that is set out in OPA Amendment #13. He asked staff to prepare a report on
how lands will be protected outside the Growth Management Study area.

That Zoning By-law Amendment Application A 03/04, be APPROVED as set
out in the draft by-law amendment attached as Appendix I to Report PD 45-
04, to amend the existing zoning on the subject lands to permit a bed and
breakfast and a 75 square metre home-based business, on lands being North
Part of Lot 14, Concession 9, City of Pickering.
That the amending zoning by-law to implement Zoning By-law Amendment
Application A 03104, as set out in Appendix I to Report Number PD 45-04, be
FORWARDED to City Council for enactment.

2005 TEMPORARY BORROWING BY-LAW
That Report CS 49-04 of the Director, Corporate Services & Treasurer, be
received; and
That the temporary borrowing limit to meet 2005 ,current expenditures
pending receipt of taxes and other revenues be established at $25,000,000
for the pedod January 1, 2005 to September 30, 2005 inclusive, and
$12,500,000 thereafter until December 31, 2005; and
That the temporary borrowing limit for capital purposes for 2005 be
established at $15,000,000; and
That the attached By-law be read three times and passed; and
That the appropriate officials of the City of Pickering be authorized to take the

Executive Summary: The City entered into Subdivision Agreements with the
above-noted developers for the development of Plans 40M-1347, 40M-1472, 40M-1473
and 40M-1571. As the developers have now completed all works and services within

Financial Implications: There are no new financial implications to the City as a
result of this recommendation.
Background: The City entered into Subdivision Agreements with the above-noted
developers for the development of Plans 40M-1347, 40M-1472, 40M-1473 and
40M-1571. As the developers have now completed all works and services within these
Plans to the satisfaction of City staff, it is now appropriate to assume the M-Plans under
the jurisdiction of the City and release the developers from the provisions of the
respective Subdivision Agreements.
The assumption of Plans 40M-1347, 40M-1472, 40M-1473 and 40M-1571 and the~'
release of the Subdivision Agreements must be acknowledged by the enactment of
various By-laws assuming the roads and services within the Plans, amending By-law
1416/82 relating to Places of Amusement, and authorizing the release and removal of
the Subdivision Agreements from title.
It should be noted that the road fronting the lots within Plan 40M-1347 (Feldspar COurt)
does not lie within Plan 40M-1347. It has been named and dedicated as public
highway by By-laws 1773/84 and 1774/84 respectively and is therefore already
considered assumed under the jurisdiction of the City of Pickering.
Accordingly, it is recommended that the following By-laws be enacted to:
dedicate Block 114, Plan 40M-1473 as public highway;
assume roads and/or services within Plans 40M-1347, 40M-1472, 40M-1473
(save and except Block 113) and 40M-1571 (save and except Blocks 155, 160,
161,162 and 163);
amend By-law 1416/82 (Places of Amusement) to include the roads within Plans
40M-1472, 40M-1473 and 40M-1571; and
authorize the release and removal of the Subdivision Agreements from title

WHEREAS The Corporation of the City of Pickering is the owner of Block 114, Plan
40M-1473, Pickering and wishes to dedicate it as pUblic highway;
NOW THEREFORE, the Council of The Corporation of the City of Pickering HEREBY
ENACTS AS FOLLOWS:
Block 114, Plan 40M~1473, Pickering is hereby dedicated as public highway
(Rosebank Road).

