Executive Summary:
To respond to the letter from Totten Sims Hubicki Associates dated March 15, 2005
requesting Council to nominate a Pickering resident to represent the City on the 407
East Individual Environmental Assessment Community Advisory Committee.
Financial Implications: Not applicable
Background:
Please find attached to this Report a letter from Totten, Sims, Hubicki Associates dated
March 15, 2005 advising that the Ministry of Transportation, in consultation with the
Region of Durham, has commenced and Individual Environmental Assessment Study to
address transportation deficiencies in the Region of Durham.

The Project Team wishes to re-constitute the Community Advisory Committee that was
formed in 2002 to prepare the EA Terms of Reference. The Project Team will make
appointments to the Community Advisory Committee; however, the area municipalities
are being requested to nominate one member of the public to serve on this Committee.
As noted in the letter from Totten, Sims, Hubicki, Paul Kelland was nominated by
Council and subsequently appointed in 2002 to the Committee Advisory Committee for
the 407 EA Terms of Reference process. He was also nominated and appointed in
2000 to the Durham Region Transportation Master Plan Community Advisory
Committee that was the precursor to the 407 process.
Paul Kelland has indicated that he is willing to be nominated for appointment to the 407
East Individual Environmental Assessment Community Advisory Committee.

RE: 407 East Individual Environmental Assessment (IEA)
TSH Project No. 42-80390
The Ontario Ministry of Transportation (MTO), in consultation with the Region of Durham, its
constituent and surrounding municipalities has commenced an Individual Environmental Assessment
(lEA) Study to address transportation deficiencies in the Region of Durham. This project will fulfil the
requirements of the Ontario Environmental Assessment Act (OEAA) as well as the Canadian
Environmental Assessment Act (CEAA).
The development of the IEA includes consultation with federal and provincial agencies, municipalities
and the public to ensure that the environmental assessment process followed provides appropriate
opportunities to address relevant issues.
As part of our consultation plan, we have chosen to re-constitute the Community Advisory Group (CAG)
from the EA Terms of Reference process. The CAG will be composed of approximately 18-25
individuals with balanced membership representing municipal, business, mobility, and environmental
interests. The CAG will meet a minimurn of i0 times throughout thc estimated ~hr~e year project period
to provide advice to the Project Team on the Study.
The composition of the CAG is intended to be sufficiently diverse to represent the range of different
geographic and issue-based perspectives within the Region of Durham. As you may recall, your
municipality previously identified Paul Kelland to serve on the CAG for the EA Terms of Reference.
We are requesting that each municipality either re-nominate their representative: for the CAG or appoint a
new representative.
In considering your nomination, please bear in mind the following requirements.:
· Express an interest and con~-nitment to the project;
· Interest or experience in transportation planning or the environment; and
· Willing to attend a minimum of 10 meetings over the next 3 years.
The first meeting of the Community Advisory Group has been scheduled as follows:
