A statutory Public Information Meeting was held on Thursday, March

DRAFT PLAN OF SUBDIVISION 18T-92013
ZONING BY-LAW AMENDMENT APPLICATION A 15/92

PART OF LOTS 1 - 4. PLAN 329
1. An explanation of the application, as outlined in Information
Report No. 8/93, was given by Heather Gardiner, Planner 1.
2. Peter Landolt, Barcana Consultants representing R. and I. Cozzi
stated this application has been sent to the O.M.B. and it has
been accepted for a hearing but if approval is received at the
Town level they will withdraw it from the O.M.B.
3. a) Kathy Hubbard, 1839 Woodview Avenue representing herself and
Faye Waugh stated their objection to the draft plan stating
that twelve lots have been planned but there is a potential for
fifteen. They object to lot frontages less than 15 metres and
would like the lots kept to the character of the existing
community. They also would like to see Pinegrove Avenue opened
up to Altona Road before the application is approved.

b) Terry Mokedanz, 1875 Pinegrove Avenue asked if sewers are going
along frontage of properties.
4. Peter Landolt, Barcana Const. stated that the sewers would be
going along the frontage on Pinegrove Avenue and along Woodview
to service the interior lots.
5. Lynda Taylor responded to all concerns stating that there are
many requirements still to be met before this application would
be given approval.
(II) ZONING BY-LAW AMENDMENT APPLICATION A 22/92

1. An explanation of the application, as outlined in Information
Report No. 7/93, was given by Brendan Avery, Planner 1.

Mr. Richard Feldman representing the applicant stated he was in
attendance to answer any questions that may arise.

3.a) Jim Closs, 1928 Valley Farm Road stated that he does not have
an objection to the application but wished to address some
relative concerns. One of his concerns relates to the natural
overland water route, stating that if the elevation is changed
this could cause the water to back-up onto adjacent
properties. He is also concerned with the potential traffic
congestion on Valley Farm Road if the present access is the one
to be utilized. He questioned what type of tenants there would
be in this building.
b) Cameron Linton, representing the owners to the north spoke of
their concerns with respect to the storm drain and the
potential water back-up onto the green areas. He also stated a
concern regarding the parking lot being designed to back onto
the neighbouring backyards which could invite kits to enter
private properties.
c) Martin Herzog, of the Liverpool West Community Association
stated his concern with the traffic flow.
d) Erik Trantau, 1924 Valley Farm Road questioned the height that
the lot would be filled.

e) Richard Ward stated his opposition to the application pointing
out that there seems to be an abundance of this type of
building with empty units. Also, he is displeased with the
concessions granted to this landowner.

Dave Giugovaz of the E.M.C. Group informed the Committee that
this is a concept plan for discussion purposes only.
3.a) Martin Herzog, representing the Liverpool West Community
Association stated their concern with this proposal and
commended staff for identifying the same issues which their
Association are concerned with. He pointed out that this
application comes on the tail of a previous application and
therefore has confused the residents. It is their feeling that
a physical barrier is created with the new proposal backing
onto the street requiring fencing as the existing properties
face the street. Other concerns raised are the density, lot
size and lack of facilities in area.
b) Sandy Vanquickenborne, 1749 Appleview Road stated that she has
a lot size of 1/4 acre and that townhomes do not match the
present community. She is also concerned with the traffic
which would be created.

4. Dave Giugovaz of the E.M.C. Group stated that the internal
orientation of this proposal was to contain the parking of
vehicles within the development and out of the line of traffic
but that this could be changed.

Lynda Taylor stated that there are a number of issues still to
be pursued before application comes back.

1. An explanation of the application, as outlined in Information
Report No. 11/93, was given by Adrian Smith, Planner 1.

Doug Summers, co-owner of Pickering Playing Fields stated that
this is a family oriented facility which they wish to develop
but maintain as a family facility, not allowing loitering or
gambling of any sort and all games will be restricted from any
violence. He requested that the Pickering District Plan be
changed to allow this application to become site specific. He
stated that they try to work with the community and have not
received any objections.

1. An explanation of the application, as outlined in Information
Report No. 9/93, was given by Brendan Avery, Planner 1.
2. Peter Landolt, Barcana Consultants representing Altona West
Developments gave an explanation of the application. He stated
that extensive opposition to the townhouses being built had
been received, therefore, the proposal for quadruplex units was
submitted.

3. Heather Guscott, 298 Senator Street representing Al tona West
Ratepayers Association stated that the existing community is
made up of single family dwellings of 40' to 50' frontages and
that they are totally opposed to townhouse units. She stated
that the quadruplex units are a more desireable form of
dwellings and that they have been guaranteed these homes will
be 100% brick. Their concern is with 28 units being built
rather than 20. They are also anxious to have the Valley View
Park completed.
