1. Welcome ZH Z. Horne welcomed members to the meeting and introduced Tim Moore, Chief Building Official, City of Pickering. 2. Built Environment Standards All T. Moore provided an overview
of the process of site plan review for the Committee. Discussion ensued with respect to the City’s role and corresponding Building Code legislation. • The Committee is to compile their
comments for the Built Environment Standards and submit to the Ministry by October 16, 2009. • • The government has already stated the difficulties associated with enforcing and regulating
housing and retrofits. • Municipalities should be lending themselves to either new housing that is accessible or can be made accessible (i.e. not walk up townhouses). • As a whole, T.
Moore believes that the Built Environment Standards contain some great ideas, but that it tends to read more like a “wish list” and municipalities may encounter difficulties when enforcing
these prescriptive
Page 2 CORP0228—2/02 application regulations. • T. Moore will not be officially commenting on the Built Environment Standards on behalf of the City of Pickering, but is in support of
policies that support accessibility and will recommend that changes to this effect are reflected in the Building Code. • T. Moore would like the Committee to feel free to contact him
if they notice barriers in the community. • T. Moore to email internal and external building code checklist to members for their review. • A question and answer period ensued. • Members
to email their comments on the Built Environment Standards to Z. Horne and P. Noronha-Waldriff for the October 16th deadline. T. Moore to action All members to action 3. Adoption of
Minutes – June 24, 2009 All Moved by Kelly Collins Seconded by Keith Falconer That the Minutes of the June 24, 2009 meeting be adopted. CARRIED 4. Site Plan Review All Z. Horne provided
an overview of her suggestions to the following site plans and noted that it would be preferable to be be able to see a standardized approach to site plans. S 14/98 – Montessori Learning
Centre • The accessible parking spaces are surrounded by a curb and there are no exits toward the buildings. • The accessible walking/wheeling path from accessible parking is not shown.
• To assess the accessibility of this proposal, PAAC needs to review detailed plans of all layouts. • The parking spaces and accessible parking spaces are not numbered or labeled on
this plan. • All accessibility related signage including directional signage should be marked. • All detailed plans for future review regarding accessibility related issues should be
presented. S 18/00 -Word of Truth Christian Centre • The number of accessible parking spaces should be increased from 3 to 4. • The main entrance is accessible should be clearly
Page 3 CORP0228—2/02 marked. Directional signage toward accessible entrances on West side of new building should be considered. • One new accessible parking space instead of a regular
parking space on the West side of new building should be considered. • Details of accessible entrance and grades should be shown. • The use of Berberis Thunbergii shrub close to the
accessible spaces and walking path from south parking spaces to the West side entrances should be reconsidered. The Berberis shrub is a very spiky and dangerous plant and more people-friendly
shrub should be used in its place. • Accessible parking spaces should be numbered and labelled. • All the accessibility related signage including directional signage should be shown.
• All detailed plans for future review regarding accessibility related issues should be presented. S 20/88 -Purdue Frederick Inc. & Purdue Pharma • To increase the number of accessible
parking spaces from 4 to 8. • To clearly mark the main accessible entrance of each building. • To consider relocating accessible parking spaces close to accessible entrances. • To clearly
mark the accessible entrances. L. Harker to ensure that Site Plan names are placed in the agendas and minutes. L. Harker to action 5. Other Business All • Councillor Littley discussed
the accessibility of Pickering trails. Not every recreational experience can be made accessible, but modifications and accessibility elements may be made to existing trails to allow
most to participate. • Councillor Littley described her role on the Standards for Trail Surface Committee, which includes the review of standards for trail surfaces and will report back
to the Committee on their progress. • Councillor Littley would like the Committee to undertake a project that makes something accessible, such as a building or a place (i.e. Waterfront
structure).
Page 4 CORP0228—2/02 • Z. Horne confirmed with the Committee that SNAP would not be attending a meeting in the near future. • Councillor Littley to follow up with Kristen Callis from
the News Advertiser on the Press Release that was forwarded from Z. Horne. • K. Collins to follow up with the Durham District School Board on the distribution of flyers. • K. Falconer
received approval from the Catholic School Board to distribute the Committees flyers. K. Falconer confirmed that they would be set up in the stands in Pickering schools. • Z. Horne provided
an overview of accessible information provided at the Regional Accessibility Meeting. • L. Harker to follow up with T. Barnett on the status of the draft Guidelines for Accessible Site
