WHEREAS S.379 (1) of The Municipal Act provides for
the regulation of the construction, repair, renewal, alteration,
inspection and inspection fees of plumbing.
NOW THEREFORE BE IT AND IT IS HEREBY ENACTED:
Section 1.--DEFINITIONS
in this by-law.
(1) Administrative Official means the Township Engineer of
the Corporation of the Township of Picketing and also
means such inspectors of Plumbing and Drainage,
Plumbing Inspectors, or other persons designated by
Council or the Township Engineer to carry out the
provisions of this By-law.
(2) Plumbin~ includes everything which the Township
required to inspect pursuant to The Regulations~
together with all pipes~ fittings and appurtenances
that supply water to a fixture and discharge the
waste to a municipal sewer or system of sewage
disposal. Where further definitions pertaining to
plumbing are required section I cf Regulation
shall be accepted.
(3) Regulations means Regulations 471, Revised Regulations
of Ontario, 1961. and any amendments thereto.
(4) Township means the Corporation of the Township of
Picketing.
Section 2.--SCOPE
il~ The provisions of this by-law shall apply to all
plumbing in the Township of Picketing that is
constructed, repaired~ renewed or altered~ except:
(a)The repairing or replacing of a valve.
faucet or fixture~ or
(b) The repairing of a leak or forcing out of a
stoppage.
(2) Sub section (1), (a) and (b), does not permit the
installation cf any additional pipe cr fittings.
Section 3.--PLUMBING PERMITS
(1) (a) Any person desiring to do any work provided
for in this by-law shall personally or by
his agent~ prior to the commencement of any
cf the work. file with the Township an
application for a permit on forms to be
complete in all applicable respects, that
shall include plans showing complete
information of plumbing and the location of
drains, pipes, traps and other works or
appliances that are to be part of or connected
with the plumbing.
(b) Every application shall describe the land on
which the proposed work is to be done, by lot~
plan, concession, house number and street
address or similar description that will
readily identify and definStly locate
the proposed work.

(2) A permit shall not be valid until fees have been paid
and shall expire if active work is not commenced
within six months from date of its issue; o~, if the
work authorized by such permit is suspended or
abandoned at any time after the work is commenced
for a period of six months, or, if the plumber or the
person designated cn the application as the plumber shall
permanently abandon or discontinue the work; but it
may be renewed on payment of prescribed fee, if the
proposed work ccmplies with this by-law as may have
been revised to the time of renewal.
(B) No person shall commence the eonstruction~ ~epair~
renewal or alteration of plumbing until a permit to
do so has first been issued by the Administrative
Official.
(4) The Administrative Official shall, when prescribed
fees have been paid and the application, plans~ a~d
specifications conform to the requirements of this
and all other applicable by-laws of the Municipality
and with any ether governing ~egulations, issue the
required plumbing permit.
Section 4.--PEB~IT FEES
The following permit fees shall be payable prior to,
and as a condition of the issuance of a plumbing
permit for new installations, alteraticns and additions.
(1) Single Family D~elling $4,00 plus $2.00 per fixture.
(2) Store or Storee, with $5.00 per store, $4.00 per
attached living quarters each living quarter plus
$2.00 per fixture.
(B) Semi-detached, Duplexes, $4.00 per unit or suite
Multiple Family Dwellings, plus $2.00 per fixture.
Apartment Buildings,
Hotels and Motels
(4) All other buildings not $5.00 per each self
provided for above contained unit plus $2.00
per fixture.
(5) The addition of new $5o00 including 2 fixtures,
fixtures,or alteration plus $2.00 per each
to the vent or waste pipes additional fixture
of existing
(6) Alteration of or addition $4.00
to water pipe or any other
plumbing, whereby a fixture
fee does not pertain
(7) Changeover-from septic tank $4,00, plus $2,00 per each
to building sewer additional fixture altered
or installed at this time
(8) Water heating tanks~to $2.00, if included with a
alter or install permit for a new
installation or addition
otherwise $4,00
(9) Water Service; to install
or alter from street line
to building
(a) Domestic $2.00 if included with a
permit for a new installation
or addition~ otherwise $4.00

(b) Commercial, $4.00 up to 2 inches in
Industrial and all diameter
other installations $6.00 over 2 inches in
not considered diameter

