STATUTORY PUBLIC INFORMATION MEETING MINUTES
A Statutory Public Information Meeting was held on Thursday, August 10, 2000 at 7:05
p.m. in the Council Chambers.

The Manager, Current Operations Division, provided an overview of the requirements of
the Planning Act and the Ontario Municipal Board respecting this meeting and matters
under consideration thereat.
(I) DRAFT PLAN OF SUBDIVISION SP-2000-02
ZONING BY-LAW AMENDMENT APPLICATION A 16-00
CLAREMONT ESTATES ONTARIO INC.
PART OF LOT 20, CONCESSION 8
(PROPOSED EXTENSION OF KODIAK STREET,NORTH OF
ACORN LANE AND EAST OF SIDELINE NO. 20)
1. Catherine Rose, Manager, Policy Division, provided an explanation of the
application, as outlined in Information Report#25-00.
2. Don Bennett, 5258 Old Brock Road, advised that they concur with the Manager's
comments and are present to answer any questions.
3. Richard Ward, 3709 Regional Road 9, Orono, questioned the legal right and
justification for this taking place. He stated that Council has breached public trust
and he requested an inquest into this matter.
(II) ZONING BY-LAW AMENDMENT APPLICATION A 18-00
OLD FOREST INVESTMENTS LTD. ET AL.

1. Geoff McKnight, Planner II, provided an explanation of the application, as
outlined in Information Report#24-00.
(III) ZONING BY-LAW AMENDMENT APPLICATION A 19-00

1. Tyler Barnett, Planner I, provided an explanation of the application, as outlined in
Information Report#20-00.

(IV) ZONING BY-LAW AMENDMENT APPLICATION A 20-00
SHERIDAN CHEVROLET
NORTH PART OF LOT 18, CONCESSION 1
(SOUTHEAST CORNER OF BROCK ROAD AND FINCH AVENUE)
1. Tyler Barnett, Planner 1, provided an explanation of the application, as outlined in
Information Report#19-00.
2. Henry Kortekaas, agent acting on behalf of applicant, advised that a number of
existing trees will be preserved along the northern border of the site. He further
advised that the building to be constructed will be a low profile building and that
the lights will be low and directed away from the neighbours to the north.
Smaller trees on the site will be relocated to the southern border.
3. Gerald Lepard, 1766 Finch Avenue, resident across from Sheridan Chevrolet for
the last 15 years advised that he has found this dealership to be a good neighbour
and is pleased that they will be the ones developing this site. His concerns
include the present paging system being expanded to include this site and the
testing of cars along Finch Avenue. He requested that better technology be
implemented to page staff. He stated his pleasure with the planned tree
preservation.
4. Jim Mason, 1734 Finch Avenue, advised that he lives directly north of the
property. He concurs with the comments made by Mr. Lepard. He requested that
consideration be given by the Police, the Post Office and Sheridan to consider
storm drainage.
5. John Bentley, 1770 Finch Avenue, also advised that he concurs with the previous
statements. He stated his concern with the access point onto Finch Avenue from
this site and questioned if this will be a major access or will there be an access
onto Kingston Road through the present site.
6. Jerry Gazarek, applicant, advised that he will investigate a better paging system.
They have attempted not to be intrusive on the neighbours and staff are well
aware that testing of the vehicles is not to take place on Finch Avenue. Access
will be both from Finch Avenue and the present site. There will be no sump
pumps on this site.
7. Tyler Barnett, Planner I, advised that storm drainage will be looked at by staff.
(V) ZONING BY-LAW AMENDMENT APPLICATION A 21-00

1. Tyler Barnett, Planner 1, provided an explanation of the application, as outlined in
Information Report#26-00.
2. Michael Goldberg, Solicitor representing Runnymede, expressed their objection
to the application. He requested that no further action be taken on this application
until the court action is resolved.