THE CORPORATION OF THE CITY OF PICKERING
BY-LAW NO.
Being a By-law to assume the roads within Plans
40M-1472, 40M-1473 and 40M-1571 for public use
as public highways and to assume the services
within Plans 40M-1347, 40M-1472, 40M-1473 and
40M-1571 under the jurisdiction of the City of
Pickering.
WHEREAS above ground and underground services required for the development of the
above-noted Plans have been completed to the City's satisfaction; and
WHEREAS the City of Pickering has jurisdiction over the roads shown on Plans 40M-1472,
40M-1473 and 40M-1571; and
WHEREAS pursuant to the Municipal Act, S.O. 2001, c. 25, sections 30 and 31, a highway is
owned by the municipality having jurisdiction over it and a municipality may by By-law assume
highways owned by it for public use;
NOW THEREFORE, the Council of The Corporation of the City of Pickering HEREBY
ENACTS AS FOLLOWS:
'1.
The above ground services required by the Subdivision Agreements relating hereto, or
any amendments thereto, which are to be constructed or installed in the development of
the above-noted Plans or which are located on lands that are dedicated to or owned by
the City within Plans 40M-1347, 40M-1472, 40M-1473 (save and except Block 113) and
40M-1571 (save and except Blocks 155, 160, 161, 162 and 163), or on lands lying
immediately adjacent thereto are hereby accepted and assumed for maintenance under
the jurisdiction of The Corporation of the City of Pickering
The underground services that are required to be constructed or installed in the
development of the above-noted Plans including the storm drainage system and related
appurtenances, located on lands that are dedicated to or owned by the City in Plans
40M-1347, 40M-1472, 40M-1473 (save and except Block 113) and 40M-1571 (save and
except Blocks 155, 160, 161,162 and 163), or lands lying immediately adjacent thereto,
are hereby accepted and assumed for maintenance under the jurisdiction of The
Corporation of the City of Pickering.
In sections 1 and 2, the phrase "lands that are. .. owned by the City" includes lands that
are subject to an easement transferred to the City, but only with respect to the specific
service or services referred to in the easement transfer document.
The following highways are hereby assumed for public use as public highways under
the jurisdiction of The Corporation of the City of Picketing:
· Amberlea Road, Boyne Court, Eramosa Crescent and Saugeen Drive, Plan
40M-1472;
· Ambedea Road, Montclair Lane, Napanee Road, Otonabee Drive, Saugeen
Drive and Sturgeon Court, Plan 40M-1473; and
· Atwood Crescent, Gallant Court, Layton Court, Callahan Street and Engel
Court, Plan 40M-1571,

WHEREAS on June 25, 1990, Subdivision Agreement registered as Instrument No. LT335613

Executive Summary: The City entered into Agreements with the above-noted
developers for the development of Plans 40M-1254, 40M-1418 and 40M-1419. As the

jurisdiction of the City and release the developers from the provisions of the respective
Agreements.

Financial Implications: There are no new financial implications to the City as a
result of this recommendation.
Background: The City entered into Agreements with the above-noted developers
for the development of Plans 40M-1254, 40M-1418 and 40M-1419. As the developers
have now completed all works and services within these Plans to the satisfaction of City
staff, it is now appropriate to assume the M-Plans under the jurisdiction of the City and
release the developers from the provisions of the respective Agreements.
The assumption of Plans 40M-1254, 40M-1418 and 40M-1419 and the release of the
Agreements must be acknowledged by the enactment of various By-laws dedicating
certain lands as public highways, assuming the roads and services within the Plans,
amending By-law 1416/82 relating to Places of Amusement and authorizing the release
and removal of the Agreements from title.
Accordingly, it is recommended that the following By-laws be enacted to:
dedicate Block 139, Plan 40M-1418 as public highway;
dedicate Block 88, Plan 40M-1419 as public highway;
assume roads and services within Plan 40M-1254 (save and except Blocks 20 to
27, inclusive), Plan 40M-1418 (save and except Blocks 137, 138 and 141) and
Plan 40M-1419 (save and except Blocks 86 and 89);
amend By-law 1416/82 (Places of Amusement) to include the roads within Plans

