That Report CS 37-12 of the Director, Community Services regarding the installation of all-way stop control at Krosno Boulevard and Annland Street, and a proposed amendment to the municipal traffic and parking by-law 6604/05 be received; 2. That the attached draft by-law be enacted to amend Schedule "7" to By-law 6604/05 to provide for the regulation of stop signs on highways or parts of highways under the jurisdiction of the Corporation of the City of Pickering, specifically to address the proposed installation of all-way stop controls at the intersection of Krosno Boulevard and Annland Street. Executive Summary: In September and October 2011 area residents expressed concerns related to vehicular speeding and conflicts as well as sightlines along Krosno Boulevard from Liverpool Road to Fanshaw Place. In response to these concerns City staff completed a traffic study in December 2011 and January 2012. The traffic study found that the intersection of Krosno Boulevard and Annland Street met municipal warrants for all-way stop controls based on vehicular and pedestrian volumes. Community consultation with area residents was then completed with 33 of 35 responding residents in favour of all-way stop controls. Based on the traffic study and the community consultation, Engineering Services staff recommends that the municipal Traffic By-law 6604/05 be amended to reflect an all-way stop condition at Krosno Boulevard and Annland Street. Financial Implications: The addition of stops signs, advance warning signs and stop bar pavement markings can be accommodated within the Roads current budget. The traffic study consisted of the following: • Collection of traffic volumes and speed on Krosno Boulevard at two separate locations between Liverpool Road and Fanshaw Place • Collection of traffic and pedestrian volumes at the intersection of Krosno Boulevard and Annland Street • Completion of a municipal all-way stop warrant at the intersection of Krosno Boulevard and Annland Street • Observations of vehicle and pedestrian behaviour on Krosno Boulevard and on Annland Street • Review of sightlines on Krosno Boulevard, particularly at the bend between Liverpool Road and Annland Street • Review of existing pavement markings and signage in the area • The traffic study found that the intersection of Krosno Boulevard and Annland Street met municipal warrants for all-way stop controls based on vehicular and pedestrian volumes. Also, an all-way stop condition would be beneficial in assisting pedestrians at the intersection that cross at the school crosswalk. Community Consultation with area residents commenced on May 14, 2012. A letter from City staff was sent to approximately 200 homes surrounding the intersection and provided area residents with an opportunity to review the proposed all-way stop location and invited them to submit comments and/or suggestions, as well as to indicate their support or opposition. Comments were asked to be submitted by June 1, 2012. The consultation generated 35 replies, which represents a response of 17.5 percent of the homes. From the 35 replies 33 were in favour of the all-way stop control and two were opposed. Based on the traffic study and the community consultation, Engineering Services staff recommends that the municipal Traffic By-law 6604/05 be amended to reflect an all-way stop condition at Krosno Boulevard and Annland Street. Whereas, By-law 6604/05, as amended, provides for the regulating of traffic and parking on highways, private property and municipal property within the City of Pickering; and Whereas, it is deemed expedient to amend Schedule 7 to By-law 6604/05 to provide for the regulation of stop signs on highways or parts of highways under the jurisdiction of the Corporation of the City of Pickering. Now therefore the Council of The Corporation of the City of Pickering hereby enacts as follows: • 1. ''Schedule 7 to By—law 6604/05, as amended, is hereby further amended thereto by the following: Schedule 7 Stop Signs Column 1 Column 2 Highway Compulsory Stop Facing Traffic Add • Krosno Boulevard @ Krosno Boulevard, eastbound and westbound Annland Street " y-law No. - Page 2 2. This By-law shall come into force on the date that it is approved by the Council of The City of Pickering and when signs to the effect are installed.
