Subject: Supply and Delivery of One New 2015 Model Pumper Rescue Fire Truck

Recommendation:
1. That Report FIR 02-14 of the Fire Chief regarding the supply and delivery of one 2015
model year pumper rescue fire truck be received;
2. That proposal No. RFP-07-2014 submitted by Safetek Emergency Vehicles Ltd. for
the supply and delivery of one 2015 pumper rescue fire truck in the amount of
$642,066.00 (HST included) be accepted;
3. That the total gross project cost of$800,266.00 (HST included), including the
proposal amount and other associated costs, and the total net project cost of
$720,664.00 (net of HST rebate) be approved; •
4. That Council authorize the Division Head, Finance &Treasurer to finance the project
as provided for in the 2014 Capital Budget as follows;
a) the sum of$36,033.00 to be funded from property taxes;
b) the sum $684,631.00 to be funded from the Development Charges Reserve Fund-
Fire; and
5. Further that the appropriate City of Pickering Officials be authorized to take the
necessary action to give effect hereto.
Executive Summary: As approved in the 2014 capital budget, this new pumper rescue
fire truck will be used to enhance the level of service for the Duffin Heights community. The
Duffin Heights area has grown from a few homes on Brock Road to its' current size of over
660 homes. Residential development will continue in this area with the possibility of having
approximately 1,700 residential units.
Upon review of the proposals received, the proposal that best met the City's requirements
and specifications is being recommended. Safetek Emergency Vehicles Ltd. was the
highest ranking proponent and also had the lowest price.

This truck will also be required to be custom fitted with the necessary rescue tools and fire
hoses in order to ready it for service. As noted above, a portion of the unspent funds will be
required for the purchase of this equipment.
Discussion: City of Pickering Fire Services Department currently uses a fleet
of fire apparatus to perform fire suppression related duties throughout the City. This 2015
model pumper rescue fire truck will be utilized in the Duffin Heights area. This area has
grown from a few homes on Brock Road to its' current size of over 660 homes in the past

few years. There will also be future additional development in Duffin Heights, it is projected
to begin in early 2016 and have as many as 1,700 residential units by the time it is
completed.
Specifications for this pumper rescue fire truck were compiled by analyzing previous
purchases, reviewing other municipalities specifications and in consultation with Fleet
Services personnel, the Fire Chief and the Pickering Fire Services truck specification
committee.
From an environmental standpoint, the engine powering this new pumper rescue fire truck
meets the Environmental Protection Agencies (EPA) 2014 emissions and fuel efficiency
standards. This will significantly reduce the amount of harmful emissions created by the
operation of this vehicle as well as provide increased fuel economy.
This vehicle will also be equipped with the latest in passenger safety technology including
advanced roll over protection, front and side impact supplemental inflatable restraints and
data logging.
Request for Proposals RFP_No. RFP-7-2014 was issued May 20, 2014 and closed on June
18, 2014. Six companies were contacted and invited to participate and an advertisement
was placed on the City's website to generate interest. Four companies submitted proposals
for this vehicle, one company submitted two proposals and one company was unable to bid.
Proposals were evaluated by a committee made up of the Fire Chief, the Deputy Fire Chief
and the Supervisor- Public Works Administration on June 24, 2014 in the boardroom at the
Operations Centre. The proposals were ranked by each individual according to the selected
criteria, experience and qualifications, quality of construction, conformance to
specifications, ergonomics, service availability, warranty, and price. A combined average
score for each proposal was determined and Safetek Emergency Vehicles Ltd. is the
highest ranking proponent and the lowest cost. Therefore Fire Services recommends the
acceptance of proposal No. RFP-07-2014 submitted by Safetek Emergency Vehicles Ltd. in
the amount of$642,066.00 (HST included) and that the total net project cost of$720,664.00
(net of HST rebate) be approved.

Request for Proposals were invited from six:(6) companies and was posted on the City website.
One (1) addendum was issued. Four. (4) companies.have:submitted proposals by the closing
date and time.
Reference: Part 3, Evaluation of Proposals
The City will conduct the evaluation of proposals in the following three (3) stages.:
3.2.1 Stage 1 .
Stage I will consist of a review to determine which proposals comply with all of the mandatory
requirements. Proposals failing to satisfy the mandatory requirements as of the Submission Date
will.be provided an opportunity to rectify any deficiencies. Proposals failing to satisfy the
mandatury requirements as of the Rectification Date will be excluded from further consideration.
Two rectifications were requested and received and all proposals will proceed to Stage II,
3.2.2 Stage 11 .
Stage II will consist of a scoring by the City of each qualified proposal on the basis of the rated -
criteria.
3.2.3 Stage 111
Stage Ill will consist of a scoring of the pricing submitted. The evaluation of price will be
undertaken after the evaluation of mandatory requirements and any rated requirements has been
completed.

Further to the memo of June 20, 2014, the Evaluation Committee has completed its Stage II
review consisting of the evaluation of Rated Criteria. A copy of the Evaluation Committee
Summary of Average Scores form is attached.
An Evaluation Committee meeting was held Tuesday, June 24, 2014 at 2:00 p.m. and a combined •
average score for the proposals received was determined. The combined average score of the
proposal then proceeded to Stage III of the evaluation process. Stage ill consists of a scoring of
the price submitted. At the conclusion of Stage III, all scores from.Stage II and Stage III of
proposals have been added together.
During Stage IV— Cumulative Score - all scores were combined and in accordance with Part3—
Evaluation of Proposals, Item 3.2.4, at the conclusion of Stage III, all scores from Stage II and
Stage III were combined providing a highest ranking proponent.
Safetek Emergency Vehicles Ltd. is the highest scoring proponent with a price of$642,066.00
(HST included)for the provision of one Rescue Pumper Fire Truck.
In accordance with Purchasing Policy Item 06.12, where the compliant quotation meeting
specification and offering best value to the City is acceptable or where the highest scoring
proposal is recommended and the estimated total purchase price is over$125,000.00, the
Manager, may approve the award, subject to the approval of the Director, Treasurer, CAO and
Council.