Pickering.
WHEREAS above ground and underground services required for the development of the
above-noted Plans have been completed to the City's satisfaction; and
WHEREAS the City of Pickering has jurisdiction over the roads shown on Plans 40M-1254,
40M-1418 and 40M-1419; and
WHEREAS pursuant to the Municipal Act, S.O. 2001, c. 25, sections 30 and 31, a highway is
owned by the municipality having jurisdiction over it and a municipality may by By-law assume
highways owned by it for public use;
NOW THEREFORE, the Council of The Corporation of the City of Pickering HEREBY
ENACTS AS FOLLOWS:
The above ground services required by the Subdivision Agreements relating hereto, or
any amendments thereto, which are to be constructed or installed in the development of
the above-noted Plans or which are located on lands that are dedicated to or owned by
the City within Plan 40M-1254 (save and except Blocks 20 to 27, inclusive), Plan
40M-1418 (save and except Blocks 137, 138 and 141), and Plan 40M-1419 (save and
except Blocks 86 and 89), or on lands lying immediately adjacent thereto are hereby
accepted and assumed for maintenance under the jurisdiction of The Corporation of the
City of Pickering
The underground services that are required to be constructed or installed in the
development of the above-noted Plans including the storm drainage system and related
appurtenances, located on lands that are dedicated to or owned by the City in Plan
40M-1254 (save and except Blocks 20 to 27, inclusive), Plan 40M-1418 (save and
except Blocks 137, 138 and 141) and Plan 40M-1419 (save and except Blocks 86 and
89), or lands lying immediately adjacent thereto, are hereby accepted and assumed for
maintenance under the jurisdiction of The Corporation of the City of Pickering.
In sections 1 and 2, the phrase "lands that are.., owned by the City" includes lands that
are subject to an easement transferred to the City, but only with respect to the specific
service or services referred to in the easement transfer document.

Executive Summary: In order to improve visibility, traffic flow and safety on Begley
Street and Tanzer Court an amending by-law is being proposed, which prohibits on-
street parking along specific sections of the streets. A Community Outreach Letter and
Map were distributed to residents that were affected by the amending by-law. Results
indicate public support for these proposed no-parking restrictions. The attached by-
laws, once adopted, must be enforced on a regular basis to be effective.
Financial Implications: The acquisition and installation of no parking signs, costing
approximately $800 can be accommodated within the Roads current budget account
2320-2409.
Background: Recently, staff investigated neighbourhood concerns regarding the
difficulties caused by the presence of on-street parking along Begley Street and Tanzer
Court. In order to improve traffic flow, eliminate vehicular conflicts with parked vehicles
and increase area visibility (therefore safety) on Begley Street and Tanzer Court, staff
are hereby proposing to implement on street parking controls. The amending by-law as
proposed, which if passed, will prohibit on-street parking on the east side of Begley
Street, the north and east side of Tanzer Court from Begley Street to Wayfarer Lane,
and the south side of Tanzer Court from Begley Street to Albacore Manor.

As a recommended practice, a Community Outreach program was initiated to inform
affected residents of a proposed by-law. The residents were given an opportunity to
provide comments and voice their support or opposition by completing and returning the
letter request form. Eighty one (81) letters were distributed to residents of Tanzer Court
and Albacore Manor of which twenty two (22) were returned. Results of the survey were
sixteen (16) replies in support of the restrictions as proposed, four (4) replies in support
of restrictions at alternate locations and two (2) replies noting opposition to any on
street parking controls. The above results indicate that the no-parking by-law on
Tanzer Coud was well received and generally supported by the public that responded.
If approved, this by-law must receive regular enforcement to be effective.

prohibits stopping along a specific section of Glengrove Road.
Financial Implications: The manufacture and installation of signs, costing
approximately $400 can be accommodated within the Roads current budget account
2320-24O9.
Background: In Ontario, new initiatives are being used to address the various safety
problems that are typically associated with the large volume of parent vehicular traffic
accessing schools. The 'Kiss and Ride' program has been specially designed to
address the safety concerns associated with school and residential community traffic.
The 'Kiss and Ride' zone is an area allocated to drop-off and pick-up students in the
parking lot of the school. These zones facilitate the safe coordinated arrival and
departure of parent vehicle traffic on school property without creating traffic congestion
on municipal roadways.

