Subject: 2014 Municipal Election — Compliance Audit Committee Appointments

Recommendation:
1. That Council recommend the appointment of three individuals to the 2014
Municipal Election Compliance Audit Committee to review applications relating to
candidates' financial statements for the 2014 City of Pickering Municipal Election
from the list of applicants included as Confidential Attachment #1 to this Report;
and
2. That the City Clerk take the necessary action to give effect thereto.
Executive Summary: In April 2014, Council approved a Report and
recommendations that authorized the establishment of a City of Pickering 2014-2018
Municipal Election Compliance Audit Committee, comprised of 3 Committee members.
This Report will finalize the appointment process in order to ensure that the legislated
requirements of the Municipal Elections Act, 1996 (the "Act"), for the establishment of
the Compliance Audit Committee are met.
Financial Implications: The Terms of Reference, as approved for by Report CLK 03-
14, outline remuneration costs for appointed members. Remuneration and any other
costs associated with the operation of this Committee will be allocated through the
Budget process.
Discussion: The Act, as amended by Bill 212, requires that every municipality appoint
a Compliance Audit Committee prior to October 1, 2014. This Committee is responsible
for reviewing applications that challenge City of Pickering election candidates' financial
statements from the 2014 Municipal Election. Committee members must possess an in-
depth knowledge of the campaign financing rules of the Act. Additional selection criteria
included proven analytical and decision-making skills, experience working on a
Committee, task force, or a similar body and excellent oral and written communication
skills.
Through an open recruitment process, the City Clerk received eight (8) qualified
individuals for appointment to this Committee. In order for this process to be viewed as •

independent, transparent and non-political, the City Clerk has prepared a confidential
summary of the prospective candidates for use by Council in making their appointment.
Under the Act, the City Clerk is responsible for the recruitment of Committee members
and also responsible for the establishment of administrative practices and procedures,
and to ensure that'applications are addressed by the Committee in an effective manner.

Municipal Act and the City's Procedural By-law 7212/12, the attachments to
Report CLK 05-14 relate to personal matters about identifiable individuals.
