A meeting of the Audit Committee was held on January 30th, 1997 at 7:00 p.m. in
Meeting Room 1 of the Pickering Civic Complex. The following matters were discussed:
1. Personnel Matters
A discussion took place concerning the personnel situation in the Treasury
Department.
The Auditors provided a review of the Municipal Act with regards to the Municipal
requirements for a Treasurer-Collector. It was recommended that due to staff
shortages two matters be referred to Council: 1) a temporary Acting-Assignment for
Treasurer-Collector, 2) other staff shortages, staffing needs are being explored by the
Manager of Accounting/Payroll who will be working with Human Resources to
consider several options: a) contract agency (Deloitte, Touche), as presented by
Mayor Arthurs and b) temporary Chartered Accountants to be provided by Robert
Half Financial Recruitment and/or Account-Temps.
This matter will be referred to Council at the Council Meeting of February 10th, 1997.
2. Mid-Year Management Audit
The Auditors advised that they have reviewed the new proceedings initiated in the
Treasury Department and have no concerns. A letter will be prepared by the Auditors
and forwarded to the Audit Committee outlining that a review of the changes has
taken place and nothing of significance has been found.
As a result of staff shortages in the Treausry Department, a more extensive year-end
audit will take place by the external Auditors.
3. Matter Pertaining to the Rouge Hill Library
Mayor Arthurs gave a brief status report concerning the money set aside for the Rouge
Hill Library. Approximately $254,000 was dedicated to this Library for the sale of a
portion of the Rouge Hill Library property to M.T.O. and a further $100,000 was set
aside by Council in the 1996 budget.
While the Clerk is being requested to provide any pertinent information as to the
dedication of these funds, such as resolution or direction, a report has been requested
outlining the specifics of where the funds have been directed.

4. Outstanding Matters from Previous Meeting
The Auditors inquired as to the status of the direction given to Mayor Arthurs
regarding follow-up with Durham Region on the status of our long term/short term
investments. To date no action has taken place, but Mayor Arthurs agreed to follow-
up and report back.
5. Other Business
Councillor Senis raised a question concerning the interest rates on unpaid taxes.
Councillor Brenner suggested monthly meetings until th to ensure continued
monitoring until such time as the stafficing in Treasury and the 96 year end audit is
completed. A schedule will follow.
