Jim Kyle, agent for Richard Wagner Associates advised that he was present to
answer any questions.
Anne Leavitt, Greenbum Place advised that area residents have wells and she
questioned the possibility of running out of water. She also stated that trees had
been placed abutting her property last year but have since fallen over and she asked
if they would be replaced.

In Town Manager's Report M 3/96, it is recommended that the Report of the
Director of Culture and Recreation respecting Pickering's 1995 Youth Programs,
be received.

Louise Boehlar, 889 Antonio Street addressed the Committee with respect to the
1995 Youth Programs Year End Report. She questioned many of the items
addressed in the report and asked why the program ran at a loss. The report
speaks about a survey that was carried out in Pickering schools but she advised
that only one class was surveyed in each school.

(IV) OTHER BUSINESS

1.
Councillor Senis advised that the March 29th, Ajax/Pickering Hospital Foundation
Auction requires items or services for that evening.
2.
Councillor Johnson congratulated the Mayor, Council, staff and all other
participants in the Nokia Mens Curling Cup Championship events held last week.
A special thanks went to Jim Walker for his tremendous efforts in this regard.
3.
Mayor Arthurs advised of the Claremont Winter Carnival taking place this week.
4.
Councillor Brenner advised that he would be bringing forward a Notice of Motion
next week concerning the G.T.A. Reform.
5.
Councillor Dickerson echoed Councillor Brenner's comments concerning the
G.T.A. Reform and also congratulated the volunteers involved in the Nokia
Curling Championships. He commented on the Bowling for Millions event held
last weekend by Big Brothers.
6.
The following matters were discussed prior to the regular meeting:
a. The Town Manager commented on the memo distributed by the Town
Solicitor concerning Adult Entertainment Parlours

b. The Town Manager advised that the revised budgets, along with back-up
will be distributed mid to end of this week.

(IV) OTHER BUSINESS - continued
c. Councillor Ryan commented on a report received from the Manager of
Information Services concerning Productivity Enhancements Through
Technology. He requested that this report be copied to all Council
members and that a meeting be arranged with the Manager of Information
Services, the Town Manager and himself
d. Councillor Pistritto distributed Covey Leadership cassettes.

The Town Manager advised that the Province has announced March 8th as
the date for Regional participation in the G.T.A. process. He advised that
the staff report will be coming to Council by March 4th and that the
Committee have been requested to report back by April 1 st but will be
asked to deal quicker with this matter.

That the Executive Committee of the Town of Pickering having met on February 12, 1996,
presents its third report to Council and recommends:
1.

That Town Council recommend to Regional Council that Draft Plan of Subdivision
18T-89106 (Revision 2) submitted by Dependable Incorporators, on lands being
Part of Lot 32, Concession 1, Town of Pickering, be APPROVED AS REVISED
subject to the following conditions:
1.0 GENERAL CONDITIONS
1.1 That this recommendation apply to the plan identified as the Town
Recommended Plan, and bearing the Town's recommendation stamp dated
January 15, 1996;
1.2 That the owner submit a draft 40M plan to the satisfaction of the Town.
2.0 PRIOR TO THE REGISTRATION OF THE PLAN
2.1 That the owner enter into a subdivision agreement with and to the
satisfaction of the Town which shall include, but not necessarily be limited
to the following:

2.1.1 Storm Drainage
(a) satisfaction of the Director of Public Works respecting a
stormwater drainage and management system to service all the
lands in the subdivision, and any provisions regarding easements;
(b) satisfaction of the Director of Public Works that stormwater
management techniques are consistent with those approved for the
Altona Forest Environmental Policy Area in consultation with the
Metropolitan Toronto and Region Conservation Authority and the
Ministry of Natural Resources;
2.1.2 Grading Control and Soils
( a) satisfaction of the Director of Public Works respecting submission
and approval of a grading and control plan, with special emphasis
on coordinating grades with the adjacent plan of subdivision;
(b) satisfaction of the Director of Public Works respecting submission
and approval of a geotechnical soils analysis;

2.1.3 Road Allowances
(a) satisfaction of the Director of Public Works respecting construction
of internal roads with curbs, stonn sewers, sidewalks and boulevard
designs to maximize front yard space without impeding services or
the safe operation of the streets;
(b) satisfaction of the Director of Public Works with respect to the
removal of any temporary cul-de-sac on lands to the north;

