Cole - Town Manager - Town Clerk - Director of Planning - Deputy Director of Planning - Manager, Policy Division - Manager, Current Operations Division - Planner (I) OFFICIAL PLAN AMENDMENT APPLICATION 92-P/2 ZONING BY-LAW AMENDMENT APPLICATION A 5/92 SUBMITTED BY J. SWAIS LIMITED PART OF LOT 28, RANGE 3, B.F.C. 1. An explanation of the application, as outlined in Information Report #7/92, was given by Jeff Cole, Planner. '-'" 3. Bob Mitchell, representing the appl icant, stated that the subj ect property has been zoned for a servi ce for over 20 years. He noted that the applicant has had two public meetings with the community and must submit a site plan to control development. There wi 11 be extensi ve pl anti ngs and a hi gh pressure wood fence along the north end of the property to screen the service station from the residential development. The proposed car wash will be quiet and run only a limited number of hours and is state of the art. He noted that a service bay would be much noisier than a car wash. The 1 andscapi ng around the subject 1 ands wi 11 be pleasing and the provision for a vacuum will be deleted. Sandra Mills, 760 Hampton Court, stated that she is opposed to thi s appl i cati on. In September of 1991, the resi dents were first notified of the application and were promised that there would be meetings to discuss this development. The applicant stated that he was proposing to build a car wash and then proceeded to construct the buil di ng wi thout the proper zoning in place. She asked if there have been soil or traffic studies and why the site hasn't been paved. There are al ready suffi ci ent servi ce stati ons wi th car washes in Pi ckeri ng. She stated that some peopl e were not notified of this'meeting and that the zoning by-law is being contravened. She asked what other projects Mr. Swais is involved in and stated that the car wash will likely be open 24 hours per day, seven days per week. 2. w '-" .... '-' .'--' .... (II ) - - 2 - - 4. John Brisimitzis, 777 Hampton Court, stated that his house is only 50 feet from the proposed car wash. He asked if another car wash is needed in Pickering and noted that it will produce 85 decibels of noise. The quality of life for the residents will deteriorate when they continually hear cars and the car wash. He asked that this rezoning be refused and that hours of operation be imposed on the service station. 5. Richard Ward, R.R. #2, Blackstock, stated that his appl ication for a service station was refused after three years of wa i ti ng and noted that the buil di ng for the car wash on the subject lands has already been constructed. 6. Allan Dionne, 748 Eyer Drive, stated that the original site plans provided for two service bays but instead a car wash has been bui It. The area resi dents were not notifi ed of this change. Bob Mitchell, representing the applicant, stated that the applicant has followed all planning procedures properly and that the fencing and landscaping will be starting in two weeks. 7.
