Division Head Municipal Property & Engineering DATE: June 4, 2002 - REPORT NUMBER: OES 027 - 02 SUBJECT: Parking By-law Amendment - Parkdale Street RECOMMENDATIONS: 1. That Report OES 027-02 be received; and 2. That the attached by-law amendment be approved to reflect the existing no-parking conditions on Parkdale Street and to prohibit on-street parking fronting 2527 Parkdale Street. ORIGIN: City of Pickering Council Resolution #45/02 passed at the Council Meeting of March 4,2002. AUTHORITY: - Municipal Act, RS.O. 1990, chapter MA, section 210.123 FINANCIAL IMPLICATIONS: Manufacture and installation of regulatory signs costing approximately $200.00. The cost for these signs can be accommodated within the 2002 Roads Operating Budget (2320-2409) Highway Aids. EXECUTIVE SUMMARY: In accordance with City of Pickering Colli1cil Resolution #45/02 passed at the Council meeting on March 4, 2002, a by-law amendment has been drafted to provide for a "No Parking" zone fronting 2527 Parkdale Street. The by-law amendment has also been worded to properly reflect the No Parking conditions that currently exist on Parkdale Street. BACKGROUND: - At the Council Meeting on March 4, 2002, City Council passed Resolution #45/02 which directed staff to prepare a by-law to provide for a "No Parking" zone adjacent to 2527 Parkdale Street. In response to this request staff reviewed the existing no-parking conditions on Parkdale Street and noted that the current by-law was worded such that signing could be immediately installed along the south side of the street, including the area fronting 2527 Parkdale Street. As part of the newly implemented Community Outreach Program, notification was sent to all residents on Parkdale Street who would be directly affected by the proposed no-parking regulations. The amendment to eliminate on-street parking along the entire south side of Parkdale Street met with resident opposition and as a result the limits of the proposed no-parking by-law were 1)56 Report to Council OES' 0271 - 02 Date: June 4, 2002 Subject: Parking By-law Amendment - Parkdale Street Page 2 revised to reflect the initial Council resolution. Notices were again circulated to all affected residents advising of the change. In order to properly reflect the existing no-parking conditions on Parkdale Street and to implement the newly requested no-parking zone fronting 2527 Parkdale Street, a by-law amendment has been prepared and is attached to this report for consideration and approvaL - ATTACHMENTS: 1. 2. WHEREAS, pursuant to the Municipal Act, R.S.O. 1990, chapter MA5, sections 218.52, 210.73, 210.123-126,210.131,310,314.7 and 314.8, the Council of the Corporation of the City of Pickering enacted By-law 2359/87 regulating parking, standing and stopping on highways and on private and on municipal property; NOW THEREFORE, the Council ofthe Corporation of the City of Pickering HEREBY ENACTS AS FOLLOWS: 1. Schedule 'B' to By-law 2359/87, as amended, is hereby amended by deleting therefrom the following items: Prohibited Times and Days See Note 1 Highway Side Between! And Parkdale Street South ForestPark Drive to easterly terminus - 2. Schedule 'B' to By-law 2359/87, as amended, is hereby amended by adding thereto the following items: Parkdale Street South Between!
