STATUTORY PUBLIC INFORMATION MEETING MINUTES

A Statutory Public Information Meeting pursuant to Section 17 of the
Planning Act was held by the Pickering Town Council on Monday,
November 18, 1991 at 7:30 p.m.

(I) PROPOSED ADOPTING BY-LAW 3884/91
FOR OFFICIAL PLAN AMENDMENT NUMBER 71
SUBMITTED BY HIGHBUSH-ROUGEMOUNT CENTRE INC.
AND WOODLANDS-ROUGEMOUNT CENTRE INC.
ON THE NORTH SIDE OF KINGSTON ROAD
EAST OF ROUGEMOUNT ROAD
Councillor Brenner declared an interest as a member of his family
has submitted an application for residency at this location
1. An explanation of the proposed adopting by-law was given by
Catherine Rose, Manager, Policy Division.

Peggy McKinnon, 422 Kingston Road, spoke in opposition to the
proposed by-law. She stated that the Ministry of Housing is
unaware of the application and asked where the financial support
is coming from. She also questioned why a mixed use zoning is
included in the permitted uses and why her property is included
in the proposal. She requested further investigation before a
decision is made.

3. Peter Williams, 1463 Rougemount Drive, spoke in opposition to the
proposed by-law. He stated a limit of three storeys should be
set, that the project is too close to the top of bank and to Mrs.
McKinnon's property, that sidewalks, schools and busing are
unsuitable to the site and requested that Council not approve the
by-law because of the many residents objecting to it.
4. Jackie Hughes, President, Rouge Valley Community Association,
spoke in opposition to the proposed by-law. She stated the
density is too high for the site and that approval of it will set
a precedent on Highway No.2.