In response to Chairperson, Glengrove Public School Community Council inquiries, staff
of the Operations & Emergency Services Department, Municipal Property & Engineering
Division recently investigated and evaluated traffic movement operations on Glengrove
Road adjacent to Glengrove Public School. Site visits confirm that there is a high level
of unsafe traffic and pedestrian crossing movements resulting from the high volumes of
parent vehicle traffic accessing the property during the morning and afternoon periods.
The school has addressed these problems to the City and Durham Regional Police, and
we suggested the 'Kiss and Ride' program to the school administration. Glengrove
Public School implemented the 'Kiss and Ride' program in September 2004.
To promote smooth, organized and efficient movement of vehicular traffic on and
around the school property and to improve visibility sightlines and turning radii for traffic
entering and exiting the school property and "Kiss and Ride" zone, the proposed by-law
amendment is required. The passing of the by-law will also eliminate the occurrences of
pedestrians walking between parked or stopped cars. The by-law amendment will
prohibit "stopping" along the south side of Glengrove Road from Glenview Road to 130
metres west of Glenview Road. The by-law amendment is to be in effect for Monday.to
Friday, from 7:30 am to 9:00 am and from 3:00 pm to 4:30 pm.
A community outreach letter was sent to the six area residents informing them about the
proposed by-law amendment, the residents have raised no concerns. If approved, by-
law must receive regular enforcement to be effective.

Financial Implications: The manufacture and installation of signs, costing
approximately $100 can be accommodated within the Roads current budget account
2320-2409.
Background: Due to recent developments in the area and the extension of
Clements Road to Church Street, traffic volumes are expected to increase at the
intersection of Clements Road and Copperstone Drive. Presently, intersection of
Clements Road and Copperstone Drive is a t-intersection with no traffic control.
The proposed by-law as amended will erect a stop sign for southbound vehicles on
Copperstone Drive at Clements Road. The stop sign will require the approaching
drivers on Copperstone Drive to stop the vehicle before entering the intersection, yield
to any traffic in or approaching the intersection and then proceed when safe to do so.

It is recommended that Report CS 02-05 of the Director, Corporate Services &

the Director, Corporate Services & Treasurer be authorized to make any
changes or undertake any actions necessary, including altering due dates, in
order to ensure the tax billing process is completed;
the attached By-law, providing for the imposition of the taxes, be read three
times and passed by Council; and,
the appropriate City of Pickering officials be authorized to take the necessary
actions to give effect thereto.
Executive Summary: Each year, prior to the adoption of the estimates for the
year, Council authorizes the adoption of an interim levy. Under Provincial legislation,
the interim levy can be no more than 50% of the previous years annualized taxes. In
other words, if a property experienced an assessment increase, due to an additional
supplementary or omitted assessment, or a decrease in assessment due to an appeal,
demolition or class change, the 2005 interim levy would be based on the adjusted
annualized 2004 taxes.
The tax levy raises funds that are used for the continuing operations of the City,
Region and the School Boards.

Financial Implications: Adoption of the recommendations and passing the By-law
will allow staff of the Corporate Services Department to bill the 2005 interim levy to all
properties. Passing of the By-law will assist the City of Pickering to meet its financial
obligations and reduce any borrowing costs. (The first school board payment is due on
March 31,2005)
Background: In accordance with the legislation mentioned above, the City issues
interim tax bills based on the previous year's annualized taxes.
The annual assessment update of all properties in Ontario that was to have come into
effect for the 2005 Tax Year, was cancelled. As a result, there will be no change to the
assessments used in 2004 except for properties that have undergone a change since
the last assessment update, as mentioned above.
Changes to the Billing Schedule
Recommendation 4, will allow the Director of Corporate Services & Treasurer some
latitude, limited by Provincial legislation, in effecting whatever may be necessary in
order to ensure that the taxes are billed properly and in a timely fashion. It was always
staff's understanding that Recommendation 4 would be.used to change the due dates
by a few days in order to meet Provincial legislation requirements. (Section 343,
subsection one of the Municipal Act states the property owner must have at least
twenty-one days to pay their taxes,) A report would be prepared to Council if there was
a substantial delay in the billing of the interim taxes.

Being a by-law for the collection of taxes and to establish the
installment due dates for the Interim Levy 2005.
WHEREAS Section 317, of the Municipal Act, 2001, S.O.2001, c.25, as amended,
provides that the council of a local municipality may, before the adoption of the
estimates for the year, pass a By-law levying amounts on the assessment of property.,
in the local municipality ratable for local municipality purposes; and
WHEREAS, the Council of the Corporation of the City of Pickering deems it appropriate
to provide for such an interim levy on the assessmentof property in this municipality.
NOW THEREFORE, THE COUNCIL OF THE CORPORATION OF THE CITY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
1. The amounts levied shall be as follows:

there shall be imposed and collected an interim levy of:

