HomeMy WebLinkAboutSeptember 7, 1998 STATUTORY PUBLIC INFORMATION MEETING MINUTES • A Statutory Public Information Meeting was held on Thursday, September 17, 1998 at 7:00 p.m. in the Council Chambers. PRESENT: Councillor D. Pickles - Chair ALSO PRESENT: C. Rose - Manager, Policy Division J. Cole - Planner 2 A. Smith - Planner 2 D. Kearns - Committee Coordinator The Manager, Policy Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. (I) DRAFT PLAN OF SUBDIVISION 18T-98009 ZONING BY-LAW AMENDMENT APPLICATION A 15/98 CARRAVAGGIO & GAMISCH PART OF LOTS 3 & 4, PLAN 819 (WESTSIDE OF FAIRPORT ROAD, OPPOSITE BONITA AVENUE) 1. Jeff Cole, Planner 2, provided an explanation of the application, as outlined in Information Report#28/98. 2. Kevin Tunney, representing the applicant, noted Jeff Cole's comments and advised that he would be willing to meet with the residents to discuss their concerns. 3. Jim Dyke, Member of the Waterfront Task Force, stated his concern regarding the watercourse and questioned if the watercourse was to be piped. He advised that rehabilitation of the watercourse would be welcome. 4. Scott Staples, 1906 Fairport Road, Member of the Waterfront Task Force, stated that it was obvious from the storm, which occurred in July, that additional development in this area cannot be handled by the watercourse as the concrete piping could not handle the amount of water at that time. He added that the size of lots is also a concern. He questioned if there is any intention in having reverse frontage lots. 5. Janice Freund, 1915 Spruce Hill Road, stated her concern with regards to access to private residences from the proposed public walkway. She also stated her concern with respect to affect further development will have on the large wildlife population, the quantity of homes proposed, and the impact on the environment. 6. Craig Castle, 1910 Fairport Road, stated that he feels the size of lots proposed compromises the present residential area. He stated his concern that further development will affect the watercourse. 7. Kevin Tunney, representing the applicant stated that an additional 50' has been added to the top of bank which should lessen the impact of the development on the watercourse. He also advised that the size of lots will vary between 45' to 50'. 2 (II) REGIONAL OFFICIAL PLAN AMENDMENT APPLICATION 98-006/D ZONING BY-LAW AMENDMENT APPLICATION A 16/98 1153808 ONTARIO LIMITED (GENTRA CANADA INVESTMENTS INC.) (METRO EAST TRADE CENTRE) PART OF LOT 18, CONCESSION 1 1. Adrian Smith, Planner 2, provided an explanation of the application, as outlined in Information Report#27/98. 2. Mark Noskiewicz, lawyer for the applicant, introduced the team that was present. He advised that the Metro East Trade Centre was constructed 13 years ago and Gentra took it over 2 years ago. He advised that they are willing to work with the community on this proposal. 3. Peter Smith, representing the applicant advised that a study was undertaken to see if retail uses were compatible with the area. This proposal provides for large retail uses as well as maintaining the present Trade Centre. A market impact study reveals that this type of use is needed. Transportation improvements will be made for both the facility and the residents. 4. Wilfred Sargent, 1812 Bainbridge Drive, questioned if this proposal provides for access to Bainbridge Drive and also asked if hotels or high density residential could occur. 5. Jacob Weiss, co-owner of the strip plaza adjacent to the property in question, stated his opposition to the proposal. He stated that the area cannot support any more retail business and a food store is not suitable. There is not enough residential growth in the area to support further retail development. 6. Terry White, 1547 Marshcourt Drive, representing the Brock East Community Association, outlined concerns regarding: intensity of use, traffic congestion, control and containment of garbage, impact on landscape, and outside storage on site. He advised that since the flea market as been extended to include Saturdays, the above concerns have all increased 100%. He questioned parking requirements, stormwater management, if a buffer is being provided between the facility and residential area, and are outdoor activities part of this application.. 7. Raul Romeiro, 1879 Larksmere Court, stated his concern with respect to the increased traffic and pollution. He questioned if the barrier behind the Trade Centre will be extended to Pickering Parkway. 8. Todd Brown, representing Loblaws properties, stated that amendments will expand uses on the site. He wished to reiterate the objections already submitted. 9. Sylvia Spencer, 771 Sheppard Avenue E., stated that there is no greenery in the area. She questioned that if the buffer is removed what will the residents be given in return. She asked why a walkway could not be built between the Metro East Trade Centre and the adjacent strip plaza. 10. Karen Elliott, representing Jade Seas properties, advised that they have no objection to the application. 11. Wilfred Sargent, Bainbridge Drive, stated that traffic lights at the intersection of Bainbridge Drive and Hwy. 2 will cause more congestion and encourage travelers to take Bainbridge Drive. 12. Harry Kitchler, Steele Valley Developments, stated their support of the application. 3 13. . Jeff Yetman, 1915 Denmar Road, #60, President of the Board of Directors, requested that the traffic study include Denmar Road. He questioned if fencing or hedging would be placed on the property to catch garbage from the facility. He also asked if restrictions will be put in place to ensure that all activities are contained within the building and not spill out onto the parking lot, once the flea market space as been decreased. He added that he would not like to see the corner retail uses become 24 hour coffee shops. He also stated his concern with the height of the proposed corner retail. 14. Peter Smith, representing the applicant, advised that the application does not seek hotel or residential uses or access to Bainbridge Drive. He also stated that they have received a lot of interest for retail uses on this site. Traffic is a concern and will be addressed comprehensibly. More detail concerning landscaping will be provided in the site plan. 15. Chris Middlebrow, Traffic Consultant, advised the connection to Bainbridge Drive will not be recommended and consideration will be given to other proposals in the area. Infilling on Bainbridge, Marshcourt and Denmar will be addressed, a number of improvements will be recommended and parking standards will be looked at. 16. Catherine Rose, Manager, Policy Division, advised that the area was identified as an underutilized area. Impact on the community will be addressed, the community will be involved in the discussions and reports will be made to the public. (III) ADJOURNMENT The meeting adjourned at 9:00 p.m. .
