Regular Meeting of May 13, 1996.

1.
Len Quigley, representing the Pickering Hockey Association, addressed the
Committee regarding matters relating to the Association. He advised that an
increase of $7.00 an hour for ice time is too high and unafordable by the Pickering
Hockey Association. They already pay $93.00 per hour and were under the
impression that this amount included the $5.00 user fee.

Louise Boehler, 889 Antonio Street, addressed the Committee with respect to the
Youth Budget. She outlined many discrepancies in the current Youth Report and
the original Youth Report. She stated that outreach workers were to be hired to
work in the streets with the kids and this has not occurred. She questioned why a
program has not been organized for the kids this summer.

In Recommendation Report 15/96, it is recommended that Council recommend to
Regional Council that Draft Plan of Subdivision 18T-95039, submitted by Ericka
Behrends on lands being Part of Lot 128, Plan 350, be APPROVED AS

John Belgiorgio, 412 Toynevale Road, advised that there are 75' trees on the
subject property which the owner calls garbage trees but they act as a good noise
barrier. A steel wall will not act as a noise barrier but will bounce the sound. He
requested that the trees be preserved and the owner be directed to build around
them. He also stated his concern that future development would take place and
not stop at these nine lots. Traffic congestion is already a concern with the
Montesorri School and more development could only increase this problem.
Harold Gardner, representing the applicant advised that the lands to the east end
up in a watershed area and it is doubtful that anyone would build in the area. Five
lots could be built in the future to the west. He advised that the rear yard would
have a 25' depth and that a certain amount of trees would be saved but that some
of the trees are old apple trees.

Marie Robinson, 414 Toynevale Road, advised that her home is directly beside
Street A. She questioned who will be responsible for maintaining the boulevard
and stated her concern with respect to the traffic congestion.
Heather Little, 410 Toynevale Road, questioned how long this development will
take. She advised that she has difficulty sleeping, but due to working shifts must
be able to sleep during the day and feels this will be difficult with construction
behind her property. She questioned the possibility of residents receiving a
guarantee in writing that no more development would take place.

(VD OTHER BUSINESS
1. Councillor Brenner advised of an incident at Rougemount Drive and Hwy. 2
involving the assistance ofa Town youth and suggested that this youth be awarded
a citizens award.
2. Councillor Senis advised that Bayview Heights will be holding their Fun Fair on
June 1st from 10 a.m. to 2 p.rn.

The following items were discussed prior to the regular meeting:
a) Councillor Dickerson advised that the Media Kick-Off for the 1996
Mayors' Charity Golf Tournament will be held on June 7th at Cherry
Downs Golf Club.
b) Councillor Dickerson commented on the 'Witty Roast' being held at the
Recreation Complex on June 27th.
c) Councillor Dickerson distributed information concerning the Development
Charges Act Resolution coming before Committee this evening requesting
the endorsement of the Town of Whitby's resolution.
d) Councillor Senis requested and received Committee's consensus
concerning the Town providing a plaque or bursary for a student from the
graduating class of each of the four high schools within Pickering.
e) The Town Solicitor advised that the Town has been approached by a firm
requesting permission to market a program developed by Information
Services.
-- f) The Director of Culture and Recreation advised that plans for the 1996
Canada Day Festivities are well underway and the Pickering Concert Band
will be participating.
g) The Director of Culture and Recreation advised that verbal word has been
received from the Federal Government approving their request for 10 job
placements.
h) The Director of Public Works commented on the tender awarded to Crupi
& Sons and the additional funds required for Traffic Calming Measures in
the Southwest Quadrant.
i) The Director of Planning advised that the circulation notice concerning the
1. deGraauw application, was not forwarded to the Ajax residents falling
within the 120 metre radius. This situation has been rectified and this item
will be brought forward at the Statutory Public Meeting of June 20th.
j) The Executive Director Operations advised that an employee of the Transit
Department will be taking a 4 month Leave of Absence and Mr. Neil
Killens will be moving into the position for that period of time.
k) The Executive Director Operations advised that staff of the Region of
...... Durham and the Town would like to make a presentation to Council mid to
end June concerning Kingston Road.
I) Councillor Pistritto commented on concerns raised by staff regarding the
Library being opened on Sundays.

m) The Town Manager advised that Bradford & Associates would like to meet
with Council on June 14th to discuss their preliminary findings.
n) The Town Manager raised the item concerning Swayze Gas Bar and
regulating its hours of operation.
0) The Town Manager requested and received consensus concerning staff
using the courtyard for a United Way Garage Sale.
p) The Town Manager advised that June 13th and 14th has tentatively been
set for a Senior Staff Meeting. A Training Centre near Orangeville could
accommodate the needs of this event at an amount previously approved.

