1.0 Welcome T. Besso welcomed everyone to the meeting and introductions were made for the new members in attendance. T. Besso informed the Committee the purpose of this meeting was to
make a determination on property located at 560 Park Crescent. T. Besso welcomed guest Alex Newman to the meeting, a family member and one of the beneficiaries of 560 Park Crescent.
2.0 560 Park Crescent A detailed discussion period ensued with respect to the Park Crescent, the best options for protecting the house what action could be taken as a Committee information
on the property was provided as follows: • dates back to the 1800’s sometime between 1796 and 18 • consists of approximately 12 acres Heritage Pickering Advisory Committee Main Committee

the northern piece was developed with 60’ lots for detached dwellings • 560 Park Crescent is currently being lived in by a Newman family member • important family in the history of Pickering
• worthy of pursuing a designation • John Sabean has completed some research to date • currently R3 zoning • property is currently being handled by a trustee • trying to determine when
the residence was built – possibly prior to 1832 • could be one of the first dwellings in Pickering Neil Carroll, Director of Planning & Development and Isabelle Janton, Planner II provided
aerial photos of the property and passed around more detailed photos of the stone house. N. Carroll noted that the Committee should be cautious with the amount of land it may recommend
be included in the designation, as this would likely be of concern to the owner and influence their position respecting any designation action. M. Sawchuck noted that if Council were
to approve a Notice of Intent to Designate, the powers of Section 29 of the Ontario Heritage Act would be in effect immediately for the property, which would enable time for additional
research to be completed in order to move forward with a designation. The Committee has to feel it is worthy of designation and be able to relay to Council why this property is of significant
heritage value. He noted the majority of time would be with the research. It was noted that John Sabean had conducted research on this property approximately 5 or 6 years ago, but it
was not completed. Discussion ensued on the importance of doing an internal review on the house, but it was noted there may be difficulty in gaining access. Alex Newman indicated she
had some pictures of the interior of the home, and could also describe some of the attributes as she had lived there for 19 years. J. Mehak also noted she had viewed the interior of
the home and noted it had two original fireplaces, original wainscoting and plank floorboards.

required in order to put together an intent to designate. The location of the land is significant and attractive for development purposes and is currently zoned residential . A determination
would need to be made with respect to the amount of land that would remain with the house, as this could be a concern with potential developers, who would need to be aware of the lot
area surrounding the stone house that would be held back from development. The designation report will also address the heritage value of the lands surrounding the house. Neil Carroll
explained that a future developer could submit a plan under existing R3 zoning or apply for re-zoning under the Planning Act. Further discussion ensued with respect to lot severance,
Provincial easements and how the structure could fit into future development plans. The Committee reviewed the maps to get a better understanding of the scale. Comments from Committee;
• property has significant heritage value • should move forward quickly with the intent to designate • need time to obtain photos • determine what details are required • confirm John
Sabean’s assistance Moved by D. Quaife Seconded by M. Sawchuck 1)That the Director, Planning & Development be requested to authorize an expenditure from the Heritage Pickering budget
for the hiring of a consultant to undertake a historical evaluation of the property located at 560 Park Crescent; and 2) That John Sabean or other qualified consultant be approached
to prepare a quotation to undertake this work. Carried Further discussion ensued with respect to obtaining a consultant, determining how much research has been completed, and the timeframes
for the submission of a report for Council endorsement.

historical evaluation report be prepared for submission to Council for the purpose of obtaining Council approval for an intent to designate 560 Park Crescent pursuant to Section 29 of
the Ontario Heritage Act. Carried Neil Carroll noted that he would speak with the City Chief Administrative Officer to seek approval for a report to go directly to Council and advise
the Committee Chair of the outcome. It was suggested members attempt to determine the date when the home was built through the Land Registry Office. L. Roberts noted the letter to waive
the tariff fees at the registry office had just been received and she would forward this electronically to the members. M. Sawchuck noted he could compile a draft description of the
property for the regular meeting of Heritage Pickering to take place next week. He noted the need to know know the configuration of the property to be retained with the building before
going to Council. He noted he would research the process on this in order to move forward. N. Carroll to action L. Roberts to action M. Sawchuck to action 3.0 Next Meeting/Adjournment
