Rodrigues - Senior Planner (I) ZONING BY-LAW AMENDMENT APPLICATION All/93 STEELE VALLEY DEVELOPMENTS LIMITED PART LOT 18. CONCESSION 1 '-" 1. An explanation of the application, as outlined in Information Report No. 32/93, was given by Valerie Rodrigues, Senior Planner. 2. Jamie Bennett, Marshall Macklin Monaghan Limited, representing Steele Valley Development Limited, stated that the application is to permit additional special purpose commercial uses as permitted by the Durham Region Official Plan and the Pickering District Plan. The Durham Region Official Plan directs these types of uses to site to compliment the Regional Node designation. His client is an experienced commercial developer but the proposed tenants are not prepared to commit to the site until zoning is in place. The site has excellent Highway #401 and Brock Road accessibility and a traffic study has indicated that there are no negative impacts on traffic. He is willing to work with the staff of the Planning Department to draft a zoning by-law for Council's review in the near future. ~ (ll) DRAFT PLAN OF SUBDIVISION 18T -93007 ZONING BY-LAW AMENDMENT APPLICATION A13/93 MATHEW DIASIO PART OF LOT 18. CONCESSION 2 1. An explanation of the application, as outlined in Information Report No. 33/93, was given by Chris Wong, Senior Planner. 2. Bruce Milburn, Grand Oak Homes, representing the applicant, stated that he initiated this application because Grand Oak Homes has an option to purchase the property. He was concerned with some aspects of the precinct review which will limit the choice ofland use options of the subject property and he hoped that there was flexibility to discuss this matter further. The location of the park and school is a major concern because if half the property is lost to a school site, the site cannot be developed. The plan reflects current District Plan designations. With respect to housing form, their townhouses do not dictate a form for the surrounding area; other housing forms are available for other sites. The road pattern has been changed several times since the application was submitted but he is willing to work with the neighbours and the staff to determine the appropriate design. He noted that he is pursuing a Regional approval for access from Brock Road opposite Major Oaks Drive. With respect to environmental issues, he is working with the MTRCA to set development limits and will be protecting several large trees. He stated that he is willing, at the site plan level, to create a proper streetscape. ....... ~~ ..,' ...... ~ 3. Chris Wong, Senior Planner, responded to the comments of Bruce Milburn by stating that the Duffin Precinct Study is ongoing and further input and the involvement of staff and landowners will occur before the end of the year before a report and preferred plan is presented to Council and the landowners for comment. 4.
