Subject: Proposed All-way Stop, Dersan Street and Tillings Road
Amendment to By-law 6604/05

Recommendation:
1. That Report CS 36-12 of the Director, Community Services regarding the
installation of all-way stop control at Dersan Street and.Tillings Road, and a
proposed amendment to the municipal traffic and parking by-law 6604/05 be
received;
2. That the attached draft by-law be enacted to amend Schedule "7" to By-law
6604/05 to provide for the regulation of stop signs on highways or parts of
highways under the jurisdiction of the Corporation of the City of Pickering,
specifically to address the proposed installation of all-way stop control at the
intersection of Dersan Street and Tillings Road.
Executive Summary: The intersection of Dersan Street and Tillings Road is
currently controlled by two-way stop control with stop signs on the north and south
approaches of Tillings Road. Residential development north of the Operations Centre is
scheduled to have occupancy beginning in July 2012 and traffic volumes are expected
to increase substantially on Tillings Road once residents start to move in. As part of the
development application and approval, a Traffic Management Plan was submitted to the
City by the developer. The Traffic Management Plan recommended the two-way stop
control on Tillings Road be switched to Dersan Street due to the anticipated increase in
traffic volumes. City staff however feels that this intersection would be better served in
the longer term as a permanent all-way stop condition, and not as a two-way stop
control. Therefore, it is recommended that the municipal Traffic By-law 6604/05 be
amended to reflect an all-way stop condition at the intersection of Dersan Street and
Tillings Road.
Financial Implications: The addition of stops signs, advance warning signs and stop
bar pavement markings can be accommodated within the Roads current budget.

Discussion: Dersan Street is an east-west roadway that spans from Brock
Road at the east limit, to the City of Pickering Operations Centre at the west limit.
Tillings Road is a north-south roadway, with currently only one residential dwelling to
south of Dersan Street, and residential subdivision development ongoing north of
Dersan Street. The intersection of Dersan Street and Tillings Road is currently
controlled by two-way stop control with stops signs on the north and south approaches
of Tillings Road.
Residential development north of the Operations Centre will begin to have occupancy in
July 2012. Both roadways, Dersan Street and Tillings Road (north of Dersan Street),
have recently been reconstructed to support the development. Traffic volumes are
expected to increase substantially on Tillings Road once residents start to move in. As
part of the development application and approval, a Traffic Management Plan was
submitted to the City by the developer. The Traffic Management Plan recommended the
two-way stop control on Tillings Road be switched to two-way stop control on Dersan
Street due to the anticipated increase in traffic volumes on Tillings Road.
To safely switch stop control from one direction to another, it is a provincial guideline for
the intersection to first be made into an all-way stop for a period of at least two months.
This will allow time for drivers to adjust to the stopping condition on Dersan Street
before removing the stop control on the Tillings Road. City staff however feels that this
intersection would be better served in the longer term as an all-way stop control, and
not as a two-way stop control, due to the volume of traffic at the intersection, and type of
traffic entering and exiting the Operations Centre.

Therefore, Engineering Services staff recommends that the municipal Traffic By-law
6604/05 be amended to reflect an all-way stop condition at the intersection of Dersan
Street and Tillings Road.

The Corporation of the City of Pickering
By-law No.
Being a By-law to amend By-law 6604/05
providing for the regulating of traffic and
parking, standing and stopping on highways
or parts of highways under the jurisdiction of
the City of Pickering and on private and
municipal property.
Whereas, By-law 6604/05, as amended, provides for the regulating of traffic and parking
on highways, private property and municipal property within the City of Pickering; and
Whereas, it is deemed expedient to amend Schedule 7 to By-law 6604/05 to provide for
the regulation of stop signs on highways or parts of highways under the jurisdiction of
the Corporation of the City of Pickering.
Now therefore the Council of The Corporation of the City of Pickering hereby enacts as
follows:

first, second and third time and finally passed this 9th day of July, 2012.
