""" '-' -- PRESENT: B. Taylor L. Taylor - Town Clerk - Manager, Current Operations Division (I) ZONING BY-LAW AMENDMENT APPLICATION A 16/95 W. COWIE PART OF LOT 19, CONCESSION 8 (WEST SIDE OF BROCK ROAD. SOUTH OF ACORN LANE) 1. An explanation of the application, as outlined in Information Report #33/95, was given by Lynda Taylor, Manager, Current Operations Division. 2. Don Bennett, representing the applicant, stated that the concerns about wells and septics are an important issue and will be addressed by the Department of Health. A one acre parcel is normally a sufficient size to accommodate both a well and septic system The proposal is in character with other surrounding lots and the existing trees on the property and property line will be preserved as much as possible. 3. The resident to the south of the subject lands stated that if the proposed house is built on the same line as the house on the existing lot, it will be very tight for a water and septic system If the proposed house is set further back from the road, it will provide for the services and storm water runoff: which he has concerns about. Large lots with older houses on them should not be allowed to be purchased for the purpose of creating a new lot. 4. Mike Senkiw, 4860 Old Brock Road, stated that Old Brock Road is an attractive street but this application will tend to urbanize the streetscape. This application is not in character with the neighbourhood and should be deferred until the lands to the west are developed and then the applicant could sever the rear half of the property. A large setback from the road may allow for the water and septic systems but it will infringe on the privacy of the neighbours. There are discussion currently being undertaken in Claremont about the Hamlet Development Plan that would allow for somewhat higher densities. He is concerned that the approval of this application will set a precedent for more density which will lead to a negative impact on the environment. 5. Wendy Cowie, the applicant, stated that the proposed house will likely be set far back from the road and noted that the house to the north of her is very close to the lot line. 6. Mr. Cowie stated that he does not intend to change the character of the neighbourhood and will protect the existing trees. He does not want to build a house that is not in character with the neighbourhood and noted that he is creating two, one acre parcels. ..../2 '- '-" '- '-" --2-- 7. Don Bennett, representing the applicant, stated that there must be a site plan and this will ensure that storm water runoff is addressed. There are alternatives to the water and septic systems depending on where the house is sited. Many of the older lots in the centre of Claremont have sixty to eighty foot frontages and this lot would be in character with them The lot sizes in Claremont are dictated by the water and septic systems and not aesthetic issues. 8. Lynda Taylor, Manager, Current Operations Division, stated that the Department of Health would be dealing with the water and septic systems but noted that the Hamlet Development Plan provides that this information must be provided at this stage of the severance.
