A Statutory Public Information Meting was held on Thursday, September 23, 1993 at 7:00

(I) POSSffiLE MODIFICATIONS TO AMENDMENT NO. 79
TO THE PICKERING DISTRICT PLAN
(HIGHBUSH COMMUNITY PLAN)

PART OF LOTS 31 AND 32. CONCESSION 1
1. An explanation of the application, as outlined in Information Report No. 27/93,
was given by Catherine Rose, Manager, Policy Division.

Victor Rudik, 1855 Rosebank Road, stated that he represents his neighbours, the
Gordons and Eileen Thomas as well as himself He felt that this application and
the Bramalea draft plan of subdivision 18T-88074 should be considered together
and asked that his comments be noted for both applications. Rosebank Road will
become a very busy road with traffic and the Town will be creating a safety hazard
by designating the school site to be oriented towards Rosebank Road. He felt that
the school site should be oriented towards Strouds Lane and the urban forest.
Council has promised that there will be single family dwellings along Rosebank
Road and stated that single family dwellings should be designated on the west side
of Rosebank Road between Chamwood Road and Strouds Lane. He asked that
staff be formally instructed to meet with the residents and agencies to resolve the
issues locally before the Ontario Municipal Board hearing.

1. An explanation of the application, as outlined in Information Report No. 29/93,
was given by Catherine Rose, Manager, Policy Division.

2. John Whitehead, representing Bramalea Limited, stated that this process will be
concluded by the Ontario Municipal Board and he is pleased with the progress by
the Town. He hopes to resolve the concerns of the residents and agencies through
meetings with those groups.

Robert Stanton, 1948 Rosebank Road, stated that he has lived on Rosebank Road
for 16 years and does not want the commercial site located so close to his
property. He felt that the commercial block would be better located at the south
end of the draft plan closer to the higher density.
4. Peter Landolt, representing the owners of the Pillersdorf lands, stated that he has
no objections at this time to the proposed density of the draft plan and noted that
the storm water detention lands in the draft plan block access to his client's lands.

1. An explanation of the application, as outlined in Information Report No. 24/93,
was given by Mary Jarvis, Planner.

2. The architect representing the applicant, stated that the lands are currently zoned
commercial and he is proposing to rezone the easterly two-thirds of the property
to permit the development of seven townhouse units in two blocks. The
commercial block will be landscaped to reflect a gateway to the neighbourhood.
One scheme for the townhouse development provides for the garages to be located
at the rear of the buildings, however, he recognizes that this will create noise and a
security problem for the residents that back on to this property. The scheme he
prefers provides for the garages at the front of the property and one driveway will
serve two garages. He is proposing the townhouses to be built in two block to
lower the impact on the neighbourhood and the building materials will be in
conformity with the existing neighbourhood.

1. An explanation of the application, as outlined in Information Report No. 26/93,
was given by Adrian Smith, Planner.
2. Peter Landolt, representing the applicant, stated that the total land holding is about
ten acres but only four acres at the west end are being developed under this
application and a small portion at the east end will be developed in conjunction
with the Bramalea lands. Although the proposed road in the draft plan ends in a
cul-de-sac at Altona Road, an emergency access could be installed.
3. Caroline Johnson, 295 Starview Court, stated that she was pleased that the staff
support the road pattern. A noise barrier on these lands would not be attractive
and would reflect noise across Altona Road towards her house. An emergency
and pedestrian access must be investigated in this draft plan and she asked if the
development to the north has a noise barrier.

(V) ZONING BY-LAW AMENDMENT APPLICATION A 32/92

PART OF LOT A. 1 AND 2. CONCESSION 8
1. An explanation of the application, as outlined in Information Report No. 28/93,
was given by Adrian Smith, Planner.
2. Tony Bigliari, representing the applicant, stated that this site is unique because it is
bounded by two Regional roads and is at a signalized intersection. There is some
flexibility in where the kiosk is located and the architecture of the kiosk will be in
character with the rural area and the historic house to the south. There will be no
service bays or car wash at this site and the entire land holding is about 80 acres
but only about one acre will be paved. The septic bed will be a grassed area this is
landscaped accordingly and the soil on the property is not Oak Ridges Morraine
soil.
