. It was also
suggested that it be in the form of a Report to Council rather than
a letter.

That the report, with the recommended changes, be forwarded to
Council .
CARRIED
Debbie is requested to finalize and forward the Report To Council.
It was also suggested that the Committee make a presentation,
following-up the Report to Council, on the McPherson/Campbell
House. David, with the assistance of Catherine Tredway, and

possibly participation by other committee members, was nominated to
make the presentation to Council . Debbie is requested to make
appropriate arrangements.
Dennis provided a letter from the Pickering Museum Board expressing
an interest in using the Campbell House for storage and display of
museum materials . The letter will be attached to the Report to
Council .
4. Other Business
• A letter was received from Wonnacott requesting a meeting with
LACAC to review the matter of the Woodruff Tavern. The
Committee recommended it respond by requesting the developer
retain a third party acceptable to the Committee to undertake
a on-site inspection, possibly coinciding with a visit by the
Committee. Debbie is requested to draft such a response.
5. Future Meetings
The regularly scheduled meeting is rescheduled to October 4, 1995,
7 : 00pm.

The meeting was adjourned at 9 :45 p.m.
