HomeMy WebLinkAboutAugust 7, 1997 STATUTORY PUBLIC INFORMATION MEETING MINUTES A Statutory Public Information Meeting was held on Thursday, August 7, 1997 at 7:00 p.m. in the Council Chambers. • PRESENT: Councillor S. Senis - Chair ALSO PRESENT: C. Rose -Manager, Policy Division L. Taylor -Manager, Current Operations Division The Manager, Current Operations Division, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration thereat. (I) REGIONAL OFFICIAL PLAN AMENDMENT APPLICATION 96-010 1. LOCAL OFFICIAL PLAN AMENDMENT APPLICATION 97-004/P ZONING BY-LAW AMENDMENT APPLICATION A 24/96 1121770 ONTARIO INC. (WESTWIND) PART OF LOTS 13, 14, 15 AND 16, CONCESSION 8 Cathy Rose, Manager, Policy Division, provided an explanation of the application, as outlined in Information Report#21/97. Ms. Rose further explained that Mr. Wilder's lands, shown as part of the subject property in Information Report#21, no longer forms part of the proposal. 2. Murray Carson,Ninth Concession Road, stated that he is the applicant and he originally intended to include Mr. Wilder's land but that this property is no longer involved. The name Westwind comes from the name given to one of Tom Thompson famous art pieces. The location of this proposed golf course is central and is services by Regional Roads and is close to other major arteries and centres. The proposal provides for a Bed and Breakfast and an Inn and will have sixteen units. There are three wells to serve the inn and clubhouse which are all lower than the surrounding wells. There will be parking spaces for 308 vehicles and the parking lot will be screened by evergreens. The subject lands are presently known as the Four Seasons Golf Course and technical reports are available for viewing at the Town's Planning Department. Any new development will be in keeping with the existing neighbourhood. 3. Michael Fobert, 2230 Ninth Concession Road, stated that he lives to the north of the subject property and does not operate a hobby farm as noted in the Planning Report. He has several concerns about traffic in that the proposed driveway to the subject lands is very close to his driveway and the hill in the area makes it unsafe when turning into drivewa Sideli ys. The entrance to the subject lands should be at the crest of the hill or on ne 12. He also expressed golf courses in the area, that construction has taken place over a very long time period and stated that he needs an understanding of the construction time • schedule for this site. - - 2 - - 4. Murray Carson,Ninth Concession Road, stated that he is concerned about traffic safety and noted that the hill in the area may need to be modified to provide for improved sight lines. He noted that no fairway is directly parallel to Regional Road 5 which is meant to enhance traffic safety. Minimum noise is generated from a golf course and trees buffer the golf course from Regional Road 5. There will be a need to monitor area wells during the construction process and ponds will be used to control storm water runoff. Retention ponds will also be used to enhance water quality. He noted that golf course are • environmentally sensitive and that more pollutants come from farming. 5. Chris Whillans,Ninth Concession Road, stated that he is not against good development but noted that Claremont is becoming surrounded by golf courses. He expressed a concern about his water supply and storm water runoff into Mitchell Creek and asked that the highest environmental criteria is applied to this development. He stated that a lot of work went into the preparation of the new Official Plan and noted that a golf course is often followed by a housing component and this should be kept in mind when approving • this application. 6. Peter Watson, 19 Meaver Drive, Whitby, stated that using golf courses is an important part of his life and noted that golf as a sport as taken off in the past few years. He supports this proposal because the plans for the golf course look good. 7. Ray Stickwood, 4780 Westney Road, stated that his property abuts the subject lands and he has no objection to the application. He stated that this golf course will be a development that Pickering can be proud of. 8. An unidentified resident stated that she owns property adjacent to Ray Stickwood and she has no objection to the application and felt a golf course allows the land to remain rural and keeps it green. 9. Murray Carson,Ninth Concession Road, asked residents to keep in mind that the golf course is only part of the proposal and the Country Inn is also an important aspect. 10. Councillor Sherry Senis asked Murray Carson to consider erecting a plaque on the subject lands recognizing it as Tom Thompson former residence. (II) ZONING BY-LAW AMENDMENT APPLICATION A 7/97 CANADIAN TIRE CORPORATION LIMITED PART OF BLOCK A AND B,PLAN M-998 (NORTHEAST CORNER OF LIVERPOOL ROAD AND KINGSTON ROAD) 1. Lynda Taylor, Manager, Current Operations Division, provided an explanation of the application, as outlined in Information Report#19/97. 