A Statutory Public Information Meeting was held on Thursday, August 6, 1998 at 7:00 p.m. in
the Council Chambers.

The Manager, Current Operations Division, provided an overview of the requirements of the
Planning Act and the Ontario Municipal Board respecting this meeting and matters under
consideration thereat.
(I) ZONING BY-LAW AMENDMENT APPLICATION A 14/98
PETRO - CANADA
PART OF LOT 18, CONCESSION
(SOUTHEAST CORNER OF KINGSTON ROAD AND BROCK ROAD)
1. Cathy Ferguson, Planner 2, provided an explanation of the application, as outlined in
Information Report #26/98. She corrected the package O.P. designation advising the
designation is Mixed Use Area- Mixed Corridor.
2. Bob Baddeley, representing the applicant (Petro Canada) stated that he can appreciate the
concerns voiced regarding `Papps' landmark. Rezoning for the car wash Is all that is
required otherwise they could proceed with the gas outlet.
3. David Steele, 966 Timmins Gardens, stated that Council have discussed the beautification
of Kingston Road for the past four years. He recommended uniqueness as seen in
Markham/Unionville, avoiding Americanization. He advised that four car washes already
exist in Pickering and this is an inappropriate site for another. He understands that as
long as zoning is met, this application is appropriate, but he advised that the residents do
care about the local entrepreneur Papps'. He urged Petro Canada representatives to meet
with Papps representatives.
4. Heather Robertson, 893 Modlin Road, advised that she has been dining at Papps for the
past eight years and what is proposed is unreasonable. She stated that traffic at the corner
is already unmeasurable and the J. & F. Waste application would increase this situation
further. Papps gives willingly to the community and is a United Way contributor. A
family restaurant is needed at this corner.
5. Councillor Pickles, advised that Council have objectives for Kingston Road. He stated
that he is aware of the landmark concerns of Papps and disappointed to learn the
restaurant may be displaced. He suggested the applicant take comments into
consideration.
6. Dan Anderson, 325 Dyson Road, has lived in Pickering for 17 years and continues to dine
at Papps. He hoped that Petro Canada would change their mind.

7. Ian Robertson, 893 Modlin Road, stated that the history of this corner is tragic and lights
were placed there for that reason. Sometime ago a boyscouts or guides van was
demolished at this corner. Consideration should be given to the fact that the Harwood
Ave. exit may be closed which may increase traffic along Kingston Road He would like
to see marketing figures to see what volume of traffic is needed to make it work. He
questioned where the water will come from for the car wash and are the clients local
residents or just passing through.
8. A resident of 79 Fieldnest Crescent, Whitby, advised that he has worked for the owner of
Papps for 13 years, the staff of this restaurant need their jobs.
9. Valerie Jones, 6 Gilmer Drive, Ajax, advised that she is the General Manager of Papps
and is speaking on behalf of 30 employees. There are a number of gas facilities along
Kingston Road but only one Papps.
10. Dave Carroll, 1218 Abbey Road advised that he has been a supporter of Papps for 22
years and asked that consideration be given to incorporating this business into a Petro
Canada facility.
11. A new resident of 1400 The Esplanade, Unit 416 stated that he has only been a resident of
Pickering for 3 weeks but that the reputation of Papps was already known to him. He
stated that he takes exception to the comment made by Mr. Baddeley that this would go
ahead if not for the car wash issue.
12. Susan Maloney, 1400 The Esplanade, Unit 415 stated that she moved here 24 years ago
and has followed this restaurant around whether under the name of the Big M on
Liverpool or the name Papps on Kingston Road.
13. Audrey Loaden, 2109 Theoden Court, advised that the Petro Canada facility is one of the
few full service remaining in the area and another car wash is not needed.
14. Joanne Gertsakis, 1050 Riverview Crescent advised that she has been a resident of
Pickering for 30 years. Hwy. 2 is becoming too commercialized, landmark is needed for
family service and atmosphere. Petro Canada should form a partnership with Papps and
retain family atmosphere.
15. A resident of 38 Fisher Crescent, Ajax, stated that Petro Canada are within their right to
do what they are doing but as a large corporation they have a moral right to encourage
smaller family businesses rather than driving out family businesses. He would like to see
Papps still around in the next 20 years for his kids.
16. A resident of 16 Carwin Crescent stated that there is a lot of development along Hwy. 2
and we do not need to lose a significant family facility. He requested that Papps be part
of the package, it is known throughout the area and is the history of Pickering.
17. A resident of 28 Hester Avenue, stated that it would be sad to see this family restaurant
go. It is a nice type of environment for families. Car washes are a dime a dozen like
donut shops.

18. Mr. Baddeley, representing the applicant (Petro Canada) stated that he met with
Chris from Papps a few weeks ago. He stated that he is not surprised at the
support but that business is business. He advised that they had problems finding
and with tenants for the restaurant until Chris took over in 1989 and has done a
super job. He stated that Petro Canada has been up front with their intentions for
the site and that the site presently is not reflective of today's corporate identity.
He would love to incorporate Papps into site but the property is not large enough.
He advised that Chris has spoken to the landowners of the adjacent site concerning
relocation. Petro Canada will consider opening up an access to the adjacent site to
assist in access to Papps. He advised that they appreciate the concerns mentioned
but they have an obligation to the share holders to provide a state of the art
gasoline retailing facility. He stated that they would review of economics of the
site and perhaps a portion of the site could facilitate full service.
19. Lynda Taylor, *the Manager, Current Operations Division, advised that those who
signed the sheet would be advised ten days prior to the Executive Committee date
for consideration of this matter. Staff position of this matter will be included in the
information.