2.1.4 ConstructionlInstallation of Town Works & Services
(a) satisfaction of the Town respecting arrangements for the provision
of all services required by the Town;
(b) satisfaction of the appropriate authorities respecting arrangements
for the provision of underground wiring, street lighting, cable television,
natural gas and other similar services;
2.1.5 Dedications/TransferslConveyances
(a) the dedication of all road allowances with proper comer roundings
and sight triangles to the Town;
(b) that Block 30 be dedicated to an appropriate public authority;
( c) any other easements as required;
2.1.6 Tree PreservationIPlanting

the submission of a tree preservation and street tree planting
program to the satisfaction of the Town;
2.1.7 DesiiIl PlanninK
(a) the satisfaction of the Director of Planning respecting a report
outlining siting and architectural design objectives for the
development, and the submission of site plans and architectural
drawings identifying how each unit meets the objectives of the
report, prior to the issuance of any building permit for the
construction of a residential unit on the lands;
(b) the report outlining siting and architectural design objectives for the
development must address building envelopes, house designs,
siting, and streetscapes as well as garage designs, locations,
massing, and projection from the main dwelling;
2.1.8 Parkland Dedication
(a) the satisfaction of the Town regarding cash-in-lieu arrangements for
required parkland dedication;

2.1. 9 Existing Buildings
(a) satisfactory arrangements with the Town regarding the removal,
demolition and/or retention of all structures on the subject property;
2.1.10 Development CharKes
(a) satisfaction of the Town financially with respect to the
Development Charges Act;

2.1.11 Contributions for Servicing Oversizing
(a) satisfaction of the Town with respect to contribution for services
provided by the adjacent development;
2.1.12 Phasing of Construction
(a) satisfaction of the Town with respect to the completion of services
and roads on lands to the north (18T-87044) prior to development
of the subject lands;
2.1.13 Walkways
(a) the opportunity to construct a walkway to Altona Road at the
westerly terminus of Street A and a walkway to the Petticoat Creek
valley, be investigated along with any minor revisions to the lot
lines and reserve that may result.

1.0 That prior to the forwarding of an implementing zoning by-law to Town
Council, Draft Plan of Subdivision 18T -89106 (Revision 2) receive draft
approval by the Region of Durham, and a Draft 40M plan be submitted
to the satisfaction of the Town Planning Department;
2.0 That the implementing zoning by-law shall include, but not necessarily be
limited to the following:

minimum frontage of 9.0 metres;

permit a nine-hole golf course, on lands being Part of Lot 7, Concession 5, Town
of Pickering, be APPROVED subject to the following conditions:
1.0 That prior to the forwarding of an implementing zoning by-law to Town
Council, the following conditions be fulfilled:
(a) Regional Official Plan Amendment Application 94-003/0 be
approved;
(b)
the Town's Director of Planning be satisfied that implementation of
ongoing monitoring and management has been provided for
through such means as a development agreement between the
Town and the owner addressing groundwater monitoring and turf
management;
( c) the applicant obtain Conditional Site Plan Approval from the

LAND USE PLANNING AND PROTECTION ACT 1995, BILL 20
PART I

1. That Town Council endorse Planning Report No. 3/96 as the Town's
comments on the Ministry of Municipal Affairs and Housing Bill 20; and
That the return to the requirement that planning decisions 'shall have
regard to' provincial policy statements will provide municipalities with
discretion and flexibility in implementing provincial policy statements and is
therefore supported by Council; and
That Council supports the elimination of the 'as of right' status of
apartments in houses, allowing local municipalities to make the decisions as
to where and under what conditions second units may be permitted; and
That efforts to streamline the planning process, to simplify notice
requirements, and to provide local Council's with jurisdiction over how
best to deliver the function of the Committee of Adjustment, are all
supported by Council subject to the concerns outlined in Report No. 3/96.

That the Town Clerk be requested to forward a copy of Planning Report
No. 3/96 to Mr. Douglas Amott, Clerk of the Standing Committee on
Resource Development, Mr. Phil McKinstry Municipal Planning Policy