18T-95039 submitted by Ericka Behrends on lands being Part of Lot 128, Plan, be
APPROVED AS REVISED, subject to the following conditions:
1.0 GENERAL CONDITIONS
1.1 That this recommendation apply to the plan identified as the Town
Recommended Plan, bearing the Town's recommendation stamp.
2.0 PRIOR TO THE REGISTRATION OF THE PLAN
2.1 That the residential lots conform to the "R4" Zone provisions in Zoning
By-law 2511;
2.2 That the owner submit a Draft 40M-Plan to be approved by the Town
Planning Department;

That the owner enter into a subdivision agreement with, and to the
satisfaction of the Town, which shall include, but not necessarily be limited

(i) Block 10, being a reserve of approximately 0.8 of a metre in

(iii) Block 12, being a 0.3-metre reserve located at the western
terminus of Street "B"; and
(c) provide any other easements, as required;
2.3.6 Street Naming
That the streets within the draft plan be named to the satisfaction of the
Town and the Region;
2.3.7 Tree PreservationIPlanting

(a) submit detailed tree preservation, and street tree planting
programmes to the satisfaction of the Town; and

(b) agree no trees will be removed until such time as the tree
preservation programme has been approved by the Town, except as
authorized by the Director of Parks and Facilities;
2.3.8 Design Planning

That the owner satisfy of the Director of Planning respecting a
report outlining siting and architectural design objectives for the
development, and the submission of site plans and architectural
drawings identifying how each unit meets the objectives of the
report prior to the issuance of any building permit for the
construction of a residential unit on the lands;

(b) The report outlining the siting and architectural design objectives
for the development must address special architectural treatment on
the flankage of Lot 1 and 4;
2.3.9 Parkland Dedication
That the owner satisfy the Town regarding cash-in-lieu arrangements for
required parkland dedication;
2.3.10 Existing Buildings
That the owner make satisfactory arrangements with the Town regarding
the removal, demolition and/or retention of all structures on the subject
property;
2.3.11 Development Charges

That the owner satisfy the Town, financially, with respect to the
Development Charges Act;
2.3.12 Noise Attenuation
(a) That the subdivision be developed according to the
recommendations of the Noise Control Feasibility Study (Report
No. W95-016) prepared by S.S. Wilson and Associates, dated May
30, 1995; and
(b) That the "Option No. 2 - Barrier Location" as illustrated in Figure
3.2 of the above-noted report, constructed in a berm/fence
combination, be considered the Town's preferred noise barrier
delineation and composition for the attenuation of Highway 401
traffic noise in this vicinity.
2.3.13 Fencing
That the owner construct at his own expense, to the satisfaction of the
Town a 1.8 metre high wood privacy fence along the rear of Lots 1, 2 and
3 inclusive.

(b)
satisfaction of the Director of Public Works with respect to
appropriate stormwater management techniques, including the
location and design of a stormwater management pond on Block 32
of the Town Recommended Plan if necessary, and the conveyance
to the Town of lands associated with the stormwater management
plan;

(c) if the stormwater management pond shown within Block 32 of the
Staff Recommended Plan is not acceptable as a permanent
stormwater management pond, through the approval of the
stormwater management report, the Town will require a financial
contribution towards a future permanent stormwater management
pond";
2.2.2 Grading Control and Soils
(a) satisfaction of the Director of Public Works respecting submission
and approval of a grading and control plan with special emphasis on
coordinating grades with adjacent existing lots, and accommodating
anticipated future development to the south and east;
(b) satisfaction of the Director of Public Works respecting submission
and approval of a geotechnical soils analysis;

