HomeMy WebLinkAboutMay 18, 2000 STATUTORY PUBLIC INFORMATION MEETING MINUTES A Statutory Public Information Meeting was held on Thursday, May 18, 2000 at 7:05 p.m. in the Council Chambers. PRESENT: B. Taylor - City Clerk C. Rose - Manager, Policy Division L. Taylor - Manager, Current Operations Division R. Taylor - Planner I The Manager, Policy Division, opened the meeting and introduced the staff who were present. She also gave an overview of the procedures to be followed at this meeting. The Manager, Current Operations Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. (I) OFFICIAL PLAN AMENDMENT APPLICATION OPA 00-001/P DISCOVERY PLACE LIMITED, AND DURHAM CONDOMINIUM CORPORATIONS #93, 106, 139 AND 164 PART OF LOT 21, CONCESSION 1 RESIDENTIAL LANDS LOCATED SOUTH OF KINGSTON ROAD, WEST OF VALLEY FARM ROAD,NORTH OF THE ESPLANADE NORTH AND EAST OF GLENANNA ROAD 1. Ron Taylor, Planner I, provided an explanation of the application, as outlined in Information Report#13-00. 2. Elio Zoffranieri, representing the applicant, stated that he concurs with the facts set out in the Information Report. 3. June Kay, 1400 The Esplanade North, Unit 508, stated that when the Casitas were opened for sale in 1994, the residents were aware that two apartments towers would be constructed, however, there was plenty of parking spaces allocated for both the Casitas and the two prospective apartment towers. In 1995, Tridel applied for and received a minor variance to increase the size of the Millennium West building but no change was made to the parking allotment. If this Official Plan Amendment is approved, there will be a further increase in the number of units but no more parking will be provided. She noted that Tridel could construct the proposed Millennium East tower within the current density requirements and still increase their unit count by eight units. The residents want to preserve what they have at present without compromising any standards. If this application is approved, it will set a precedent for other developments in the City. She stated that the residents of the Casitas will present a more detailed submission to the City before this application is before Council for consideration. 4. A resident of the Casitas stated that there has been an impact on the number of parking spaces for residents and visitors as a result of previous minor variances granted to Tridel. There are about 227 less parking spaces below ground and about 28 visitor parking spaces above ground and noted that there are problems finding spaces for visitors. If resident parking of one space per unit is allowed, there will be a problem of safety because overflow parking will move onto the Esplanade North. He stated that although the application to increase the density seems minor, it is not and it will have a major impact on the existing residents. - - 2 - - 5. Aldo Cechetto, 1400 The Esplanade, Unit 103, stated that two years ago, Tridel was given permission to add two floors to the Millennium East and West towers and at that time, he objected to the application because of problems that would occur with parking. At that time, Tridel stated that no more units would be constructed; they were proposing to build larger units and now they are proposing to build smaller units. The garage only has one exit for about 641 vehicles and noted that there would be chaos if there was a fire or other problem in the garage. 6. Gwen Spencer, 1000 The Esplanade North, Unit 704, stated that she shares the concern about the increased density and parking but is also concerned about more people using the existing swimming pool. She noted that security cannot handle the present density and problems. 7. Jim Avola, 1400 The Esplanade North, Unit 210, stated that traffic from the garage will double because people use the garage more than once per day. 8. Dan McLean, 1000 The Esplanade North, Unit 619, stated that he is on the condominium Board of Directors for the Millennium West building and stated that security will be a problem. Parking in the garage will also be a problem because of increased traffic. The garage is dark and increasing the population of people using the garage will create a security problem. He stated that this proposal will only provide for increased profits for Tridel but will not benefit the existing residents. 9. Pearl Cechetto, 1400 The Esplanade North, Unit 103, stated that she is concerned about the parking problem and noted that there are many school and City buses traveling along the Esplanade North. She favours keeping the status quo of larger but less units. 10. Tom Hersey, 1890 Valley Farm Road, Unit 906, asked staff to define the term "net hectare". 11. Bob Hill, 1400 The Esplanade North, Unit 119, stated that an increase in the density will have an impact on property values. He noted that the property values of the Casitas has not increased possibly because of density concerns. 12. Pam Irwin, 1400 The Esplanade North, Unit 407, stated that vandalism is a fact of life and will only get worse with the construction of the Millennium East tower. Vandalism will bring down property values and felt that this should be a concern to Council. She asked who will profit if this amendment is approved and encouraged the residents present at this meeting to register their comments. 13. John Lickley, 1400 The Esplanade North, Unit 111, stated that all residents should state their concern about this amendment. 14. John Austin, 1400 The Esplanade North, Unit 501, stated that he objects to this application. 15. Noel Cordahi, 1400 The Esplanade North, Unit 317, stated that this application is not about his lifestyle improving but it is about Tridel's profitablility. 16. Tack Lucas, 1400 The Esplanade North, Unit 510, stated that he is opposed to this amendment. . 17. A resident of 1400 The Esplanade North, Unit 810, stated that she objects to this application. - - 3 - - 18. David Hodgson, 1400 The Esplanade North, Unit 216, stated that he objects to this application. 19. Kevin McDonald, 1400 The Esplanade North, Unit 222, stated that he objects to this application. 20 Joachim Schwien, 1400 The Esplanade North, Unit 514, stated that he is concerned about his lifestyle and objects to this application. 21. Bill Stevenson, 1400 The Esplanade North, Unit 515, stated that he bought a Casita because of the lifestyle it offered and objects to this application. 