DEVELOPMENT PLANS FOR THE HAMLETS OF BROUGHAM, CHERRYWOOD, GREEN RIVER AND WHITEVALE FILE NUMBER - B 2310 In Planning Report 80/87, it is recommended that the Development Pl ans for the haml ets of Brougham, Cherrywood, Green River and Whitevale be approved. Approved See Recommendations #1 to #8 Mrs. Catherine Rose, Planner, gave an overview of the Brougham, Cherrywood, Green River and Whitevale Development Plans. Mr. Bill Cooney, 180l Sprucehill Road, asked if development of the haml ets wi 11 interfere with the development of an airport. He al so asked how the Town will encourage the re-routing of traffic from the hamlets. ~ 2/87 6 2. APPLICATION FOR REZONING BY G. BALATIDAS AND S. SKARAGOS ON THE WEST SIDE OF FAIRPORT ROAD FILE NUMBER - B 2300 - A 43/87 '-' In Planning Report 75/87, it is recommended that the application for rezoning submitted by J. Balatidas and S. Skaragos to rezone property on the west side of Fairport Road to permit the creation of two lots be refused. Approved See Recommendation #9 Mr. Bill Cooney, 1801 Sprucehill Road, stated that the application should be refused because the land is swampy and he asked when sanitary sewers would be installed. Mr. S. Skaragos stated that other properties in the area have been severed. He further stated that there will always be a water run-off problem even if only one house is built on his property. '-' 3. FRANCIS ON THE SOUTH SIDE OF KINGSTON ROAD, EAST OF ROUGEMOUNT DRIVE FILE NUMBER - B 2310 - A 33/86 FILE NUMBER - B 2310 - A 27/87 In Planning Report 77/87, it is recommended that the applications for rezoning submitted by D.H. Shortreed and W. Francis to permit various restricted light industrial and speci al purpose commerci al uses on the south si de of Kingston Road, east of Rougemount Drive, be approved. Tabled pending a meeting between Members of Council, staff and the applicant to discuss further details of the application Mr. David Shortreed stated that he supports the recommendation of the Director of Planning. -- 4. APPLICATION FOR REZONING AND DRAFT PLAN OF SUBDIVISION BY COUGS INVESTMENTS LIMITED ON THE EAST SIDE OF ROSEBANK ROAD, SOUTH OF FINCH AVENUE FILE NUMBER - B 2310 - A 42/87 FILE NUMBER - B 4100 - 18T-87051 In Planning Report 78/87, it is recommended that the application for rezoning and draft plan of subdivision submitted by Cougs Investments Limited to permit the development of 27 detached residential dwelling units on the eas t side of Rosebank Road south of Fi nch Avenue be approved. AND D. FORSYTHE ON THE SOUTHEAST CORNER OF HIGHWAY #7 AND SALEM ROAD FILE NUMBER - B 2310 - A 14/87 FILE NUMBER - B 2310 - 87-43/D '-' In Planning Report 76/87, it is recommended that the appl i cation for rezoni ng and Offi ci al Pl an amendment submi tted by T. and D. Forsythe to permi t a truck haul age business on the southeast corner of Highway #7 and Salem Road be approved. Approved See Recommendations #12 & #13 .. Mr. R. Worboy, representing the applicant, stated that he agrees wi th the recommendati on of the Di rector of Planning. Mr. Forsythe has been in the Trucking business for 43 years serving the agricultural community. Mr. Forsythe bought the property three years ago and has improved it considerably. The trucking business will be carri ed out on only a small porti on of the property and that portion currently used for agri cul tural purposes wi 11 not be infringed upon. The staff recommendation does provide for strict development controls on the property. 6. APPLICATION FOR REZONING AND OFFICIAL PLAN AMENDMENT BY GOLFOUR INVESTMENTS LIMITED ON THE NORTHWEST CORNER OF BROCK ROAD AND PLUMMER STREET FILE NUMBER - B 2310 - A 46/87 FILE NUMBER - B 2310 - 87/48/P '-" In Planning Report 71/87, it is recommended that the application for rezoning and Official Plan amendment submitted by Golfour Investments Limited to allow associ ated i ndustri al uses at the northwest corner of Brock Road and Plummer Street be approved. Approved See Recommendations #14, #15 & #16 Mr. C. McQuire, representing the applicant, stated that he agrees with the recommendation of the Director of Planning. 7. APPLICATION FOR REZONING BY OLD FOREST INVESTMENTS LIMITED ON THE EAST SIDE OF BROCK ROAD, SOUTH OF BAYLY STREET FILE NUMBER - B 2310 - A 62/87 In Planning Report 73/87, it is recommended that the application for rezoning submitted by Old Forest Investments Limited to permit commercial-recreational establishments and vehicle sales and service on the east side of Brock Road, south of Bayly Street be approved. Approved See Recommendation #17 '-" Mr. Michael Kerzner, representing the applicant, stated that he agrees with the recommendation of the Director of Planning. 