2. Harold Kodors, representing the applicant, stated that Canadian Tire stores have been adding garden centres to their sites in order to remain competitive. There are no other options for the garden centre on the site until the store is replaced. - - 3 - - 3. Sylvia Spencer, 771 Sheppard Avenue, asked why the applicant didn't consider expanding up to a second floor instead of closing in the former storage area. She further asked how the Town defines a seasonal use; is it by specific dates or by specific months. She stated a concern on the impact of the loss of parking spaces on other commercial tenants. She asked if other stores could ask for these garden centres or Christmas tree sales. Parking should be kept close to the stores and covered with garden centres. These garden centres and other outdoor sales centres pose a possible fire hazard and there may be an impact of storm water runoff. She asked if there are other security measures for the garden centre other than fencing. 4. Harold Kodors, representing the applicant, stated that the parking lot the subject lands is oversupplied. The old garden centre was closed in to increase floor space and noted that a second storey does not provide for a good shopping experience. He would prefer the garden centre to be adjacent to the store but there is not sufficient room on the site to do this. (III) ZONING BY-LAW AMENDMENT APPLICATION A 12/97 HALLOWAY HOLDINGS LIMITED PART OF LOT 29, CONCESSION 1 (AMBERLEA SHOPPING CENTRE) 1. Lynda Taylor, Manager, Current Operations Division,provided an explanation of the application, as outlined in Information Report#18/97. 2. Sylvia Spencer, 771 Sheppard Avenue, stated that her comments are the same as noted in the previous application by Canadian Tire respecting the definition of seasonal use, loss of parking and keeping parking close to the stores. She asked how signage is handled and noted that it is difficult to maneuver on the site. 3. Councillor Maurice Brenner stated that several area residents have expressed a concern about this application. The residents are not concerned if the application is only for seasonal use but there is a concern if this leads to a permanent use and a reduction in parking is the result. • 4. Mortimer Phills, 1628 Arcadia Square, stated that he lives behind the subject lands and he is concerned about traffic safety issues. More particularly, he was concerned about noise, congestion and parking on the street if sites in the parking lot are lost. He asked if the height of the garden centre will be such that is will not be aesthetically pleasing. A garden centre will increase noise levels on the site and it may affect property values and pose safety concerns. New residents are just getting involved in the community and he is willing to work with the applicant on this proposal. 5. Councillor Maurice Brenner noted that the applicant is willing to meet with the area residents on this proposal before it goes to the Site Plan Advisory Committee. • - - 4 - - (IV) ZONING BY-LAW AMENDMENT APPLICATION A 16/97 THECA HOLDINGS LIMITED LOT 3, PLAN 407 • (NORTHEAST CORNER OF LIVERPOOL ROAD AND COMMERCE ST.) 1. Lynda Taylor, Manager, Current Operations Division, provided an explanation of the application, as outlined in Information Report #20/97. 2. Richard Ward, Box 5142, Claremont, is the applicant and had no comments to make on the application. 3. Sylvia Spencer, 771 Sheppard Avenue, asked why the principle of THECA Holdings is listed as unknown. She further asked if a home business will be permitted on the subject lands. 4. Don Leslie, representing the vendor of the subject lands, advised that the principle of THECA Holdings is Tom Totten of Austin Drive in Markham. He stated that it would be detrimental to orient houses onto Commerce Street with the side yards flanking Liverpool Road. Traffic is not great enough that the houses could not be oriented towards Liverpool Road. 5. Al Cameron stated that he owns the accounting office to the north of the subject lands and he is not sure if he supports this application because there are no pictures of the houses to be proposed. His business exposure will be reduced if the proposed houses are too close to Liverpool Road. There is presently a chicken wire fence separating his property from the subject lands and asked if the wood fence would be required. There is a traffic concern because there is a school in the area and there is traffic congestion when parents are picking up or dropping of their children. There is a lot of traffic on Liverpool Road and it is a concern because the lake, park and restaurant attract many people. He noted that he has security.lights in front of his building which may affect his new neighbours. He is concerned about a setback of only 1.5 metres and noted that the grades need to be examined.
