(II) MATTERS FOR CONSIDERATION DRAFT PLAN OF SUBDIVISION AND REZONING APPLICATION SUBMITTED BY JOHN BODDY DEVELOPMENTS LIMITED, NORTH OF FINCH AVENUE, BETWEEN FAIRPORT ROAD AND DIXIE ROAD FILE NUMBER - B 4100 - 18T-87071 FILE NUMBER - B 2310 - A 64/87 1. '-' In Planning Report 47/88, it is recommended that the draft plan of subdivision and rezoning application submitted by John Boddy Developments Limited to permit residential deve 1 opment north of Fi nch Avenue mi d-b lock between Fairport Road and Dixie Road be approved. LOST See Recommendations #1 and #2 Mrs. Pam Sattz, 1029 Sherman Crescent, stated that there is not sufficient health care or ambulance service to provide for the i ncreas i ng development in Pi ckeri ng. Other servi ces such as recreati on, garbage co 11 ecti on and water supply are not adequate. Mr. Steven Sattz, 1029 Sherman Crescent, stated that Pickering is growing too quickly and services are not keeping pace with growth. The present park on Lynn Heights Drive is not big enough to accommodate the new residents and it is not maintained properly. He felt that parkland should be provided for in the new draft plan of subdivision. "... continued 3/88 10 ..... ~1r. Paul Bannon, 1033 Sherman Crescent, stated that this draft plan of subdivision is too dense and that the lots which abut existing homes do not have compatible frontage. The existing park is not adequate for adults. Mr. Wayne Sampson, 2026 Lynn Heights Drive, stated that more parkl and is requi red to provi de for the new res i dents. The Town shoul d retain the barri er and reserve at the north end of Lynn Heights Drive to stop construction traffic from travelling on the existing roads. As a result of the recent water shortage, Mr. Sampson felt that Council should question if Pickering is growing too fast. r~r. John Boddy, representi ng the appl i cant, stated that there is an envi ronmental study that addresses tree preservati on and protecti on of the ravi ne. He woul d have no objection to keeping the barrier at the north end of Lynn Hei ghts Dri ve and stated that traffi c wi 11 not increase because Lynn Hei ghts Dri ve wi 11 be extended to Fairport Road. He noted that the density of the proposed pl an is 1 ess than the subdi vi si on to the east and he has a good reputation as a builder. -- 2. DRAFT PLAN OF SUBDIVISION AND REZONING APPLICATION SUBMITTED BY JOHN BODDY DEVELOPMENTS LIMITED ON THE NORTH SIDE OF FINCH AVENUE, BETWEEN FAIRPORT ROAD AND DIXIE ROAD FILE NUMBER - B 4100 - 18T-87072(R) FILE NUMBER - B 2310 - A 63/87 In Planning Report 46/88, it is recommended that the draft plan of subdivison and rezoning application submitted by John Boddy Developments Limited to permit residential development on the north side of Finch Avenue mid-block between Fairport Road and Dixie Road be approved. LOST See Recommendations #3 and #4 'W Mr. Wayne Sampson, 2026 Lynn Heights Drive, asked how much of the ravine would be lost to development. tks. Kathleen Hertzberg, Finch Avenue, stated that special attenti on must be gi ven to the uni que envi ronment of the area and asked who would be responsible for the future greenbelts. She inquired into the necessity of Block 51 on the draft plan. 3. REZONING APPLICATION SUBMITTED BY R. AND P. CLARKE ON THE WEST SIDE OF ROUGEMOUNT DRIVE SOUTH, BACKING ONTO THE ROUGE RIVER FILE NUMBER - B 2310 - A 10/88 In Planning Report 43/88, it is recommended that the rezoning application submitted by R. and P. Clarke to permit the severance of lands on the west side of Rougemount Dri ve South, backing onto the Rouge Ri ver be refused. Deferred until September, 1988 '-' 3/88 11 4. REZONING APPLICATION A 21/88 SUBMITTED BY EASTERN POWER DEVELOPERS INC. ON THE NORTH SIDE OF CONCESSION #3 ROAD, WEST OF VALLEY FARM ROAD FILE NUMBER - B 2310 - A 21/88 .... In Planning Report 45/88, it is recommended that the rezoni ng appl i cati on submi tted by Eastern Power Developers Inc., on behalf of the r'1unicipality of ~1etropolitan Toronto, to permit an electrical power generating plant on lands known as the Brock West Landfill Site, located on the north side of Concession 3 Road, west of Valley Farm Road be approved. Lost See Recommendation #5 Mr. Kirkland, representing Metro Toronto, stated that landfill sites generate much gas and this proposal will control gas on the site and provide an alternate source of energy. He i ndi cated that Metro I s consul tants have recommended Eastern Power Developers as the firm best suited to reclaim gas. -- Mr. Hubert Vogt, representing Eastern Power Developers, stated that his firm was chosen by Metro because they were best at controlling gas. His firm's concept of collecting gas is modern and safe. 5. SEATON COMMUNITY PLAN FILE NUMBER - B 1000 In Planning Report 44/88, it is recommended that the proposed Official Plan Amendment for the Seaton Community Plan be approved. Deferred pending completion of financial impact study Mr. Peter Walker, representing Walker Wright Young Associates Limited, gave an overview of the proposed Community Plan for Seaton and the Neighbourhood and Development Plans of Area #1. ...... Mr. Robert MacKenzie stated that he owns a farm in Lots 17 and 18, Concession 4, and because of its architectural and historical significance, the Seaton Community Plan should be amended to address his farm as a single unit. Mr. George Martin, representing the Greenwood and Area Ratepayers Association, stated that Seaton should not develop in the same manner as south Pickering. He asked wha t types of res i denti a 1 and cul tura 1 faci 1 i ti es wi 11 be available and how will traffic to Toronto be addressed. Mr. Ken Gadsden, representing the Cherrywood and Area Ratepayers Association, stated that he supports Mr. r~artinls comments and expressed his dissatisfaction with the transportation solutions. '-" Mrs. Brenda Davies, Cherrywood, stated that Seaton was imposed on Pi ckeri ng by the Provi nce. She stated that the Plan is premature and that transportation issues are not properly addressed. The Plan does not state what impact a possible airport will have on the Seaton community. continued 3/88 12 '-" Mr. Emery Kahn asked why Seaton would be developed as a community and not evol ve over a peri od of time. He asked what woul d happen to people who own property in Concession 3 who are located in a greenbelt area.