2/87 8 8. AMENDMENT TO WOODLANDS COMMUNITY AND DEVELOPMENT PLANS FILE NUMBER - B 2300 -- In Planning Report 72/87, it is recommended that amendments be made to the ~Joodl ands Communi ty Pl an and Development Plan respecting lands on the north side of Kingston Road between Altona Road and Rougemount Drive. Approved See Recommendations #18 & #19 Mrs. Griffiths, 1002 Dalewood Drive, asked if this community plan amendment would create more traffic on Dalewood Drive. She stated that when development occurs, there should be a buffer between the commercial and residential properties and the trees should be preserved. (III) ADJOURNMENT ...... That the implementing zoning by-law: (a) establish a specific building envelope for the one building on the site generally as shown on the Applicant's Preliminary Site Plan (Attachment #2 to Town Planning Report No. 71/87) ; (b) only permit uses such as the following: assembly halls; bakeries; business and professional offices; commercial, private and public clubs; commercial- recreational establishments; dry cleaning depots; dry cleaning establishments; food preparation plants; light manufacturing plants; merchandise servi ce shops; a restaurant-type A; sal es outlets; scientific, research or medical laboratory; and vehicle repair shops; (c) establish a maximum gross leasable floor area of 4,420 square metres for the one building proposed for the site; (d) establish a maximum gross leasable floor area of 625 square metres for the one restaurant-type A to be developed; (e) restrict the location of assembly halls; bakeries; commercial, private and public clubs; commercial-recreational establishments; dry cleaning depots; merchandise service shops; a restaurant-type A; sal es outl ets; and vehi cl e repair shops to those units that front Plummer Street or Brock Road; (f) establ ish an aggregate maximum gross 1 easabl e floor area of 2,210 square metres for assembly halls; bakeries; business and professional offices; commercial, private and public clubs; commerci al-recreational establ i shments; dry cleaning depots; merchandise service shops; a restaurant-type A; sales outlets and vehicle repair shops; (g) restrict the size of all sales outlets that may only be accessory to food preparation plants, light manufacturing plants, merchandise service shops, warehouses or bakeri es to a maximum of 20% of the total gross 1 easab 1 e floor a rea of the food preparation plant, light manufacturing pl ant, merchandi se service shop, warehouse or bakery; (h) restrict the size of all dry cleaning depots that may only be accessory to dry cleaning establishments to a maximum of 20% of the total gross leasable floor area of the dry cleaning establishment; 2/87 8 -- 16. (i) establish a minimum parking requirement as follows: (i) 4.5 spaces per 1 ,000 square feet gross leasable area for the first 5,000 square feet; plus (i i) 3.6 spaces per 1 ,000 square feet gross leasable area for the next 5,000 square feet; plus (iii) 2.2 spaces per 1 ,000 square feet gross leasable area for the next 5,000 square feet; plus (iv) 2.4 spaces per 1 ,000 square feet gross leasable area for the next 55,000 square feet; (v) minus 10 percent because of different -- peak-hour periods for commerci a 1 and industrial uses. 17. APPLICATION FOR REZONING BY OLD FOREST INVESTMENTS LIMITED ON THE EAST SIDE OF BROCK ROAD, SOUTH OF BAYLY STREET FILE NUMBER - B 2310 - A 62/87 That Zoning By-law Amendment Application A 62/87 submitted by Old Forest Investments Limited to amend By-law 2511, as amended by By-l aw 941/79, to permi t commerci al-recreati onal establishments and vehicle sales and service as permitted uses for the subject property, being Part of Lot 18, Range 3, B.F.C., Town of Pickering be APPROVED, subject to the following condition: ........ (1) That the implementing zoning by-law: a) establish commercial-recreational establishments, vehicle sales shops, and vehicle repair shops as permitted uses; b) prohibit outdoor display. 18. AMENDMENT TO WOODLANDS COMMUNITY AND DEVELOPMENT PLANS FILE NUMBER - B 2300 That Town Council recommends to Regional Council and the r~inistry of r~unicipal Affairs that the Town-initiated official plan amendments to the Woodlands Community Plan, Part B, pertaining to lands on the north side of Highway No. 2 between Altona Road and Rougemount Drive be APPROVED, as set out in Appendix No. I to Town Planning Report No. 72/87. AMENDMENT TO WOODLANDS COMMUNITY AND DEVELOPMENT PLANS FILE NUMBER - B 2300 That Amendment No. 3 to the Development Plan for the Woodl ands Communi ty, Part B be APPROVED, as set out in Appendi x No. II to Town Pl anni ng Report No. 72/87, such amendment to become effective upon approval by the Ministry of Municipal Affairs of the above-noted official plan amendment.