(10) Secondary Wastes to $1.00 for each second~ry
install or alter trap
(ll) Swimming Pools $5.00
(12) Fixture fees shall be paid for the following:
(a) Each vented waste outlet that is provided,
whether or not the fixture is installed.
(b) Laundromat; each unit
(c) Dishwashers, washing machines~ water softeners
or any other equipment provided with a seperate
waste outlet and connected to a water
supply; each unit
(d) Floor drains, vented and class 4; each
(e) Bain water leaders; each
(f) Laboratory sinks; each
(13) Drains: To install a building drain~ building storm
drain, building sewer, building storm sewer or
any branch thereof serving a self contained
unit or units; for each size of pipe used in
each drain, sewer or branch thereof. $1.50 per
each inch in diameter for each size cf pipe
used for each drain, sewer or branch thereof
serving a self contained unit or units.
(14) Drain Alteration:
To alter~ extend, repair or renew a building
drain, building storm drain, building sewer
or building storm sewer, wherein less than'
10 feet of pipe is laid; $3.00
If more than l0 feet of pipe is laid the permit
fee shall be calculated as per sub section (13)
above,
(15) Drain to septic tank:
Where a building drain is installed in a
building with a walk out basement er a building
with no basement and a concrete slab for the
first floor, and the building drain leads to a
septic tank and is over l0 feet in length te
the outer wall, a drain plan will be required
and the permit fee shall be calculated as per
sub section (13) above.
(16) Manholes, catch basins and interceptors $3.00 each
(l?) Special inspections: fees shall be at the rate of $6.00
per hour for inspections carried out between the
hours of 9:00 A.M. and 5:00 P.M. For special
inspectinns carried out outside the above hours
or on Saturday, Sunday or legal holidays the fees
shall be at the rate of $9.00 per hour. A minimum
of one hour will be charged for any special
inspection. This shall apply whenever it is
necessary to make more than three inspections
on any one drain or plumbing Job or when in the

opinion of the Administrative Official it is
necessary to have an inspectcr on the Job as the
work is being constructed. A deposit adequate to
cover the cost of the inspections must be made
prior to the time of the inspections.
(18) Fees for renewal:
To renew a permit, as provided in section B sub
section (2) the fee shall be $2.00
(19) Fees for certificates of information:
Upon written request from the owner of the premises,
his authorized agent or a bona fide purchaser or
his authorized agent~ of an existing or partially
constructed building, for information with regard
to compliance of the premises with this or
previously applicable related municipal by-laws,
or with The Regulation, the Administrative
Official shall advise accordingly. The fee for the
above service shall be $4.00, payable prior to
the release of the requested information.
Section 5.--PROHIBITION AGAINST USE
(1) Where plumbing has been constructed, repaired~ renewed
or altered~ the plumbing shall not be put to use until
it has been inspected and found to conform to The
Regulations.
(2) All plumbing and drains connected thereto shall be
left uncovered until inspected and approved.
(3) Where any plum~lrlg to be inspected is eoncealed~ the
Administr~tive Orificial may refuse to make his inspection
until ~he plt~l~ i~ C~tely uncovered amd
accessible to him.
(4) When an inspection has been made, the person who has
constructed, repaired, renewed or altered the plumbing
being inmpected shall make the tests prescribed by The
Rezulation, when requested~ under the supervision of
the Administrative Official.
Section 6.--INSPECTION
The Administrative Official may at all reasonable hours
enter any premises to inspect plumbing and every person who
obstructs, or attempts to prevent, or fails to permit the entry
of the Administrative Official for the purpose of inspection
un,er this BM-law is guilty of an offence and shall forfeit
and pay at the discretion of the convicting Magistrate a
penalty not exceeding, he sum of $2~.0D. .~
Section 7.--PENALTIES
Every person who contravenes any of the provisions of
this By-law where a penalty is not otherwise provided, shall
forfeit and pay at the discretion of the convicting Magistrate
a penalty not exceeding exclusive of cost~ the sum of $~00.00
fe~ each offence.
By-l~w Number B~O is hereby repealed and any other By-law
which is contrary to the provisions of this ~y~law shall be
repealed insof~p aa may be necessary to give full effect
to this By-law.