(VI) ZONING BY-LAW AMENDMENT APPLICATION A 22-00
WOOD, CARROLL ET AL.
PART OF LOT 28, RANGE 3 BFC
(778-790 KINGSTON ROAD,EAST OF WHITES ROAD)
1. Geoff McKnight, Planner II, provided an explanation of the application, as
outlined in Information Report#23-00.
2. Ms. L. Jones, Planning Consulting representing the applicant, advised that they
are concerned with the TRCA encouraging the retention of the creek which will
affect this development and the joint access with the neighbours to the west. A
meeting is being arranged to address environmental issues. She further advised
that the townhouses will not be taller than two stories and an attempt will be made
to preserve the trees. Fencing will be dealt with at Site Plan.
3. Paul White, 507 Cliffview Road, advised that wood fencing deteriorates quickly,
therefore, consideration should be given to brick veneer fencing.
4. John Ibbetson, 787 Sheppard Ave., stated his objection to anything higher than a
two storey townhouse and his concern with 18 townhouses being constructed on
five lots. He questioned if the townhouses are to be rented or sold and at what
price. He also stated his concern over the possible loss of a 100 year old tree.
5. Robert McConachie, 770 Kingston Road, stated his concern with the entrance
which if not moved will landlock their site. He advised that the Region of
Durham will only allow a certain number of access and egress points off Kingston
Road.
6. Sylvia Spencer, 771 Sheppard Avenue, advised that the ring road is located on a
portion of her property which she has no intention of selling. She questioned if
the townhomes can be converted to home based businesses, will the parkland
encroach on the creek and what size parkland has been allocated. She stated her
objection to zoning changes and to any restaurant proposed for the site.
7. Mike Dubroy, 773 Sheppard Ave., advised that the original plan called for a
buffer zone. The current proposal shows the townhouses to be built very close to
his property.
8. Robert Lawrie, 852 Kingston Road, advised that his home is adjacent to the Old
Dunbarton School and he questioned what is proposed for this site. He stated his
concerns with respect to people accessing his property from the restaurant if built
on this site. He questioned how transport trucks will enter and exit this site and
how will emergency vehicles'access townhouses 15-18.
(VII) ZONING BY-LAW AMENDMENT APPLICATION A 23-00

LOT 36, PLAN 816
(NORTHWEST CORNER OF OLD FOREST RD. AND ROSEBANK RD.)
1. Lynda Taylor, Manager, Current Operations Division, provided an explanation of
the application, as outlined in Information Report#21-00.
2. Brian Davies, representing applicant, advised that they have reviewed the staff
report and are willing to address concerns of staff and residents.

3. Steve Schaefer, 1475 Old Forrest Road, stated his objection to the rezoning. This
development would not be compatible with the area and the residents are in
opposition. They are in favour of development that would be consistent with
development presently taking place in the area.

4. Lech Okolotowicz, 1488 Rosebank Road, stated that the homes are too close
together and should not be j developed. There are very few streets left in the
Rosebank area for people to enjoy.
5. Diane Hunt, 1467 Rosebank Road, advised that the plan does not fit with the area,
and could set a precedent.
6. Paul White, 507 Cliffview Road, stated that this is not Toronto where they
attempt to get as many units squeezed into a lot as possible. This is not an
appropriate use of the land and the developer should come back with something
more desirable and compatible with the area.
7. John Smith, 1420 Rosebank Road, stated that he does not wish to see four homes
built on this property but would like to see redevelopment.

8. Leslie Hurley, 1480 Roselarik Road, advised that they moved here 17 years ago
for the open space. They lean,live with 50' lots but if this application is allowed
the area will deteriorate.
9. Steve Schaefer, 1475 Old !Forest Road, advised that they would like to see
redevelopment but want two;lots rather than four.
10. Mr. Davies, agent for the applicant, advised that a veterinary clinic is located
across the street, Kingstori Road is one street away, a commercial site is on the
opposite side and the library is being constructed in the area. He further advised
that they would be willing to address the issues stated by the residents:
11. David DeSouza, applicant] questioned who in the gallery would buy a large home
on this site with all the commercial in the area. He advised that he also is
concerned with the development of the area.
