Procedure Objective
The objective of this Procedure is to:
1. ensure that all hazardous materials that are used by City employees are
controlled;
ensure that all City employees using hazardous materials follow prescribed
safety measures for use, handling, storage, and personal protection in
accordance with the provisions of the Occupational Health & Safety Act and
Regulation 860; and
3. ensure that all hazardous materials are disposed in a safe and
environmentally friendly manner in accordance with the provisions of the
Environmental Protection Act and Regulation 309.

01.01
Competent Person
a) is qualified because of knowledge, training and experience
to organize the work and its performance;
b) is familiar with the Occupational Health & Safety Act and the
regulations that apply to the work; and
c) has knowledge of any potential or actual danger to Health or
Safety in the workplace.
01.02 Controls - Measures that are put in place to ensure hazardous
materials are controlled from the initial decision to purchase a
product right down to on-the-job use. Control measures include:
a) engineering (i.e. exhaust fans, dust filtration devices, fume
hoods, welding shields, static energy abatement devices,
flammable materials storage cabinets, etc.);
b) administration (i.e. purchasing guidelines, safe work
procedures, product documentation/MSDS); and
c) worker training and personal protection equipment (PPE).
01.03 Hazardous Material - Any chemical, or biological agent that may
harm or has the potential to harm a person on the job or in the
workplace. This includes:
a)

poisonous or infectious materials;
corrosives; and
dangerously reactive materials.
01.04 MSDS - The acronym for Material Safety Data Sheet — a
legislated component of WHMIS that requires manufacturers to
provide a document that gives specific information about a
hazardous material including the following:
a) product identity;
b) chemical composition;
c) physical properties;
d) fire/explosion properties;
e) reactivity properties;

f) toxicological effects;
g) preventative measures;
h) first aid treatment; and
i) manufacturer's contact information.
01.05 Supervisor - Under the Occupational Health & Safety Act, a
supervisor is a person in charge of a workplace or authority over
an employee. This includes unionized supervisory staff (i.e.
forepersons, captains, platoon chiefs, etc.).
01.06 WHMIS - The acronym for Workplace Hazardous Material
Information System — a legislated, Canada -wide program that
requires:
a) all hazardous materials to be clearly labeled by the
manufacturer and/or the user;
b) the manufacturer to provide MSDSs for all hazardous
materials; and
c) all employees who work with or near hazardous materials to
be trained by the employer to:
1. work safely with hazardous materials;
2. recognize hazardous material labels and warning
symbols;
3. use required personal protection equipment; and
4. read all applicable MSDSs.
02 Procedures
02.01 General Policy Overview - Hazardous materials are not permitted
in the workplace until/unless controls are in place:
02.02 At the Source — Hazardous materials are eliminated from the
workplace wherever possible. Substitute less harmful products.
Select reputable providers who are willing to demonstrate safe
use, handling, disposal, personal protection and emergency
response and are reliable providers of MSDSs.

02.03 Along the Path — Safe handling, transportation and storage
measures are in place along with controlled access and
administrative measures such as safe work guidelines,
hazardous material inventories, and MSDS catalogues.
The workplace environment has ventilation and isolation
controls, static energy controls, proper chemical storage (i.e.
flameproof cabinets), and eye wash stations. Emergency spill
stations and emergency medical response measures are in
place.
02.04 At the Worker — All workers who work with hazardous materials
are trained to work safely. This includes general knowledge of
WHMIS and training in the use of specific materials used on the
job. Workers who work in proximity to hazardous materials are
provided with a general knowledge of WHMIS.
All workers who work with hazardous materials are provided
with appropriate personal protective equipment for which they
have been fitted and trained to use.
Hazardous consumer products that are used in the workplace
must be controlled in the same way as hazardous industrial
products.
Consumer products may contain the same harmful chemicals
found in commercial products. Typical examples include toxic
household cleaning products and corrosive automotive
products; even compressed gas in the form of aerosols, fire
extinguishers and propane tanks.
All employees are required to report unsafe work conditions,
unsafe equipment, machines, devices, tools and unsafe
practices immediately to his/her supervisor and to post a hazard
warning until the unsafe condition has been addressed by
his/her supervisor.
Each Department/Division is required to maintain its own MSDS
catalogue for each hazardous material used in its respective
area(s) of operation.
The Department/Division shall review its MSDS inventory
regularly and not less than annually. MSDS catalogues shall be
updated when:

a) a product is changed;
b) a new product enters the workplace; or
c) every three years.
Employees shall refuse delivery of a hazardous material if:
a) an up-to-date MSDS does not accompany any new
hazardous material received in the workplace; or
b) the shipment shows signs of damage, leakage, corrosion or
other wear and tear that might compromise personal or
environmental safety.
02.05 WHMIS Training
a) The Coordinator, Health & Safety shall provide:
1. new employees with timely Health & Safety Orientation;
2. workplace hazardous materials information;
3. personal protective equipment and hazard awareness;
and
4. WHMIS training.
b) The Administrative Assistant I, Human Resources shall
maintain all WHMIS training records for City employees.
02.06 Job -Specific
The supervisor or a competent person appointed by the
supervisor shall provide employees with timely job -specific
training that includes workplace and job -specific:
a) identification of all hazardous materials used by the
employee;
b) MSDSs of all hazardous materials used by the employee;
c) decanting, re -use and re -cycling of all hazardous materials
used by the employee;

