Mayor Arthurs opened this Statutory Public Information Meeting by stating that
the meeting was being held in order to enable the public to understand generally a
proposal to amend the Town's Development Charges By-law (By-law 3854/91)
with respect to its application to non-residential development.

2. An explanation of the proposal to amend the Town's Development Charges By-law
(By-law 3854/91) with respect to its application to non-residential development
was given by Cameron Watson, C.N. Watson and Associates Limited, Economists.

Roger Miller, representing Runneymede Developments, stated that Runneymede
Developments is an active industrial developer and asked that no non-residential
developments charges be levied as has been the practice for the past two years. He
stated that there is a recession and bottom line costs are the important factor in
considering a location to move or start up an industry. He felt that the Town of
Pickering must remain competitive with the other area municipalities in the Region
of Durham and further noted that the Borough or East York has eliminated many
charges relating to non-residential development. If more industry is attached, the
lack of levying a development charge will be made up from taxes, jobs and other
spending by that industry.