For the purposes of calculating the total amount of taxes for the year 2005 under
paragraph one, if any taxes for municipal and school purposes were levied on a
property for only part of 2004 because assessment was added to the collector's
roll during 2004, an amount shall be added equal-to the additional taxes that
would have been levied on the property if taxes for municipal and' school
purposes had been levied for the entire year;
The provision of this By-law apply in the event that assessment is added for the
year 2005 to the collector's roll after the date this By-law is passed and an
interim levy.shall be imposed and collected.
Taxes shall be payable to the Treasurer, City of Pickering.
When not in default, the payment of taxes, or any installment thereof, may also
be made at any financial institution permitted by Section 346 of the MUnicipal
Act, 2001, S.O. 2001 c. 25, as amended.
The Treasurer may mail, or cause to be mailed, all notices of taxes required in
accordance with the provisions of the Municipal Act, 2001, S.O.c. 25, as
amended, to the address of the residence or place of business or to the
premises in respect of which the taxes are payable unless the taxpayer directs
the treasurer in writing to send the bill to another address, in which case it shall
be sent to that address. Notices will not be mailed to tenants. It is the
responsibility of the person taxed tO notify and collect taxes from tenants or other
persons.

The Treasurer is hereby authorized to accept part payment from time to time on
account of any taxes due, in accordance with the provisions of subsection 347
(1) and (2) of the Municipal Act 2001, S.C.c.25 as amended, and to give a
receipt for such part payment under Section 346 (1) of the Municipal Act 2001,
S.Q.c.25, as amended.
The Treasurer is hereby authorized to prepare and give one separate tax notice
for the collection of 2005 taxes, one notice being an INTERIM notice, with two
installments under the provisions of Section 342 of the Municipal Act 2001,
S.C. 2001, c.25 as amended, as follows:

assessment, rent or rate of any installment or part thereof remaining unpaid on
the first day of default and 'on the first day of each calendar month thereafter in
which such default continues pursuant to subsections '345 (1), (2) and (3) of
the Municipal Act 2001, S.C.c.25 as amended. The Treasurer shall collect by
distress or otherwise under the provisions of the applicable statutes all such
taxes, assessments, rents, rates or installments or parts thereof as shall not
have been paid on or before the several dates named as aforesaid, together with
the said percentage charges as they are incurred pursuant to sections 349,
350 and 351 of the Municipal Act 2001, S.C.c.25 as amended.
In the case of taxes payable in respect of assessments made under Sections 33
and 34 of the Assessment Act, R.S.O. 1990, c.A.31, as amended, the late
payment charge of one and. one-quarter percent for 'non payment of taxes and
monies payable as taxes shall be added as a penalty to every tax so payable
remaining unpaid on the first day after twenty-one days from the date of mailing
by the Treasurer of a demand for payment thereof and on-the first day of each
calendar month thereafter in which default continues pursuant to subsections
345 (1.), (2) and (3) of the Municipal Act 2001, S.C.c.25 as amended. It shall be
the duty of the Treasurer immediately after the expiration of the said twenty-one
days to collect at once by distress or otherwise under the provisions of the
applicable statutes, all such taxes as shall not have been paid on or before the
expiration of the said twenty-one day period, together with the said percentage
charges as they are incurred pursuant to sections 349, 350 and 351 of the
Municipal Act 2001, S.C.c.25 as amended.
Nothing herein contained shall prevent the Treasurer from proceeding at any
time with the collection of any rate, tax or assessment, or any part thereof, in
accordance with the provisions of the statutes and By-laws governing the
collection of taxes.
Where tenants of land owned by the Crown or in which the Crown has an
interest are liable for the payment of taxes and where any such tenant has been
employed either within or outside the municipality by the same employer for not
less than thirty days, such employer shall pay over to the Treasurer on demand
out of any wages, salary or other remuneration due to such employee, the
amount then payable for taxes under this By-law and such payment shall relieve
the employer from any liability to the employee for the amount so paid.
If any section or portion of this By-law is found by a court of competent
jurisdiction to be invalid, it is the intent of Council for the Corporation of the City
of Pickering that all remaining sections and portions of this By-law continue in
force and effect.