d) workplace labels of all hazardous materials used by the
employee;
e) use, storage, handling, spill response and waste disposal of all
hazardous materials used by the employee;
f) personal protective equipment of all hazardous materials
used by the employee; and
g) first aid measures for each hazardous material used by the
employee.
The supervisor shall provide the Coordinator, Health & Safety
with job -specific hazardous materials training records for every
employee covered by this procedure.
02.07 Supply & Services and/or Operating Area
The buyer shall:
a) ensure product suppliers provide up-to-date MSDSs with all
hazardous material products; and,
b) determine the supplier's on-going contract if the supplier
routinely fails to provide MSDSs at time of delivery or if
hazardous materials are frequently received in damaged
condition.
The Operating Area shall:
a) determine appropriate materials necessary for the
application,
b) identify the safest choice among product alternatives,
c) determine what necessary control measures (engineering,
administration, training, personal protection) are required
before a product is ordered,
d) provide the supplier with the name of the designated
individual who is to receive hazardous material(s), and
specify that delivery is to be made to the designated
individual,
e) review MSDS information before the product is used; and

f) advise Supply & Services if supplier shipments of hazardous
materials are:
1. routinely received without up-to-date MSDSs; and
2. frequently received in opened, punctured, leaking or
otherwise damaged condition.
02.08 Housekeeping
The Operating Area shall ensure that:
a) all hazardous materials are stored in accordance with the
product specifications, All defective, damaged, stale -dated or
otherwise unusable hazardous materials are removed from
the workplace promptly;
b) all hazardous waste materials and empty containers are
collected and disposed promptly;
c) all personal protective equipment is stored in accordance
with the Occupational Health & Safety Act guidelines, and
that such equipment is kept in good working condition at all
times;
d) all abatement equipment such as air ventilators, exhaust
hoods, static electricity grounding wire, etc. is maintained in
good working order at all times;
e) all unidentified substances and materials are removed from
the workplace promptly;

all leaks and spills are controlled and cleaned up promptly;
spill stations are in place and properly stocked;
portable eyewash stations are in place and supplied; and
i) mounted first aid boxes are in place, consistent with the
requirements described in City Procedure HUR 130-002
First Aid.
Supervisor
The supervisor shall ensure that housekeeping standards are
maintained at all times.

Employee
The employee shall maintain housekeeping standards at all
times and report any hazardous conditions or deficiencies to the
supervisor promptly.
02.09 Spill Control and Waste Management
The Operating Area shall ensure that:
a) all materials and devices required to clean up hazardous
material spills are in place and available at all times; and
b) all hazardous materials and/or contaminated materials are
disposed of in the prescribed manner, or in consultation with
the Superintendent, Municipal Operations.
Supervisor
a) in the event of a minor workplace spill, the supervisor or a
competent employee shall attend and assess the spill
incident as soon as possible to identify necessary actions.
The supervisor or competent employee may direct
employees and other persons in the workplace to vacate the
area as a precaution. The supervisor may assign other work
until the spill is addressed and it is safe to resume work;
b) in the event of a major workplace spill or contamination that
presents an immediate threat to life, the supervisor or
competent employee shall initiate the Emergency
Evacuation Plan and call `911';
c) the supervisor shall contact the Superintendent, Municipal
Operations to request the removal of hazardous waste
materials collected by the Operating Area;
d) the supervisor shall contact the Superintendent, Municipal
Operations immediately if hazardous materials contaminate
soil or spill into a water system or if the hazardous material
cannot be exactly identified; and
e) the supervisor shall document significant spill incidents,
remedial measures taken, any consequences (impacts or
outcomes) and any recommended prevention measures.

The Superintendent, Municipal Operations shall:
a) provide advice and direction to the Operating Areas with
respect to the disposal of specific hazardous materials, as
required;
b) provide advice and direction to the Operating Areas with
respect to the disposal of unidentified hazardous materials,
as required;
c) obtain Generator Numbers for the disposal of hazardous
waste, as required by the Ministry of the Environment, and
arrange for the hazardous waste material to be picked up
and removed;
d) contact the Ministry of the Environment (Spill Action Centre)
and other Regional or environmental control agencies, as
required in the event of a major spill or water system
contamination, and inform the Coordinator, Health & Safety
promptly;
e) contact the Chief Administrative Officer, the Director,
Operations & Emergency Services and the Department; or
f) Division Head of the affected Operating Area(s) in the event
of a major spill or water system contamination.
02.10 Emergency Medical Response
The Operating Area shall ensure that resources necessary for a
medical emergency are in place and available at all times,
including (but not limited to):
a) Certified First Aid Responders;
b) mounted fire suppression equipment (fire extinguishers, fire
blankets) that is specific for the hazardous material;
c) fire suppression blankets;
d) first aid kits;
e) defibrillators (where installed);
f) eye wash stations; and

g) power showers.
First Aid Responder(s)
a) employees who are designated First Aid Responders for the
Operating Area shall attend the scene promptly when
summoned;
b) First Aid Responders shall not approach the scene under
any circumstances if a life-threatening hazard is present.
Supervisor
a) in the event of personal exposure or injury, the supervisor
shall provide First Aid Responder(s) with the hazardous
material's MSDS immediately so that they may initiate the
First Aid Treatment specified for the product;
b) the supervisor shall provide a copy of the MSDS and/or the
product label or container to the employee and/or
emergency medical attendants so that this can be given to
the Hospital Emergency Department or the employee's
health care provider;
c) the supervisor shall complete an Accident/Incident Report in
all cases where an employee is adversely exposed to,
contaminated or injured by a hazardous material, and shall
forward a copy of this to the Coordinator, Health & Safety
within one working day.
The Coordinator, Health & Safety shall:
a) maintain records of all incidents that result in an employee's
contamination or injury by a hazardous material;
b) provide appropriate reports to the WSIB, as required; and
c) refer the employee for medical surveillance, as required.