22. Allan Arsenault, 1400 The Esplanade North, Unit 412, stated that he sees an increase in traffic from the garage and objects to this application. 23. Reynald Hills, 1400 The Esplanade North, Unit 301, stated that it is hard to see how any increase to the parking could be considered and objected to this application. 24. Heather Dacosta, 1400 The Esplanade North, Unit 419, stated that roadways, sidewalks and pets are currently problems and will be made worse with increased density. 25. Mari Lynn Cordahi, 1400 The Esplanade North, Unit 317, stated that she is opposed to this application.- 26. Denise Heapey, 1000 The Esplanade North, Unit 1515, stated that she is opposed to this application. 27. Bernadette White, 1000 The Esplanade North, Unit 1502, stated that she is opposed to this application. 28. Eddie Grenis, 1400 The Esplanade North, Unit 210, stated that he is opposed to this application. 29. Sue Lavery, 1400 The Esplanade North, Unit 422, stated that the City has backed Tridel in the past but hopes it will oppose this application. 30. Al Drury, 1400 The Esplanade North, Unit 812, stated that he is opposed to this application. He can see people exit the garage on weekends and is concerned about traffic safety with an increased density. 31. Eric Nicholls, 1000 The Esplanade North, Unit 1612, stated that he bought into Tridel because of its name but he has been disappointed with vandalism, traffic problems and parking.in the garage. He is opposed to this application. 32. David McConvey, 1000 The Esplanade North, Unit 1207, stated that he opposes this application. He noted that he bought a house in the Altona Road area and the neighbourhood was supposed to contain all single detached housing, however, townhouses were approved on lands abutting his property. Based on his past experience, he is concerned that this application for increased density will be approved. 33. Lillian Williams, 1400 The Esplanade North, Unit 106, stated that she objects to this application. 37. Roger Franklin, 1400 The Esplanade North, Unit 701, stated that he objects to this application. 38. Mr. A. Brayn, 1400 the Esplanade North, Unit 411, stated that he objects to this application. 39. George Taggart, 1400 The Esplanade North, Unit 516, stated that he objects to this application. 40. Claude Stenson, 1400 The Esplanade North, Unit 515, stated that he objects to this application. 41. Alan Wadsworth, 1400 The Esplanade North, Unit 619, stated that he objects to this application. 42. Jean Atkins, 1400 The Esplanade North, Unit 300, stated that she had no idea another tower was being planned for construction. There is a parking problem now and she objects to this application. 43. Howard Brewer, 1400 The Esplanade North, Unit 820, stated that he objects to this application. 44. A resident of 1400 The Esplanade North, Unit 822, stated that she objects to this application. 45. Wallace Lee, 1400 The Esplanade North, Unit 627, stated that he objects to this application. 46. Laurie Hills, 1400 The Esplanade North, Unit 301, stated that she objects to this application. 47. Fred Hector, 1400 The Esplanade North, Unit 304, stated that the parking situation in the garage is getting worse and he objects to this application. 48. Ruby McDonnell, 1400 The Esplanade North, Unit 222, stated that she objects to this application. 49. Sheila Hodgson, 1400 The Esplanade North, Unit 216, stated that she objects to this application. 50. Joyce Keeting, 1400 The Esplanade North, Unit 516, stated that she objects to this application. 51. Audrey Lucas, 1400 The Esplanade North, Unit 510, stated that she objects to this application. 52. Gladys Bowler, 1400 The Esplanade North, Unit 100, stated that she objects to this application. - - 5 - - 53. Ruth Lickley, 1400 The Esplanade North, Unit 111, stated that she objects to this application. 54. R.D.N. Prichard, 1400 The Esplanade North, Unit 620, stated that he objects to this application. 55. Peggy Parker, 1400 The Esplanade North, Unit 112, stated that she objects to'this application. 56. Elio Zoffranieri, representing the applicant, stated that he has noted the complaints abut the shortage of parking, however, there are 32 unsold spaces in the Casitas and 4 unsold spaces in the Millennium West tower. This meeting is the first he had heard about concerns about safety and noted that the largest unit in the Millennium East tower is 2,100 square feet. The recreation facilities were marketed with the understanding that all facilities are in the process of being built and Tridel is planning on increasing the number of recreation facilities. The property values of the Casitas have increased over the years in accordance with other sales in the area. He will consider all comments and concerns that were made at this meeting. 57. Ron Taylor, Planner I, stated that the names of all speakers have been noted and staff will review all comments and a Report to Council will be prepared. 58. June Kay, 1400 The Esplanade North, Unit 508, inquired into the amount of hectares for each phase of the Tridel development. (II) ZONING BY-LAW AMENDMENT APPLICATION A 10-00 BRYDALE DEVELOPMENTS (PICKERING) INC. PART OF LOT 1, PLAN 819 (NORTH SIDE OF GRAYABBEY COURT, WEST OF FAIRPORT ROAD) 1. Lynda Taylor, Manager, Current Operations Division, provided an explanation of the application, as outlined in Information Report#08-00. ,2. Andree Baillargeon, 1906 Fairport Road, stated that when the original subdivision was designed, there was some concern about open space and the top-of-bank was to be established by the TRCA. The design of this draft subdivision indicates that there will not be a ten metre setback from top-of-bank. She noted that there is a stand of trees at the top-of-bank that will be protected if there is a ten metre setback. She further noted that the development of Lot 2 to the south encroached of the ten metre top-of-bank setback and she is concerned that this will happen again. She supports the planned 12 metre frontages. 3. James Dugovich slated that he is a prospective buyer of a lot in this draft plan and inquired into the top-of-bank and the hazard lands. He asked who the land was purchased from and stated that he is concerned that land is privately held but is regulated by the TRCA. He asked for a background on the development process. • i .