Financial lmplications: The purchase of Comprehensive Crime Insurance is
approved by Council each year at the time of renewal on June 30. The cost is included
in the City's Annual Current Budget.
Background: Under the Municipal Act S.O. 2001, as amended, it is directed that the
following information be reported to Council.
Section 287 of the Municipal Act, S.O. 2001, as amended, states in part:
"(])

Bonding requirement. - A municipality may require its treasurer, deputy
treasurer and any other person designated by the municipality, as a
condition of acting or continuing to act on behalf of the municipality,
(a) to be bonded in the manner and to the extent designated by the
municipality; and
(b) to provide the municipality with proof of the designated bonding at the
times and in the manner the municipality requires.
Interpretation. - For the purposes of subsection (]), a person is bonded if
there exists a bond, policy or guarantee contract which protects the
municipality in the manner and to the exzent designated by the
municipality if the person does not faithfully pe/form his or her duties.

(3) Proof of bonding. - The council of a municipality shall require proof of the
designated bonding to be produced for all persons who are required to be
bonded under this section,
(a) at a council meeting at least once each calendar year; and
(b) with respect to a person who is newly appointed, at the first council
meeting following the appointment.
(4) Costs. - The municipality shall pay the costs of the required bonding out of
its general fund.
Other entities. - This section applies with necessary modifications to a local
board and a board, body or local authority established or exercising any
power or authority with respect to municipal affairs under any Act in
unorganized territory, other than a school board."
The policy covers all employees, elected officials and Council appointees of the City of
Pickering and the Public Library Board to the limits indicated below. The coverage
includes bond, burglary, monetary loss, money orders and depositors forgery. This
bond insures the loss of money, securities and other property sustained through the
fraudulent or dishonest acts of any of the City's employees, members of Council,
Members of all Boards, Commissions and Committees appointed by and under the
jurisdiction of Council.
· Commercial blanket bond, including money orders, counterfeit paper, currency
and depositors forgery - $2,000,000 limit
· Broad form money and securities - $100,000 limit
· Excess coverage on securities - $100,000
· Broad form money and securities insures the loss of monies and securities
sustained by the City by the actual destruction, disappearance or wrongful
abstraction thereof.
In addition, the Director, Corporate Services & Treasurer, Manager, Accounting
Services and Manager, Finance & Taxation, when acting with respect to any agency or
board are bonded in the same amount and manner as when acting in the capacity of
officers of the City of Pickering.
This report confirms that the above mentioned coverage with a limit of $2,000,000.00 is
currently in place with The Guarantee Company of North America and Lombard
General Insurance Company of Canada for the period July 1, 2004 to July 1, 2005,
inclusive at a premium of $5,145.00 plus PST of $411.60 for a total of $5,556.60. The
terms, conditions and premiums are unchanged from 2004.

help reduce crime in their communities.
One such "Citizen Involved" Crime Prevention Program is Neighbourhood Watch. It is a program which employs
an elegantly simple technique of"neighbours looking out for neighbours" to reduce threats of crime against
potential victims.
This letter is to introduce you to a group of concerned citizens who want to get involved in such a program. Through
persistence, devotion and hard work, these people have made an honourable effort to form a Neighbourhood Watch
within their community. They have met all criteria as set out in the Durham Regional Police Service
"Neighbourhood Watch Guidelines" and have received a commitment from their fellow neighbours of at least 75%
participation. In so doing, they have demonstrated their understanding that Crime Prevention is not just a job for a
few professionals. Rather, the attitude and involvement of these citizens proves their genuine concern to work
together to make our community a better place to live.
The Durham Regional Police ServiCe endorses this new organization as an official Community Neighbourhood
Watch. It is recommended that they be granted permission to erect approved Neighbourhood Watch signs in their
area as a crime deterrent.

Criteria has been established to ensure communication to the public and staff, and
streamline the process and responsibilities.
Of particular interest are the guidelines for the half-masting of flags. Flags are flown at
half-mast as a sign of respect and condolence, or to commemorate significant dates.
The flags at City properties shall only be flown at half-mast on:
· the death of the Mayor,
· the death of a Member of Council,
· the death of a current City of Pickering employee,
· the death of a former Mayor,
· the death of the Chair of the Regional Municipality of Durham, or
· on the direction of the majority of Members of Council,
and in accordance with the Federal and Provincial protocol, flags will also be flown at
half-mast on:
· the death of the Sovereign or a member of the Royal Family related to the Sovereign
(spouse, son or daughter, father, mother, brother, sister), the Governor General, the
Prime Minister, a former Governor General or Prime Minister;

Alone - When the National Flag of Canada is flown alone, on top of,
or in front of a building where there are two flagpoles, it should be
flown on the flagpole to the left.

The Literacy Network of Durham Region (LiNDR) would like to invite you to be
our guest in promoting family literacy and lifelong learning in the Durham Region.
LiNDR is an agency that supports adult basic skills programs in the Durham
Region. One important aspect of our mandate is to promote family literacy and
early learning strategies. LiNDR maintains a strong partnership with the Ontario
Early Years Centre to ensure that this important initiative is being addressed.
I wish to take this opportunity to remind you of Family Literacy Week which will
commence on January 24, 2005. This week marks an opportunity for LiNDR to
encourage positive family literacy practices through public awareness and
promotional activities. Our goal in this respect is to help families realize and
embrace the critical importance of reading to their children.

Dear Mayor Dave Ryan,
I am writing to request a proclamation for "Marriage Checkup Week" on February 14-18, 2005.
During that week our association is conducting a public awareness campaign to promote healthy
marriages through annual checkups. Marriage checkups are designed to strengthen and protect
marriages by helping couples of all ages and descriptions examine their relationships on a regular
basis. We would like annual marriage checkups to become as routine as annual medical
checkups. We know you will agree that healthy marriages and healthy families are the lifeblood
of the community.
During Valentine's week members of our non-profit association will offer free one-hour marriage
checkups to the public as a community service. The marriage checkup helps identify the unique
strengths as well as the potential trouble spots in a relationship. Couples sit down with a trained
Marriage and Family Therapist who can help prevent small problems from becoming more
serious ones. It is our association's way of saying "Happy Valentine's Day" to Pickering.
Our publicity materials will feature a cross-section of couples, young, old, same-sex, and
members of diverse cultural and racial groups. Picketing is the home of many rich traditions and
varied communities. Our aim is to promote healthy marriages and prevent the painful breakdown
of marriages across the board.
We ask that you support our public awareness campaign again this year by issuing a
proclamation that February 14-18, 2005, is "Marriage Checkup Week". Thank you for your kind

Re: Proclamation of Racing Against Drugs, Durham Week; May 1-6, 2005.
On behalf of the Racing Against Drugs Steering Committee, a committee of the
Substance Abuse Council for Youth in Durham Region, I am asking you to help raise
awareness of the Racing Against Drugs, Durham event.
This event, developed by the RCMP, is an exciting initiative that encourages students to
adopt a healthy, drug-free lifestyle with a commitment to personal safety.
The Racing Against Drugs, Durham event is organized locally by a committee of the
Substance Abuse Council for Youth in Durham Region. One of the many strengths of this
program lies in the strong collaboration between personnel in education, police services,
community agencies, business and industry.
Over 42,000 students, from the Durham District School Board and the Durham Catholic
District School Board have participated in this exciting and engaging event over the past 7
years. During the school year the students experience the Racing Against Drugs curriculum,
which addresses the expectations of the Ontario Curriculum - Health and Physical
Education Grade 5, in their classroom and will come together during the week of May 2-6,
2005 at the Racing Against Drugs, Durham Event. This coming year, approximately 6,200
grade five students will participate in Racing Against Drugs, Durham.
Over 25 agencies and businesses come together, during the week of the event, to a local
arena that has been transformed into an exciting racing environment. Students participate
at the various educational "Pit Stops" in activities relating to substance abuse prevention,
healthy lifestyles and personal safety.
We hope you can join us in strengthening our celebration of this worthwhile commitment to
our children's future by bringing this event to the attention of your Municipal Council
requesting that they proclaim the week of May 1-6, 2005 as RACING AGAINST DRUGS
DURHAM WEEK.
