PICKERING DISTRICT PLAN REVIEW
CURRENT STATUS
RELEASE OF BACK GROUNDER NUMBER ONE
FILE NUMBER - B 1000
In Planning Report No. 5/93, it is recommended that an
update on the status of the Pickering District Plan
Review and releasing Backgrounder Number One "Emerging
Planning Issues and Priorities in the Town of
Pickering" be received.

Bob Mitchell, 572 Stonebridge Lane stated that the
Planning Backgrounder No. 1 is a significant document
but has the potential of being redundant if plans
continue to be approved that are not within this
document. He also stated that development is being
planned in rural villages which are contrary to what
the Planning document states.

Cornelis Van Der Vecht, 3965 Kinsale Rd. stated his
concern with the lack of basic service in the rural
area such as water and requested that this be made a
top priority.
Len Brown, 1995 Bowler Drive stated his pleasure with
the report and its direction. He commented on the
sensitivity in the report to neighbourhoods,
transportation and emergency vehicles. His one
concern is for the Dunbarton/Fairport application
which he feels is not good for the plan.
Richard Ward commented on Area #14, north of the Hydro
Lines and stated that he will do whatever is necessary
to prevent residential use coming into this area.
Brent Jenkinson, 1924 Malden Avenue stated that
employment should be created rather than residential
development and suggested looking at another aspect
then only residential.

Terry Nuspl, 140 Woodview Drive stated her objection
to the proposed plaza at the corner of Altona Road and
Twyn Rivers Drive. She advised that this plaza would
be between two schools with over 1,000 children which
creates the potential for accidents. She pointed out
discrepancies in the Plan with respect to specific
properties being discussed within one Area but
actually are in another Area. She also stated her
objection to the encouragement of small businesses
within urban neighbourhoods.
Ron Palace, 255 Concession 3 wished to commend
everyone involved in preparing report. He also agreed
with the previous comments concerning the approval of
development before the plan is completed. He
requested that councillors work together to bring this
about.
Charles Gerditschke, 895 Baylawn Drive stated his
concern regarding the opening up of Baylawn Drive to
Whites Road.

Derek Jackson, 302 Sheppard Avenue requested that the
trails outlined in the report be for both walking and
biking. He stated his concern with the proposal for a
plaza at Sheppard Avenue and Altona Road, outlining
the possible problems with respect to children leaving
the school grounds and frequenting the stores, a
hangout for the older children, an influx of traffic,
garbage, cars being parked on the road due to the size
of the lot and the potential for children being
involved in accidents. He also stated that the
principals at both schools are opposed to this
development.
Lillian Chin Mason, Real Estate Broker stated her
difficulties with clients inability to close deals due
to the lack of specific dates being set out for
completion of the plan.

David Reid, 1415 Rosebank Road stated that the
Backgrounder was refreshing to read and user
friendly. He is concerned that applicants may have
difficulty understanding the wording in the report.

Michael Bridge, 695 Rougemount Drive remarked on the
inconsistencies in the document, pointing out that it
fails to mention the townhouses in his area. He asked
for consideration to be given to a tot lot in his
neighbourhood.
Don Bennett, Old Brock Road was pleased to see that
rural planning is to be done in the rural area,
commenting that all hamlets and villages are unique
and different and a blanket policy covering rural
hamlets and rural areas would not be appropriate. He
suggested working with rural associations and hamlets
so that these areas have a voice in the Planning
Policy. He stated that each hamlet should be
consulted not the area as a whole.
Dan Murphy, 895 Baylawn Drive stated his concern with
planning continuing despite the Official Plan. He
stated his objection to Baylawn Drive being opened up
to Whites Road.
Peter Laumer, 862 Modlin Road commented on the trails
being outlined in the report but no mention of the
transportation corridors.
Rob Lennox, 3880 Kinsale Road encouraged the Planning
Department to turn the report into something concrete
as soon as possible. He stated that he owns land
which he has had an application in for a number of
years for development but needs the plan in place
before approval. He also commented on the services in
the rural areas being adequate and that it would be
too expensive to provide more.
Sylvia Spencer stated her basic satisfaction with the
report and her agreement with businesses being allowed
to work within the residential area. She stated the
need for complimentary and supportive services in her
area such as roller skating. She also agreed with the
preservation of historical buildings.

March 25, 1993, presents its first report to Council and recommends:

CURRENT STATUS
RELEASE OF BACKGROUNDER NUMBER ONE
FILE NUMBER - B 1000
1. That Town Council receive for information Planning
Report No. 5/93 providing an update on the status of
the Pickering District Plan Review and releasing
Backgrounder Number One "Emerging Planning Issues and
Priorities in the Town of Pickering" prepared by the
Town of Pickering Planning Department, dated March
1993 (Backgrounder to be distributed under separate
cover); and
2.
That all interested individuals,
landowners, business persons, agencies,
and organizations be invited to
Backgrounder Number One.
