HomeMy WebLinkAboutNovember 19, 2001AGENDA COUNCIL MEETING Anne Greentree Supervisor, Legislative Services NOVEMBER 19, 2001 NOTICE OF MOTION DATE: NOVEMBER 19, 2001 MOVED BY: COUNCILLOR HOLLAND SECONDED BY: COUNCILLOR McLEAN WHEREAS Picketing has been in a period of relatively slow growth due to a lack of available and serviceable lands for development; and WHEREAS the Oak Ridges Moraine land swap announced by the Provincial government will accelerate development pressures, particularly in the East Duffins and Seaton; and WHEREAS inappropriate growth can cause environmental and social damage to a community best categorized as urban sprawl; and WHEREAS targeted well-planned growth can revitalize existing urban areas and create livable, self-sufficient and health communities; and WHEREAS the City of Picketing does not have a smart growth plan that identifies what development is desirable and dedicates resources and incentives to promote this kind of development across the City; and WHEREAS there is a need to be specific and inventive measures taken to assure that affordable and safe housing is built into future communities we contemplate; and WHEREAS applications for development that meet a needed smart growth plan for the City of Picketing should be expedited and given priority by planning star and WHEREAS there is no formalized prioritization of development applications today within the City of Picketing; and WHEREAS a vital, interconnected transit system is vital to a smart growth plan; and WHEREAS a focus on making our city and future developments accessible and welcoming to pedestrians is critical; and WHEREAS a wide variety of cities across North America have adopted extremely successful smart growth strategies that can be studied and emulated; and WHEREAS a well defined urban growth boundary that is not compromised is further vital to having a livable city and that such a boundary should be supported by the Province of Ontario through legislation similar to what has been achieved with cities such as Portland; NOW THEREFORE the Planning Committee of the Corporation of the City of Pickering work in collaboration with appropriate city staff and the Seaton Liaison to develop a comprehensive Smart Growth Strategy that addresses but is not limited to the issues identified in the preceding recital clauses; and THAT the Smart Growth Strategy, once developed, be used to prioritize resources and to implement incentives to ensure the sustainable and health growth of Pickering; and THAT the Smart Growth Strategy give particular attention to East Duffins and Seaton and how those communities should appropriately develop; and THAT the Planning Committee determine how to engage community input into the development of the Smart Growth Strategy; and THAT the Smart Growth Strategy clearly define an urban growth limit that the City would seek to protect through all available measures including easements and requests for Provincial legislation that would ensure the strategy protection fi.om the Ontario Municipal Board; and THAT this motion be circulated to: Janet Ecker, M.P.P., Pickering- Ajax-Whitby Roger Anderson, Chair of the Region of Durham Members of the Council of the Region of Durham All Municipalities of the Region of Durham CARRIED: MAYOR Btaylor:NoM Smart Growth Council Meeting Agenda Monday, November 19, 2001 7:30 P.M. NOTICES OF MOTION 22 Moved by Councillor Pickles Seconded by Councillor Johnson WHEREAS the Durham District School Board's proposed accommodation plan indicates that the Valley View Public School in Greenwood is to dose; and WHEREAS the members of the community, students and parents strongly support this school remaining open; and WHEREAS the Save Valley View Public School Committee are reviewing the accommodation plan and wish to provide a presentation to the Standing Committee and all Trustees on their analysis and ideas; and WHEREAS the Greenwood and area is a vibrant and growing community and Valley View Public School is essential to providing the best educational environment for the children in the area; and WHEREAS to close the existing excellent school in Greenwood to save a small sum would require busing these children to another distant school and exasperating their already existing overcrowded conditions and adding the need to build additions; and WHEREAS we recognize the value of providing these educational services to residents in the communities where they live and the essential element in the sense of community that they provide; and NOW THEREFORE the City of Pickering requests that the Durham District School Board recognize the important role of Valley View Public School and ensure that it remains open and continues to serve the community; and FURTHER THAT this motion be forwarded to: · Grant Yeo, Director of Education, Durham District School Board · Ron Trbovich, Superintendent/Business & Finance, Durham District School Board · The Honourable Janet Ecker, M.P.P., Minister of Education · Public School Trustees, Durham District School Board. PLANNING & DEVELOPMENT REPORT PD 40-01 DURHAM TRANSPORTATION MASTER PLAN PUBLIC CONSULTATION DRAFT - SEPTEMBER, 2001 CITY OF PICKF. RING COMMF. NTS 1. That Keport Number PD 40-01, of the Dkector, Planning & Development and the Dkector, Operations & Emergency Services, on the Durham Transportation Master Plan: Public Consultation Draft- September, 2001, be endorsed as Pickering's comments to the Region; 2. That Regional Council and staff be advised that Picketing Council requests that the Transportation Master Plan (TMP) remain with Regional staff and not be forwarded to Council until the Region consults with the City and collaborates on an approach to the proposed transportation matters for the East Duffins Area, Seaton and the Federal lands, in light of the significance of the TMP in forming the basis for Regional funding mechanisms; 3. That Regional staff be requested to: release the four remaining working papers and the Environmental Assessment Summary Report; commence a dialogue between Pickering and Regional staff to address the outstanding matters as noted in Recommendation #2; and prepare and release a revised draft Transportation Master Plan for consultation; 4. The underground services under the jurisdiction of the City that are required to be constructed or installed in the development of Plan 40M-1737, Pickering, including the storm drainage system and related appurtenances, located on lands that are both, (a) dedicated to or owned by the City, the Regional Municipality of Durham or the Province of Ontario, and (b) in Plan 40M-1737, Pickering, or immediately adjacent thereto, are hereby accepted by the City and assumed by it for maintenance as of January 16, 2001. o In sections 1 and 2, the phrase "lands that are...owned by the City" inclUdes lands that are subject to an easement transferred to the City, but only with respect to th~' specific service or services referred to in the easement transfer document. The underground services under the jurisdiction of the City that are required to be constructed or installed in the development of Plan 40M-1745, Pickering, including the storm drainage system and related appurtenances, located on lands that are both, (a) dedicated to or owned by the City, the Regional Municipality of Durham or the Province of Ontario, and (b) in Plan 40M-1745, Pickering, or immediately adjacent thereto, are hereby accepted by the City and assumed by it for maintenance as of March 21, 2000.