2.2.3 Road Allowances
(a) satisfaction of the Director of Public Works respecting construction
of internal roads with curbs, storm sewers, sidewalks and
boulevards;
(b) satisfaction of the Director of Public Works with respect to the
possible installation of a full cul-de-sac turning circle on Block 24
on the Town Recommended Plan in the event that the southward
extension of the road does not occur;
( c) should alternative arrangements be made for the construction of a
temporary turning circle Block 24 may be developed as a residential
Lot;
(d) satisfaction of the Director of Public Works for payment to the
town, or security, being the difference between the cost of re-
routing the road around the pond and the normal cost for removal
and replacement of a temporary turning circle, should the full cul-
de-sac turning circle be constructed;

2.2.4 ConstructionlInstallation of Town Works & Services
(a) satisfaction of the Town respecting arrangements for the provision
of all services required by the Town;

(b) satisfaction of the appropriate authorities respecting arrangements
for the provision of underground wiring, street lighting, cable
television, natural gas and other similar services;
2.2.5 Contribution to Traffic Light Installation
(a) satisfaction of the Town respecting appropriate financial
arrangements for the contribution to the cost of installation of
traffic lights at the intersection of Fairport Road and Strouds Lane;

2.2.5 Dedications/Transfers/Conveyances
(a) the dedication to the Town of all road allowances with proper
comer roundings and sight triangles;
(b) Block 33 on the Staff Recommended Plan, a O.3-metre reserve
along the east side of Street A adjacent to the rear of lots fronting
on Appleview Road:
(c) Block 34 on the Town Recommended Plan, a 3.05-metre road
widening of Fairport Road;
(d) Block 32 on the Town Recommended Plan as an Open Space
.corridor along the course of Dunbarton Creek, including
stormwater management facilities;
(e) any other easements as required;
2.2.6 Tree PreservationIPlanting
(a)
the submission of a tree preservation and street tree planting
program, to the satisfaction of the Town;

2.2.7 Design Planning
(a) the satisfaction of the Director of Planning respecting a report
outlining siting and architectural design objectives for the
development, and the submission of site plans and architectural
drawings identifying how each unit meets the objectives of the
report, prior to the issuance of any building permit for the
construction of a residential unit on the lands;
(b) the report outlining siting and architectural design objectives for the
development must address the Dunbarton Neighbourhood
Development and Design Guidelines, building envelopes, house
designs and siting, as well as garage designs, locations, massing and
projection from the main dwelling, and special architectural
treatment on the flankage side of dwellings on flankage lots;
2.2.8 Parkland

Blocks 25 to 28 inclusive, and Blocks 29 to 31 inclusive shall be held for
possible parkland dedication until just prior to registration of the draft plan
and that based on the outcome of the efforts of the Town to acquire part of
Lot 94, Plan 1051 (Parcel 'c' in Recommendation Report 18/96), Council
shall determine which group of Blocks are to be dedicated as parkland, and
the remaining Blocks may be shown as Lots in the registered plan;

2.2.9 Walkway and Fencing
(a) the satisfaction of the Director of Park and Facilities with respect to
the provision of adequate land between the top-of-bank of the
watercourse and the rear of lots backing onto the Open Space
corridor to accommodate a pedestrian walkway;
(b)
the satisfaction of the Town with respect to the provision of a 1.5-
metre-high chain-link fence along the rear lot line of all lots and
blocks backing onto the open space corridor (Block 32 on the
Town Recommended Plan);
2.2.10 Existing Buildings
(a) satisfactory arrangements with the Town regarding the removal,
demolition and/or retention of all structures on the subject property;
2.2.11 Development Charges
(a) satisfaction of the Town, financially, with respect to the
Development Charges Act;
Contributions for Servicing and the Extension of Services on Bonita Avenue
(a) satisfaction of the Town with respect to contribution for road
works and services on Fairport Road, and the installation of services along
Bonita Avenue.

by the Region of Durham, and a Draft 40M-plan be submitted to the
satisfaction of the Town Planning Department;
2.0 That the implementing zoning by-law shall include, but not necessarily be
limited to the following:

Provide for detached residential dwellings on the lots fronting
Fairport Road and Bonita Avenue with:
