Paterson - Director, Corporate Services & Treasurer A. Greentree - Supervisor, Legislative Services D. Kearns - Committee Coordinator (I) ADOPTION OF MINUTES Meeting of May 3, 2004 (11) 1. DELEGATIONS The following persons addressed the Committee with respect to a petition regarding public alerting: a) Pat Mattson, 838 Miriam Road, advised of a petition that he will leave with the Clerk which is a follow-up to the public consultation process. He stated that the residents support Regional Councillors and 98% of those poled are in opposition to the alerting system as planned. He feels there is a more effective and efficient manner in which to inform residents of a emergency. -1- Executive Committee Meeting Minutes Monday, May '10, 2004 7:36 PM Chair: Councillor McLean b) Rodney Ryder, thanked Councillors Brenner, Holland and Johnson for bringing this matter to the attention of the residents and stated his opposition to this system. c) Bob Davis, 317 Sheppard Avenue, stated his opposition to the alarms and towers and suggested that one would be sufficient and this could be placed on a fire hall or City hall. d) Gerhard Sauer, suggested that one siren would be sufficient and could be placed at the nuclear station. He recommended testing this siren to see its radius. He expressed his concerns with testing and the confusion this will create. e) Pat Mattson read a letter of opposition to Committee from Derek Skelton. Paul White, 507 Cliffview Road, suggested that a few well located sirens would be sufficient. This is not a well thought out plan and residents fully support Council's opposition. He stated the concern of residents regarding the possible decrease in property values. He expressed his opposition to the Region of Durham dictating to the City of Pickering. The following persons addressed the Committee with respect to a retaining wall: a) John McDermott, 1667 Valley Ridge Cres., provided a brief background concerning the problem with respect to the retaining wall. He advised that three options for remediation were put forward and nothing has been done. He stated that the City sent out an independent engineer who made recommendations and still nothing has occurred. He advised that the builder installed this retaining wall which was not on the plan of subdivision and which is deficient and unsafe. He requested Council enforce the subdivision agreement against the builder. b) Greg Stokes, 1665 Valley Ridge Cres., stated that a portion of the retaining wall has already failed and fallen, it is unsafe and must be repaired. The City is ultimately responsible and must enforce the subdivision agreement by making the builder comply with this agreement. He stated that he has provided a package of information to both Councillors Pickles and Johnson. OTHER BUSINESS The following items were discussed pdor to the regular meeting: a) Mayor Ryan advised Council that the Manager, Corporate Promotions & Economic Development would be providing Council with a briefing on protocol for the event taking place on Wednesday, May 19th at which Chinese delegations will be in attendance. b) The Chief Administrative Officer confirmed that there are no issues respecting the lease agreements with Community Associations. (V) ADJOURNMENT The meeting adjourned at 8:20 pm. -4- Appendix I Executive Committee Report EC 2004-08 That the Executive Committee of the City of Pickering having met on May 10, 2004, presents its eighth report to Council and recommends: PLANNING & DEVELOPMENT REPORT PD 19-04 ZONING BY-LAW AMENDMENT APPLICATION A 13/03 HOME HARDWARE STORES LIMITED 477 - 481 KINGSTON ROAD PART OF LOT 31, RANGE 3, B.F.C. (PART OF LOT 1,2,3,4,9, PLAN 230) That Zoning By-law Amendment Application A 13/03, be APPROVED as set out in the draft by-law attached as Appendix I to Report No. 19-04, to amend the existing zoning on the subject property to permit a variety of Office and Commercial uses, submitted by Home Hardware Stores Limited, on lands being Part of Lot 31, Range 3, B.F.C. (Part of Lot 1,2,3,4,9, Plan 230), City of Pickering. That the amending zoning by-law to implement Zoning By-law Amendment Application A 13/03, as set out in Appendix I to Report Number PD 19-04 be FORWARDED to City Council for enactment. CORPORATE SERVICES REPORT CS 09-04 SECTION 357/358 OF THE MUNICIPAL ACT ADJUSTMENT TO TAXES 1. That Report CS 09-04 of the Director, Corporate Services & Treasurer, concerning Adjustment to Taxes, be received; and 2. That the write-offs of taxes as provided under Section 357/358 of the Municipal Act, 2001 be approved; and 3. That the appropriate officials of the City of Pickering be authorized to take the necessary action to give effect hereto. -5- Appendix I Executive Committee Report EC 2004-08 PROCLAMATION "ELDER ABUSE AWARENESS MONTH" That Mayor Ryan be authorized to make the following proclamation: "Elder Abuse Awareness Month" - June, 2004 "National Nursing Week"- May 10 - 14, 2004 -6-
