3.0 New Business
4.1) Heritage Permit Application – 489 Whitevale Road
C. Celebre provided an overview of the heritage permit
application submitted by Lloyd and Marion Thomas for the
property municipally known as 489 Whitevale Road. She noted the applicant was present to answer any questions.
C. Celebre provided members with background information
regarding the application, noting the removal of the rear additions
and a new one storey addition with a walkout basement. The addition will also include a screened in porch and deck on the
south and west elevations.
C. Celebre noted the applicant had recently provided revised
plans and they were circulated to the Committee. The revisions included changes to the cladding to a wood siding painted to
match the existing colour of the house, proposed aluminum
windows with simulated divided lights, additional windows and a
detail to the connection to the new addition. She noted the
revisions were in keeping with the consultant’s recommendations. C. Celebre noted that the application is also in keeping with the
district as well as the district guide, and stated that staff have no
objections to the application. She also noted this was the first
application being processed under the new process, wherein she
will work with the CBO to ensure the heritage permits match the building permit plans and to keep the inspectors informed.
A brief discussion period ensued.
Moved by E. Mason Seconded by C. Sopher
That the Heritage Pickering Committee supports the
recommendations as contained in Heritage Permit application for
489 Whitevale Road, as well as revisions submitted.

benefit the most from. Suggestions were made such as how to
conduct title searches at the Registry Office. J. Van Huss noted she had received information from Brampton through Bert
Duclos, with respect to information on how to conduct searches.
She also noted she would contact the Library for a possible
training session on this. It was questioned whether the
Committee could obtain an articling student to assist in research or possibly contact John Sabean to conduct training.
Discussion ensued with respect to conducting research at the
Registry Office, noting difficulties with respect to information
being kept in various locations, the content of the information and difficulty in reading some of the hand written notes on microfiche.
Another suggestion for training purposes was the recognition of
various architectural styles. The need to identify details in
drawings was recognized to better assist members when reviewing applications and making recommendations on
applications.
M. Sawchuck noted he would identify some courses and come
back to the next meeting with suggestions.
J. Van Huss noted she would continue to contact the Library in
order to set up a session to obtain assistance with respect to the
website. D. Joyce noted she would be available the second
week in May to assist.
J. Van Huss explained the extension of the deadline to provide
photos for the register. Discussion ensued with members noting
the properties they had been able to photograph to date. E. Mason also noted it was beneficial to work in pairs. D. Joyce noted some difficulty in getting clear shots. Councillor Rodrigues
suggested placing notes in mailboxes with contact information to
seek permission to attend the property to take the photos.
W. Jamadar indicated he had photographed half of the properties on his list, noting difficulty with respect to visibility. He
questioned whether to take the photos first, then fill in the
spreadsheet. He also advised that he has obtained all the dates
of construction on the properties assigned and will update the spreadsheet and forward to M. Sawchuck.
M. Sawchuck provided an overview of uploading photos onto the
Flickr account, explaining the steps, noting the most recent photo
will be at the top. It was noted that if you take a photo of the street name first, then the building, it would make arranging them alphabetically much easier. M. Sawchuck also noted that when

you are out taking photos, if you come across property that is not
on the list, photograph it anyway, and the Committee can decide later on whether to add it to the register.
M. Sawchuck stated that once the information is entered, you can
forward it to him and he will compile everything. He also noted
the importance of trying to get out prior to the leaves coming out on the trees, for better unobstructed photos. He also asked that
members try to get at least one photo that captures the entire
building. E. Mason noted that if you take the house # first, then
the building, you will be able to keep all the buildings straight.
C. Sopher noted he was still looking into the plaque program and
would provide an update in June.
J. Van Huss noted she had attended the public open house for
the Cultural Strategic Plan. She noted attendance was poor, which could have been partly due to insufficient advertising.
J. Van Huss provided members with an overview of the heritage
workshop held in Gravenhurst, which she had attended along
with C. Celebre and L. Roberts. The workshop dealt with designation by-laws, as well as the relationship between Council,
property owners and developers as well as the heritage permit
system. She noted some good suggestions were made with
respect to advertising, such as providing information through the
Farmer’s Market, as well as providing information brochures in various locations.
5.0 Correspondence
J. Van Huss provided members with a copy of the letter of
appreciation which had been forwarded to Mattamy Homes on behalf of the Committee as well as the Pickering Museum Village
with respect to the dismantling of the barns.
6.0 Other Business
Councillor Rodrigues noted the designation by-law had passed at Council for the property at 2865 Sideline 16, “Walter Percy
Property”).
Discussion ensued with respect to approaching the media for
coverage of this event. Councillor Rodrigues noted he would approach the media, and C. Celebre noted she could assist with
providing the information.
J. Van Huss asked members if there was any objection to
changing the next meeting date to Thursday, May 29th, as C. Celebre would not be available on the 22nd.
